UTAH ASSOCIATION OF SPECIAL DISTRICTS 2016 BILL REVIEW By Mark H. Anderson, General Counsel and Heather N. Anderson, Lobbyist and Rachel S. Anderson, Associate Counsel By the end of the 2016 session of the Utah State Legislature, the Association was following 200 Bills, the most ever, but had reviewed a far greater number of Bills. Many Bills were reviewed and investigated to make sure they had no impact on local districts or special service districts and, once the lack of impact was confirmed, were dropped from the weekly Legislative Summary. “H.B.” stands for “House Bill” and “S.B.” stands for “Senate Bill”. Most of the Bills were “tracked” or “followed”, but a number of them were actively supported or opposed by the Association. During the course of the forty-five day legislative session, weekly meetings were held at the Capitol at which all interested local district and special service district representatives were welcome. Bills were reviewed during those meetings and the position of the Association on each Bill was determined. By the end of the legislative session, the Association supported 52 Bills, ¾ of which passed, and opposed 16 Bills, only one of which passed -- on reconsideration during the waning moments of the legislative session. Statutory references and quotations in this Review come from the Enrolled Bills, not from the prior version of the Utah Code. Consequently, if a reader verifies statutory references and quotations by looking at the pre-2016 Legislative session version of the Utah Code, the quotations likely will vary, and the referenced Code Section may be absent. -

At the time, Hughes said he and Rep. Jim Dunnigan voted for the Utah Access Plus plan. A plan that had been negotiated with top Republican leaders. Reporters criticized the house leadership for holding the closed meeting and not allowing the public to hear the debate of leaders At the time Hughes suggested that reporters ask all the members of the 63 person caucus how they voted if they wanted to know exactly who voted for what "I don't think they're going to hide it. Ask em where they're at, I think they'll tell you where they are," said Hughes So that's what we did, we emailed and called every Republican lawmaker in the caucus to find out how they voted. We do know the proposal failed overwhelmingly, one lawmaker says the vote was 57-7. Based in California where it was founded 64 years ago, CSG-WEST’s membership is composed of the legislatures of Alaska, Arizona, California, Colorado, Hawaii, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington and Wyoming. Associate members include the Canadian provinces of Alberta and British Columbia and the Pacific islands of American Samoa, the Commonwealth of the Northern Mariana Islands and Guam. Programs The Western Legislative Conference brings together legislators from western states to learn from each other and collaborate on issues of regional concern such as water, public lands, energy, and transportation. The Western Legislative Academy is an intensive professional development program designed to support newer western state legislators to become more effective leaders and to strengthen legislative institutions. WESTRENDS is a regional leadership board comprised of one legislator from each western state that addresses demographic, economic and cultural trends shaping the West. The Legislative Service Agency and Research Directors Committee provides nonpartisan western staff leaders management training and opportunity to share best practices. -

Utah Health Matters E-Newsletter February 23, 2007 Greetings Health Advocates: What a week! Whatever you‟re all doing, we think it‟s working—at least for some of the big health & human priorities. We‟ve also received positive feedback from members of leadership on the patient and friendly tone of our advocacy efforts! Not counting today (Friday), there are just 3 days left: but from our experience, anything can happen in 3 days. We could find the $ to address the lingering, unfunded priorities (Medicaid vision services and the full price tag for CHIP top this list). Or, we could lose whatever gains we think we‟ve made (notice how we are omitting the details...this is on purpose). For these reasons and more, we strongly recommend physical presence at the Capitol. At the very least you‟d be guaranteed a good time (things start to get a bit wild around this time! Heck, some are talking of starting a bunny hop!). Anyway, read on… 1. Utah Medicaid Gap Analysis February 2014 INTRODUCTION In 2010, the Patient Protection and Affordable Care Act (ACA) called for the expansion of Medicaid coverage to certain low income adults. In a 2012 US Supreme Court ruling the Medicaid expansion became an optional element of the new law. The result was that some individuals that do not qualify for Medicaid will be left without premium subsidies as well unless individual states elect to expand their Medicaid programs. These individuals who make too much to qualify for Medicaid but too little to qualify for insurance premium subsidies have been referred to as the Medicaid “gap”. Voices for Utah Children asked Notalys, LLC, an economic research and data intelligence firm, to estimate the number of individuals in the Medicaid gap in each legislative district in Utah. Notalys utilized population data from the American Community Survey (ACS) 5-year estimates compiled by the U.S. Census Bureau to arrive at these estimations. While several intricacies of the Medicaid eligibility and ACA subsidy rules cannot be exactly represented with existing and available data sources, Notalys has taken extreme care to represent the statistical ranges for each estimate and outline the possible limitations of this study. Main Findings The results of this analysis are a district by district estimate for the total number of people who are likely to be affected by the Medicaid gap if Medicaid is not expanded in the state of Utah. These numbers are presented in terms of the total count of individuals in the district who fall into the gap and in terms of the percentage of all adults 18-64 within the district who fall into the gap.
