Bestandsbeschreibung: Die Europäische Volkspartei (EVP) wurde 1976 im Hinblick auf die Direktwahlen zum Europäischen Parlament 1979 als Föderation der CD-Parteien der Europäischen Gemeinschaft gegründet durch die Europäische Union Christlicher Demokraten (EUCD) und die Christlich-Demokratische Fraktion im Europäischen Parlament. Die EVP ist eine eigenständige Partei auf europäischer Ebene mit entsprechenden Kompetenzen und Beschlußorganen sowie einem eigenen politischen Programm. Sie tritt im Europäischen Parlament und im Europarat als geschlossene Fraktion auf. Organe: Kongress, Vorstand, Konferenz der Partei- und Regierungschefs, Rat, Präsidium, Präsident, Generalsekretär. Präsidenten: Leo Tindemans (B, 1976-1985), Piet Bukman (NL, 1985-1987), Jacques Santer (L, 1987-1990), Wilfried Martens (B, 1990-2013), Joseph Daul (F, 2013-). Generalsekretäre: Josef Müller (D, 1976-1978), Jean Seitlinger (F, 1978-1983), Thomas Jansen (D, 1983-1996), Klaus Welle (D, 1996-1999), Alejandro Agag Longo (E, 1999-2002), Antonio Lopez Isturiz (E, 2002-). Die beiden Sekretariate von EVP und EUCD fusionierten im April 1983, wobei auch die Personalunion des Generalsekretärs eingeführt wurde. Die EUCD blieb jedoch, bis sie 1999 in der EVP aufging, eine eigenständige Organisation, ihre Materialien werden im Bestand 09-004 des ACDP archiviert (ab 1965; Vorläuferorganisation: NEI, 09-002). Die umfangreichen Unterlagen der CD- bzw. EVP-Fraktion im Europäischen Parlament bilden den Bestand 09-001 (ab 1952). Die Materialien der EVP gelangten bisher in drei Lieferungen ins ACDP. Im Dezember 1992 übergab der damalige Generalsekretär Dr. Thomas Jansen erstmals die Akten der Partei aus der Gründungs- und Aufbauphase (6 lfm, Laufzeit 1975 bis 1987). DieÜbernahme erfolgte auf Grund des im November 1984 geschlossenen Vertrages zwischen der EVP/EUCD (Dr. Jansen) und dem ACDP (Dr. Gotto). Im Februar 1998 wurden von Generalsekretär Klaus Welle weitere Materialien übernommen, insbesondere mit Korrespondenzen und Materialien der Arbeitsgruppen (7 lfm, Laufzeit 1981 bis 1994). Im August 2006 transportierte die EVP-Geschäftsstelle 13 lfm Materialien aus dem Zeitraum 1985 bis 2002 nach Sankt Augustin. Die weitere Zusammenarbeit zwischen ACDP und EVP regelt der im September 2006 geschlossene Vertrag (Unterzeichner: Dr. Buchstab und der stv. EVP-Generalsekretär Luc Vandeputte). Der vorliegende Bestand (26,6 lfm; Laufzeit 1975 bis 2003) dokumentiert umfassend die Zusammenarbeit der europäischen CD-Parteien. Hervorzuheben sind die Unterlagen betreffend - die Gründungsphase der Partei und die Programmarbeit, - das Politische Büro, - die Jahreskongresse ab 1978, - die Ausschüsse und Arbeitsgruppen sowie - die Zusammenarbeit mit den CD-Parteien in Mittel- und Osteuropa nach der Wende 1989/90. Die allgemeine Sperrfrist (Ausnahme: Personalia) wurde wie bei den anderen europäischen Beständen des ACDP auf 15 Jahre festgesetzt. It confronts questions including: What will effect will the manner of Juncker’s appointment have on the perceived legitimacy of the Commission? Will Juncker claim that the strength his mandate gives him license to run a highly Presidential, centralised Commission along the lines of his predecessor, José Manuel Barroso? Will Juncker continue to seek a modest and supportive role for the Commission (as Barroso did), or will his Commission embrace more ambitious new projects or seek to re-energise old ones? What effect will British opposition to Juncker’s appointment have on the United Kingdom’s efforts to renegotiate its status in the EU? The paper draws on a round of interviews with senior Commission officials conducted in early 2015 to try to identify patterns of both continuity and change in the Commission. Its central aim is to assess the meaning of answers to the questions posed above both for the Commission and EU as a whole in the remainder of the decade. THE EUROPEAN PARLIAMENT IN PERSPECTIVE Introduction On June 7th and 10th 1979, the electorate of the nine member states of the European Economic Community directly elected the members of the European Parliament. The election had centered the focus of the media and the European public onto the institution within the EEC which had, since its inception, existed in an ambigu- ous position. The Parliament, or Assembly, as it is referred to in the Treaty of Rome, had long suffered from a lack of identity. Of the four major institutions that comprise the executive, legis- lature and judiciary of the European Communities, the Parliament has the most limited authority. Until June of 1979, it did not represent the electorate, but was composed of representatives ap- pointed by the parliaments of the nine member states. Its role was therefore ambivalent, and with this handicap its struggle for recog- nition and authority within the European Communities was formidable.

    BRIEFING European Union History Series Jacques Delors Architect of the modern European Union SUMMARY The consensus among most historians of European integration and political scientists is that Jacques Delors, who served as President of the European Commission from 1985 to 1995, was the most successful holder of that post to date. His agenda and accomplishments include the EU single market, the Single European Act, Economic and Monetary Union (EMU) and the rapid integration of the former German Democratic Republic into the European Community. His combination of coherent agenda-setting and strong negotiating skills, acquired through long experience of trade union bargaining and years of ministerial responsibilities in turbulent times, puts Delors above other Commission Presidents, whether in terms of institutional innovation or the development of new Europe-wide policies. He also showed himself able to react swiftly to external events, notably the collapse of the Soviet bloc, whilst building Europe’s credibility on the international stage. This Briefing records Delors' life across its crucial stages, from trade union activist, senior civil servant, French politician, and Member of the European Parliament, to the helm of the European Commission, where he left the greatest individual impact on European integration history to date. A multiple-choice question Yves Bertoncini Executive summary and Thierry Chopin The designation of the president of the European Commission requires a joint agreement on the part of the European Parliament and the European Council, which rests neither on the "Westphalia model" (whereby governments alone make the decision) nor on the "Westminster model" (whereby the president belongs to the party ranking first at the European elections). An analysis of the appointments made since 1979 allows us to identify the four main criteria likely to prevail during the negotiations currently getting under way: 1. An initial criterion: The president of the Commission's party affiliation - All of the recent presidents of the Commission have had to rely on majority support from MEPs from the right and from the left (EPP-PES, and even the Liberal Democrats) but the president of the Commission's party affiliation has only one out of two matched that of the party which garnered the highest number of votes in the European elections (see Table 2). - The party affiliation of the president of the Commission has reflected that of the party most heavily repre- sented on the European Council (see Table 3) over the past twenty years (the Santer, Prodi and Barroso Commissions), yet it failed to do so in the years prior to that (the Delors and Thorn Commissions). 2. A crucial criterion: the president of the Commission's personal profile - The president of the Commission should be chosen first and foremost on the strength of his ability to perform the functions described in Article 17 of the Treaty on the European Union.

The paper argues that those longer-term trends continue and that the (s)election of Jean-Claude Juncker as President of the European Commission and the structural reforms he subsequently introduced are better understood as steps in ongoing processes rather than fresh departures. Thus, what will happen in 2019 will have been conditioned not only by 2014, but also by previous elections and previous developments, as considered in this paper.
