I. INTRODUCTION

1. The Road Construction Department (RCD) of the Government of Jharkhand through Government of India has applied for financial assistance in form of a loan from the Asian Development Bank (The Bank) for the Jharkhand State Road Project (JSRP), which comprises of rehabilitate and upgrade 311 Kilometer (km) of existing single, intermediate and/or double lane roads from Gobindpur via Jamtara, Dumka and Barhet to Sahebganj, and Support the GOJ in improving project management and enhancing road sector development capacity. The executing agency for JSRP is Project Implementation Cell (ADB Project), Road Construction Department (The Employer). The Road Construction Department is headed by the Secretary. 2. To overcome this acute bottleneck in the overall development of the state, the Government of Jharkhand (GOJH) has negotiated with the Asian Development Bank (ADB) for a loan (Loan 2594-IND) for up-gradation, rehabilitation and strengthening of state roads, mainly state highways, in the state to improve the connectivity and upgrade the infrastructure in transport sector to provide impetus to developmental activities. 3. The Jharkhand State Road Development Corporation Ltd., Government of Jharkhand has undertaken the work of widening and strengthening of state highways from single lane to two lane carriageway. The proposed alignment is mostly concentric widening for all road sections. Sufficient considerations, within the limitation of technical and economic requirement, have been given at design and construction stage to minimize the adverse impacts on the community and surrounding environment. The EMP and RP prepared for the projects are being implemented to mitigate or minimize negative impacts caused due to the projects.

1.1 Project Description: 4. As a first phase, the Government has undertaken to contract four construction packages, having a total length of 311 km. The size of each package is ranging between 50 and 98 km. Though the Project will involve improvements to a two lane standard, the land acquisition undertaken by the government is as per the four-lane expansion criteria on taking into account for future expansion needs. 5. SMEC International Pty. Ltd, an Australian Engineering Consultancy, in association with SMEC India Pvt. Ltd. and RODIC Consultants Pvt. Ltd. has been awarded the Consultancy Services for Construction Supervision for all four packages for Rehabilitate and Up-gradation of 311 kilometer of existing Single/ Intermediate lane to Double lane roads from Gobindpur to Sahebganj via Jamtara, Dumka and Barhet, and Support the GOJ in improving Project Management and enhancing road sector development capacity. 6. There are four projects in passes through six districts (, Jamtara, , Dumka, and Sahebganj) as shown in the figure-1. The total length is 311 Km. The road run in Dhanbad, Jamtara Deoghar, Dumka, Pakur and Sahebganj Districts of Jharkhand. The brief details about all Contract Packages I, II, III and IV is given in Table 1.1.

1.2 Environmental Category 7. All the subprojects were categorized as Environmental Category “B”, according to ADB’s Environment Policy (2002). 1.3 Report Purpose 8. The Environmental monitoring report has been compiled covering the period July 2017 to December 2017 It describes the Environmental Management Plan implementation status, compliance issues confronted, and corrective actions taken by the Road Construction Department, Government of Jharkhand. This report covers the rehabilitation and improvement of the following four road sections under the Loan No. 2594 (IND) Jharkhand State Road Project. 9. The submission and subsequent disclosure of this Environmental Monitoring Report is a requirement of the ADB Safeguard Policy Statement 2002 for environmental Category B projects. The Project is also categorized as “B” by the Ministry of Environment and Forest (MoEF) under the EIA Notification.

1.4 Project Progress 10. The physical progress from July 2017 to Dec 2017 (as on 31.12.2017) is given in Table 1.2. II.A Elephant Movement in the Project Area

12. During the preparation of the forest diversion proposal for the project, Forest Advisory Committee (FAC) at MoEF, New , indicated the presence of movement of elephant population in the project area. FAC recommended that the State Government undertakes a study to find appropriate measures to safeguard the movement of elephants and avoid or mitigate the impacts of the proposed highway on long-term conservation of elephant population in this part. The study was conducted by Dr. R. K. Singh, Wildlife Expert appointed by Chief Wildlife Warden of Jharkhand. 13. After indication made by the Forest Advisory Committee (FAC) of MoEF during forest clearance process about elephant movement in the region, a study was accomplished by wildlife expert appointed by Chief Wildlife Warden. Study concludes that a total of 14 sites were identified for intervention to facilitate elephants to cross the highway. The recommendation of the wild life specialist duly endorsed by the Forest Advisory committee is presented in Table 2.2. III. COMPLIANCE WITH THE ENVIRONMENTAL COVENANT AS STIPULATED IN LOAN 15. Jharkhand state road construction Department is implementing the Jharkhand State road Project under Project (Loan Agreement No. 2594- IND). V. Monitoring of environmental receptors/ attributes 18. In order to comply with requirements of Environmental Monitoring Plan (EMoP) as provided in Contract Agreement, the external environmental monitoring agency had been hired by Contractors for their respective packages to carry out the environmental monitoring with regards to ambient air quality, water quality and noise levels during construction period. The primary responsibility of the environmental monitoring agency is for testing, analyzing and reporting of test results as conducted by them. The environmental monitoring for ambient air quality, water quality and noise levels had been conducted during the period of July 2017 to Dec 2017 for all the packages except Package-III and IV because construction work had already completed. Observation: 20. The data collected by the contractors (in 2017) as part of EMP compliance on ambient air quality are tabulated above. The data has been compared with the National Ambient Air Quality Standard (NAAQS) of Central Pollution Control Board (CPCB), November 2009. The data shows that all the parameters at all locations of all packages are within the desirable limit.

To maintain the air quality level, following measures are to be maintained:

(i) Regular maintenance of machinery and equipment to conform the National Ambient air quality standards (2009) (ii) Vehicular pollution to be checked/monitored & controlled at regular interval (iii) All vehicles and machineries should obtain Pollution Under Control Certificates (iv) Fit all heavy equipment and machinery with air pollution control devices which are operating correctly. (v) Vehicles carrying loose and fine materials to be covered by tarpaulins to reduce spills and dust blowing off the load (vi) Loading and unloading of construction materials to be handled in designated areas only (vii) Water spraying will be carried out at regular intervals to prevent dust generation. To reduce the water contamination mitigates measure are to be followed as:- (i) Construction works near water bodies will not be undertaken during the monsoon season (ii) All equipment operators, drivers, and others personnel will be trained in immediate response for spill containment and eventual clean-up.

Noise Level Monitoring:

23. Noise level monitoring had been carried out in the campsite near to Hot Mix Plants, Stone Crushers, WMM Plants, and Batching Plants. Noise level monitoring conducted under different packages are as - Package 1 (3 Locations); Package 2 (4 Locations); Package 3 (Not conducted); Package 4 (Not conducted). The results were compared with National Ambient Noise Standards (for different category of area/zone) as specified by CPCB. The brief findings of the monitoring carried out in the year 2017 are presented below:

Observation: 24. Noise levels are being monitored by the contractors of all construction packages during day time at all construction sites, near HMP, crushers and camp offices. The results indicate that noise level near construction sites are well within permissible exposure.

To maintain the Noise level, following measures are to be maintained

(i) All equipment to be timely serviced and properly maintained to minimize the noise level. (ii) Measures for protection device (ear plugs and muffs) to be provided to the worker operating noise generating machines. (iii) Temporary enclosures in the DG set operating area.

VII. Details of Grievance Redress Committee and complaints received from public and actions taken thereof to resolve

26. District level Grievance Redressal Committee (GRC) comprising of District Commissioner, revenue official, forest official, public representative and respective officer from RCD.Package I falls under Dhanbad and , Package II falls under Jamtara, Deoghar and Dumka District, Package III falls under Dumka, Pakur and Sahibganj district and Package IV falls under Sahibganj district. Grievance Redressesal Committee (GRC) has been formed in all project districts. 27. Grievance Redressal Committee (GRC) set up at district level monitors grievances arising during implementation for each package under area of its jurisdictions. The GRC determines the merit of each grievance, and resolve grievances within three months of receiving the complaint. The affected Persons have the right to refer the grievances to appropriate courts of law if not satisfied with the redress at any stage of the process. The set up GRC has the system of records keeping, contact details of complainant, date of the complaint received, nature of grievance etc. if any for the ongoing project and taking the necessary action against the complaint. 28. There is no complain received with respect to environmental issue under the project during the reporting period. Organizational Structure of PIC

29. At project level, RCD has established a separate Project Implementation Cell (PIC) within department for successful implementation of the project. All the project activities including civil works, goods, services, studies, procurement and training are administered through the Cell. 30. The Cell is headed by Director (ADB Cell). He is overall responsible for timely implementation of the project. He is assisted by Land Acquisition Officer (LAO) cum Grievance Redressal and Information Officer; Advisor Finance (ADB); Executive Engineer (ADB Cell); Joint Director (ADB Cell) cum Dy. Secretary (Management Cell), RCD; and Dy. Director cum Coordinating Officer (ADB Cell). Besides this, there are Assistant Director (ADB Cell) and support staff for smooth functioning of the Cell. 31. The LAO cum Grievance Redressal officer is being supported by the environmental officer, who is the focal point within PIC to coordinate environmental concerns of the project, including the implementation of EMP, and undertaking environmental monitoring as well as preparing environmental monitoring report through contractors and supervised by CSC. 32. At the division level a Task Force has been formed under the Chairmanship of Deputy Commissioners to look after the cases related to forest clearance and land acquisitions. Divisional forest officers and executive engineer are the members of this task force. At HQ, monitoring is being done by a senior Deputy Collector rank officer (Undersecretary to Government of Jharkhand) who is designated as LAO-cum-Grievance redressal and Information Officer within the ADB Cell.

IX. Follow-up actions and conclusions

35. The follow-up actions are given below:

36. The contractors had been instructed to obtain and fulfil the statutory environmental requirements. The Project Implementation Cell (PIC) and Project Implementation Unit (PIU) through supervision consultants will follow up with the civil works contractors for ensuring environmental monitoring for all four contract packages. It will also ensure to work on the Road safety arrangements.

Conclusions:

37. In order to have a sustainable development in the project the emphasis on the implementation of EMP has been given top most priority. The EMP prepared for the project was made part of the bid document and the contractor was made responsible for the implementation of EMP. The bid conditions require the contractor to adopt best construction practices which include most of the mitigation measures suggested in the EMP. PIU, PIC - ADB Cell and Construction Supervision Consultant are closely monitoring the implementation of EMP being carried out by the contractors.

38. The overall conclusion of the said project is the provided the mitigation, compensation have been implemented. There should be no significant negative impact as a result of a location, design and in the construction phase of the sub project. There should be impact some small benefit from the recommended mitigation and major improvement in quality of life of individual and public health once the project road is in operation.
