Our traffic impact brief findings indicate that the proposed development is acceptable for traffic operations. A full‐moves access is proposed on Finch Avenue. Dedicated turn lanes are not necessary to support the proposed development; however as noted in the Region of Durham’s Capital Budget, with Finch Avenue widened to three lanes on or about year 2026 (with two lanes plus a centre median lane), the access could include an eastbound left turn lane for traffic entering from Finch Avenue. Our study includes a review of the site access requirements with respect to turn lane warrants and other Regional requirements. INTRODUCTION Trans‐Plan has been retained by Medallion Developments (Pickering Finch) Ltd. to complete a Traffic Brief for a proposed residential development located at 450 Finch Avenue in the City of Pickering. This Traffic Brief includes the following study components: a review and assessment of the existing road network a review of traffic growth, area developments and proposed transportation improvements in the study area an assessment of the impact of site‐generated traffic on the study area intersections and proposed boundary roadway connections under future traffic conditions recommendations to mitigate any identified traffic impacts on the boundary roadways, resulting from the proposed development an analysis of the site accesses for turn lane warrants, as per the MTO Geometric Design Guidelines and Durham Region’s Right Turn Lane Guidelines discussion of active transportation in the study area and for the site 2. SITE LOCATION The site location, shown in Figure 1, is located within a residential neighbourhood in the City of Pickering. The property is located within the Rouge Park Neighbourhood. The lot is primarily unoccupied consisting of mostly undeveloped ground and a single residential dwelling. This single dwelling is set to be demolished to access an open area of land that several residential dwellings back onto. Demolishing this single unit will allow a connection to Rougewalk Drive and Mahogany Court to be constructed in a previously inaccessible parcel of land that consisted of backyard space and open land. Refer to Figure 1. Surrounding land uses in the study area are mainly green areas to the north and west, the Rouge River to the north east and mainly residential uses to the south and east. Immediately surrounding the site are a few single homes and a Hydro corridor with several medium to high density residential developments beyond and further along Finch Avenue. 3. PROPOSED DEVELOPMENT A concept plan of the proposed residential development is provided in Figure 2. The proposed development consists of 31 residential dwellings. Each residential dwelling is expected to include a double car garage. The roadway within the site will connect directly to Rougewalk Drive at the north
