    LOKAYUKTA HARYANA ANNUAL REPORT FOR THE YEAR 2018-2019 (01.04.2018 TO 31.03.2019) After I had taken oath as Lokayukta of Haryana on 19th July, 2016, this is my 3rd Annual Report on the functioning of Lokayukta Institution for the aforesaid period under report being submitted to the Hon’ble Governor of Haryana as required under Section 17 (3) of the Haryana Lokayukta Act, 2002. Lokayuktas have been unearthing corruption cases, recommending measures to redress grievances of the people and above all, acting as a much needed safety valve to release the bottled up pressure of aggrieved citizens, which, if allowed to accumulate, would put a question mark on the credibility of our administrative apparatus. The very existence of a Lokayukta helps to generate a feeling of assurance among the public at large, that they have a mechanism to fall back upon when faced with corrupt public servants. Lokayukta investigates cases of corruption, where substantiated, recommend action. It is a great check on corruption, brings about transparency in the system, and makes administrative machinery citizen friendly. His functions largely depend upon jurisdiction vested in him and facilities provided 2 for taking cognizance of citizens’ grievances promptly, deftly and expeditiously through simple, informal mechanism devoid of technicalities. Corruption is internationally recognized a major problem, capable of endangering stability and security of society, threatening social, economic and political development and undermining the values of democracy and morality. It has assumed alarming proportions resultantly public funds going into private hands leading to enrichment of bribe givers and bribe takers. Corruption, inefficiency, delays and insensitivity to people’s grievances can be identified key problems besetting the nation.

    LOKAYUKTA HARYANA ANNUAL REPORT FOR THE YEAR 2017-2018 (01.04.2017 TO 31.03.2018) I had taken oath as Lokayukta of Haryana on 19 th July, 2016 and this is my 2 nd annual report on the functioning of Lokayukta Institution for the aforesaid period under report being submitted to the Hon’ble Governor of Haryana as required under Section 17 (3) of the Haryana Lokayukta Act, 2002. The Lokayukta is an anti-corruption authority constituted at the State level. It investigates allegations of corruption and mal-administration against public servants and is tasked with speedy redressal of public grievances. The origin of the Lokayukta can be traced to the Ombudsmen in Scandinavian countries. The Administrative Reforms Commission, (1966-70), had recommended the creation of the Lokpal at the Centre and Lokayukta in the States. The Lokayukta is created as a Statutory Authority with a fixed tenure to enable it to discharge its functions independently and impartially. Members of the public can directly approach the Lokayukta with complaints of corruption, nepotism or any other form of mal-administration against any government official. With a view to address the problems of redressal of citizens’ grievances, the President of India, vide notification 2 dated 40/3/65-AR(P) dated 05.01.1966, appointed the Administrative Reforms Commission. The object for appointing the Commission was to ensure the highest standards of efficiency and integrity in the public services, for making public administration an effective instrument for carrying out the social and economic policies of the Government and achieving social and economic goals of development for the benefit of citizens of the country.

No.S.O. 46/C.A.59/1988/S.99/2010.- Whereas, the Haryana Roadways, a Haryana State Transport Undertaking is providing transport services on all the inter-state and inter-state routes except certain routes on link roads in Haryana allotted to the unemployed youth through their co-operative transport societies under the Scheme 1993 and Scheme 2001, and that the need for passenger transportation has been increasing constantly which is resulting into proliferation of unauthorized operation of traffic in the State; therefore, in order to bridge the gap between demand and supply of transport services, the Governor of Haryana is of the opinion that for the purpose of providing an efficient, adequate, economical and properly co-ordinated road transport service, it is necessary and in the public interest that passenger roads transport services in general should continue to be run and operated by the State Transport Undertaking, namely Haryana Roadways to the complete exclusion of other persons except on routes specified under this scheme and those routes situated on link roads and allotted to private Transport Co-operative Societies of unemployed youth under the Scheme 1993 and Scheme 2001. Now, therefore, in exercise of the powers conferred by sub section (i) of section 99 of the Motor Vehicles Act, 1988 (Central Act 59 of 1988), and in supersession of Haryana Government, Transport Department, notification No. S.O. 90/C.A. 59 /88/S.100/93, dated the 3rd November, 1993 and notification No. SO 422/AT1/CA 59/1988/S (3)/100, dated the 19th January, 2001, the Governor of Haryana hereby formulates a proposal regarding the following policy and publishes it in the Official Gazette for information of persons likely to be affected thereby.

    research report 1998 Finances of Panchayats: (A Study of District Rewari- Haryana) Participatory Research In Asia Finance study The 73rd Amendment to the Indian Constitution has cast a heavy load or responsibility on the three tiers of Panchayati Raj Institutions. These responsibilities vary from planning for local needs to providing leadership to management of the tricky bus mess of finance. ln our three years of working with panchayats in the state of Haryana one constant corn plain has been " Everyone talks about the powers that have been given to the panchayat but where are the powers and more over there is no money to do any work". Dialogues with the government officials also pointed to the fact that there has been no effective administrative and financial devolution to match the political devolution. A series of dialogues organised at the block level bringing Together the elected members of all the three tiers and the government officials brought to fore two issue one that there is no linking mechanism (of accountability) between the three tiers of PRls and two the gram panchayats do not have the power to implement the plan that is prepared according to the needs of the people. In such a situation it became imperative that adequate data be found to trace the pattern of financial flow to the three tiers and in the process discover the various issues of accountability and people’s needs. Article 243G of the Constitution has given mandate to the state to endow the panchayats with such powers and authority as may be necessary to enable them to function as institutions of “self- governance” Looking at the specific issues of finance devolution Article 243H states that the states have to empower panchayats to levy taxes.
