U CIJU'WI SWEDISH RESEARCH INSTITUTEINISTANBUL TRANSACTIONS VOL. 20 A GlJ.rripse from the Periphery: Medina in·the Young Turk Era HASANKAYALI The repeated failures of Ottoman govemments to stern the loss of large European territories to nationalist and secessionist movements throughout the 19th century shifted the focus of their centralising policies in the last quarter of the century to the Asian periphery, including Eastem Anatolia, Syria, Iraq and Arabia. 1 This reorientation had relatively little effect on the province of the Hijaz in Westem Arabia, in part due to its distance from the capital, but more especially because the province traditionally held a unique place in the Ottoman order. The privileges that the Hijaz enjoyed setitapart from the Arab societies in the Fertile Crescent that were being more closely integrated in to the i.mperial centre. lt also lacked the large urban centres with agricultural hinter lands in which the relationship between the i.mperial government and local society was subjected to renegotiation under the pressure of novel economic forces. Yet at the beginning of the 20th century, the town of Medina, situated· in northem Hijaz, emerged as a site of Ottoman penetration of the Arabian frontier. Particularly after 1908, when the centralist policies of the Young Turk govemments brought a new di.mension to Ottoman integration of the provinces, one that was less dependent on the sultan's patronage, the relationship of Medina to Istanbul, and together with it, the mutual vantages from the i.mperi al centre and northem Arabian peninsula, underwent transformation. -

Pada dasarnya Ulama memiliki sifat sebagai pewaris para nabi, mereka beperanan sebagai mursyid dalam masyarakat Melayu. Fenomena ini telah dijelaskan dengan keutamaan nama-nama mereka dalam beberapa bahan nadir seperti manuskrip, batu dan tersilah, hikayat dan sebagainya. Namun para ulama jarang menonjolkannya dalam paparan dengan pendekatan berbentuk syair. Karya "Shear Yang Di-Pertuan" adalah salah satu syair yang pernah ditulis dan dapat dianggap sebagai bagian terpenting dari Brunei Darussalam. Syair ini ditulis oleh Pehin Siraja Khatib Awang Abdul Razak bin Hasanuddin, seorang Ulama Brunei yang terkenal sekitar akhir abad ke 19 dan awal abad ke 20. Terdapat banyak peristiwa penting pada masa pemerintahan Sultan Muhammad Jamalul Alam II (Sultan Brunei ke 26) yang dipaparkan dalam syair ini. Atas dasar ini, kajian ini akan menerangkan beberapa komponen penting dalam “Syaer Yang Di-Pertuan” dan mengenai bagaimana hubungan umara- ulama berjalan dalam masa yang sama akan mengetengahkan beberapa orang ulama yang terlibat secara langsung kerana mereka ini cukup berpengaruh sebagai penyambung perjuangan menyebarkan Islam di NBD dan berperanan dalam perkembangan kenegaraan dan pentadbiran di Brunei Darussalam. -

Previous studies of slavery in the Arabic world have focused almost exclusively on non-agricultural employments of slaves, most notably domestic labor, military servitude, or concubinage. The use of slaves in pro- ductive sectors of the economy such as agriculture has rarely been noticed in the literature, much less studied systematically. This book therefore is intended to address a quite considerable lacuna in our understanding of the institution of slavery, particularly African slavery, in the Arab world. As with most books about slavery, this book will deal heavily with the traditional concerns of social history: hierarchy, social mobility, demo- graphic processes, and the daily lives of subalterns. Nonetheless, this book belongs as much to the field of environmental history as it does to social history. As an academic subfield, the environmental history of the Middle East is only now beginning to be written. -

Indeed, every year, believers from all over the Muslim world gathered in Mecca for the pilgrimage. Mecca thus served as a pow- erful medium of legitimization and supremacy for rulers seeking the supreme leadership of the Muslim community. In early times, this role was reserved to the caliph only, since he held both spiritual and secular power. However, over time, with Islamic unity disintegrating, Hijazi reality tended toward more complex- ity. This is particularly striking with the establishment of a dynasty of sharifs in Mecca during the mid-fourth/tenth century. From that date onwards, the Hi- jaz developed into a nearly independent territory that symbolically recognized the caliphate’s authority during the pilgrimage. Mecca hence became, more than ever, the arena in which rulers competed for religious supremacy and this under the aegis of the sharifs, who frequently moved from one allegiance to another by selling their recognition to the highest bidder. 1 This pattern is well illustrated throughout the period of Mamluk rule (648– 922/1250–1517). With the destruction of the Abbasid caliphate in Baghdad (656/1258), the Hijaz, and especially Mecca, gained in significance for nascent dynasties seeking to legitimate their rule. -

Jordan The Sassanian invasion of Syria (Bilad al-Sham) begins under the leadership of Shahrbaraz, causing the destruction of many cities. 622 A.D. Jordan On 4 September Prophet Muhammad emigrates with the Muslims to the town of Medina. This event known as Hijra and marks the beginning of the Hijri calendar. 629 A.D. Jordan On 4 September the Battle of Mu’ta begins between the Muslims and the Byzantines at the site of Mu’ta in southern Jordan. The cause of the battle is the killing of messenger of Prophet Muhammad by the Ghassanids. 630 A.D. Jordan In October a peace treaty is made between Prophet Muhammad and the Bishop of Ayla, John bin Ru’ba in exchange for the payment of 300 dinars a year as poll tax for protection. 635 A.D. Jordan In January the inhabitants of Pella sign a covenant with the new Muslim rulers after the battle of Fihl (Pella) agreeing to pay poll and land taxes; the transition from Byzantine to Islamic rule at Pella was peaceful and uninterrupted. 636 A.D. The connection between British Muslim subjects and the Caliph is defined as the essence of the Islamic question. In the present work the question is considered as a wide- spread idea in British politics, which was referred to as a common point. It is suggested that the Islamic question resulted in two separate developments during the Great War: refuting the Sultan’s call to jihad, and promoting the transfer of the Caliphate to Arabia. The strategies of refuting the Sultan’s call to jihad are analyzed and the stages of the consideration of the idea of the Arab Caliphate in British policy are suggested. Special attention is paid to the year 1917, which witnessed a lack of interest for the Islamic question in the British press, but not in the governmental papers. First World War notes by Denis Basic Baghdad Railway Baghdad Railway • In the late 19th and early 20th centuries, the Ottoman Empire planned to construct a railway that would connect Istanbul with Baghdad via Aleppo. Having connected Aleppo with Damascus and the Hejaz Railway, a large part of the empire would be economically linked. Also, the pilgrimage from Istanbul and Baghdad to Mecca would be very much facilitated. • The Anatolian sections of the railroad were completed in 1896. The ambitious project was then formed to extend the railroad to Baghdad, and a company, again backed chiefly by German capital, was organized for the purpose. • The Germans were interested in the project, for the Baghdad Railway would basically connect Berlin via Belgrade and Bosporus with Baghdad and even further down with Basra (could be called 5B Railway). • This railway linkages would have facilitated the transportation of military supplies from Germany to a port on the Persian Gulf, from which the military supplies could be taken by ships to the farthest of the German colonies. The run home to Germany would supply oil to German industry. This unfettered access to resources would have been beneficial to German economic interests. Baghdad Railway • Immediate protests were made to the Ottoman Empire by France, Russia, and, particularly, Great Britain, which saw in the projected line a direct threat to its empire in India. • Operations were held up for several years by the international pressure and by engineering difficulties, but in 1911 work was resumed. • By playing on imperialistic rivalries, the construction of the railroad was a factor in bringing about World War I. -

Box 1346 Ann Arbor, Ml 48106- 1346 ABSTRACT The present thesis is a political study of the reign of al-Hakim Bi Amr Allah the sixth Fatimid Imam-Caliph who ruled between 386-411/ 996-1021. It consists of a note on the sources and seven chapters. The first chapter is a biographical review of al-Hakim's person. It introduces a history of his birth, childhood, succession to the Caliphate, his education and private life and it examines the contradiction in the sources concerning his character. Chapter II discusses the problems which al-Hakim inherited from the previous rule and examines their impact on the political life of his State. Chapter III introduces the administration of the internal affairs of the State.
