This Ethnic Minority Development Plan (EMDP) has been prepared to ensure that ethnic minority people are able to benefit equally from the Xinjiang Tacheng Border Cities and Counties Development Project (the Project), and that any negative impacts that might affect them are either reduced or mitigated. Adequate provisions to enhance economic conditions of minority groups have either been integrated into the project design or specified separately in the EMDP. Special mitigation measures have also been included in the resettlement plans (RPs) to ensure that ethnic minorities affected by land acquisition and resettlement (LAR) will also benefit from the Project. The EMDP is based on relevant laws and regulations of the People’s Republic of China (PRC) as well as ADB’s Safeguard Policy Statement (SPS). The EMDP has been prepared as per ADB requirement. 2. Project Description. The Project is implemented by the Xinjiang Uygur Autonomous Region Government (XUARG) with support from the Asian Development Bank (ADB). The project will affect Tacheng City and the county seats of three counties of the Tacheng Prefecture: Emin, Tuoli, and Yumin. Project components will include (i) rehabilitation of Kalangguer river, (ii) district heating improvement, (iii) municipal solid waste management improvement, (iv) alley rehabilitation in Tacheng City, (v) urban roads and bridges; (vi) municipal services improvements in Tacheng City and counties of Emin, Tuoli, and Yumin; and (vii) capacity development and institutional strengthening during project implementation. 3. The Project will directly benefit a total of 256,751 people, including about 34,533 poor (13.5% of the total beneficiaries), 127,268 female residents (49.6% of the total beneficiaries) and 120,183 ethnic minority people (46.8% of the total beneficiaries). The project will contribute to poverty reduction by improving access for urban, rural, and peri-urban residents to municipal services such as transportation, water supply, sewerage, wastewater treatment, heating, and support direct and indirect employment opportunities with expanded tertiary industries and an enabling investment environment. 4. Legal and Policy Framework. This EMDP is in line with the People’s Republic of China’s laws and regulations and ADB’s Safeguard Policy Statement. The EMDP specifies mitigation and enhancement measures to comply with ADB’s SPS, Safeguard Requirement No. 3 on indigenous peoples.1 5. The EMDP is designed to ensure that project benefits are distributed equitably and that culturally appropriate measures are taken to (i) avoid or mitigate adverse impacts, and (ii) enhance benefits for ethnic minorities. The project will ensure that ethnic minorities are consulted in matters related to each subproject, and provided with opportunities to participate in decision making and/or implementation activities. 1 According to ADB SPS safeguard requirement 3, the term “indigenous peoples” includes ethnic minorities. In the PRC such plans are called Ethnic Minority Development Plans. Ethnic minority groups refer to those groups that are distinct from the mainstream ethnic group in the PRC- the Han. The PRC policy defines nationalities based on, inter alia, shared language, territory, economic base, and traditions/culture. 2 6. Socioeconomic Characteristics of Ethnic Minorities. In the project-affected city/counties, ethnic minority people represent between 40% and 75% of the total city/county population. The majority of ethnic people in these counties are Kazakh, who, in 2012, represented over 76% of the ethnic minority population in the project city/counties. The other main ethnic minority groups present in these counties are the Hui, the Uygur, the Mongolians, the Daur and the Russian. A number of other minority groups are also present, but in very small numbers. 7. Both urban and rural poverty incidences of all four project city/counties2 are higher than the average of Tacheng Prefecture. No official figures are

According to media and informant reports, untold thousands of Uyghurs and other Muslims have been and are being detained in clandestine political re-education facilities, with major implications for society, local economies and ethnic relations. Considering that the Chinese state is currently denying the very existence of these facilities, this paper investigates publicly available evidence from official sources, including government websites, media reports and other Chinese internet sources. First, it briefly charts the history and present context of political re-education. Second, it looks at the recent evolution of re-education in Xinjiang in the context of ‘de-extremification’ work. Finally, it evaluates detailed empirical evidence pertaining to the present re-education drive. With Xinjiang as the ‘core hub’ of the Belt and Road Initiative, Beijing appears determined to pursue a definitive solution to the Uyghur question. Since summer 2017, troubling reports emerged about large-scale internments of Muslims (Uyghurs, Kazakhs and Kyrgyz) in China's northwest Xinjiang Uyghur Autonomous Region (XUAR). By the end of the year, reports emerged that some ethnic minority townships had detained up to 10 percent of the entire population, and that in the Uyghur-dominated Kashgar Prefecture alone, numbers of interned persons had reached 120,000 (The Guardian, January 25, 2018).

    Ethnic Minorities In Custody Following is a list of prisoners from China's ethnic minority groups who are believed to be currently in custody for alleged political crimes. For space reasons, this list for the most part includes only those already convicted and sentenced to terms of imprisonment. It also does not include death sentences, which are normally carried out soon after sentencing unless an appeal is pending. The large majority of the offenses involve allegations of separatism or other state security crimes. Because of limited access to information, this list must be con- sidered incomplete and only an indication of the scale of the situation. Frontier Politics And Sino-Soviet Relations: A Study Of Northwestern Xinjiang, 1949-1963 Abstract This is an ethnopolitical and diplomatic study of the Three Districts, or the former East Turkestan Republic, in China’s northwest frontier in the 1950s and 1960s. It describes how this Muslim borderland between Central Asia and China became today’s Yili Kazakh Autonomous Prefecture under the Xinjiang Uyghur Autonomous Region. The Three Districts had been in the Soviet sphere of influence since the 1930s and remained so even after the Chinese Communist takeover in October 1949. After the Sino- Soviet split in the late 1950s, Beijing transformed a fragile suzerainty into full sovereignty over this region: the transitional population in Xinjiang was demarcated, border defenses were established, and Soviet consulates were forced to withdraw. As a result, the Three Districts changed from a Soviet frontier to a Chinese one, and Xinjiang’s outward focus moved from Soviet Central Asia to China proper. The largely peaceful integration of Xinjiang into PRC China stands in stark contrast to what occurred in Outer Mongolia and Tibet.

Summary This project was conducted with the aim to improve sewage treatment and water supply capacity and reduce water and air pollutants in a total of six cities, namely Hami, Turpan, Wusu, and Kuitun (Phase 1), and Altay and Atushi (Phase 2) in the Xinjiang Uygur Autonomous Region (hereinafter referred to as “XUAR”), China, by developing sewage, water supply, centralized heat supply, and city gas (Altay City only) facilities, thereby contributing to the improvement of the environment and living standards of residents in the six cities. This project was fully consistent with the development and environmental protection plans and development needs of China and XUAR at the time of the appraisal and the ex-post evaluation as well as Japan’s ODA policy toward China at the time of the appraisal, therefore the relevance of the project is high. The outputs of the project were partially reduced in Phase 1 but were as initially planned in Phase 2. In both phases, the total project cost remained within the initially planned range, but the project period exceeded the initial plan. Thus, the efficiency of the project is fair. The outcome expected as the project’s effect was to improve sewage treatment and water supply capacity and reduce water and air pollutants, and its impact was to contribute to the improvement of the environment and living standards of residents in the six cities.

In this paper, we use the Global Malmquist-Luenberger (GML) index to measure and decompose the green productivity growth of 18 cities in Xinjiang over 2000–2015. Furthermore, this study also explores factors influencing urban green productivity growth. Our results reveal that the urban green productivity in Xinjiang has slowly declined during the sample period. Technological progress is the main factor contributing to green productivity growth, while improvements in efficiency lag behind. Implementing stricter environmental regulation, improving infrastructure, and appropriately enhancing the spatial agglomeration of economic activities may improve green productivity, while the increase in the size of the industrial base in the near future will likely hinder green productivity growth. Based on these results, this paper puts forward corresponding policy suggestions for the sustainable development of the urban economy in Xinjiang. Keywords: Xinjiang; green productivity; GML index 1. Precipitation variations during the past ;200– 400 yr (the common reconstruction period is from 1802 to 1990) are reconstructed for 26 stations in NW China from a nationwide 160-station dataset. The authors introduce a ‘‘search spatial correlation contour’’ method to locate candidate tree-ring predictors for the reconstruction data of a given climate station. Calibration and verification results indicate that most precipitation reconstruction models are acceptable, except for a few reconstructions (stations Hetian, Hami, Jiuquan, and Wuwei) with degraded quality. Additionally, the au- thors compare four spatial precipitation factors in the instrumental records and reconstructions derived from a rotated principal component analysis (RPCA). The northern and southern Xinjiang factors from the in- strumental and reconstructed data agree well with each other. However, differences in spatial patterns be- tween the instrumentation and reconstruction data are also found for the other two factors, which probably result from the relatively poor quality of a few stations. Major drought events documented in previous studies—for example, from the 1920s through the 1930s for the eastern part of NW China—are reconstructed in this study.
