    1 The slavery connections of Marble Hill House Dr Laurence Brown School of Arts, Histories and Cultures University of the Manchester June 2010 2 This report was commissioned in November 2008 as part of a project to explore the slavery connections of four historic properties in the stewardship of English Heritage. Archival research was carried out on Bolsover Castle, Brodsworth Hall, Marble Hill House, and Northington Grange to examine the impact of slavery-generated wealth on the development of these properties. The research follows the 2007 survey by Miranda Kaufmann on the family history of 33 English Heritage properties and their slavery connections. Using databases on the trans-Atlantic slave trade and the compensation paid to British slave-owners in the 1830s, Kaufmann’s study focused on those who owned property in slave colonies, held government office in such colonies, invested in slaving or traded in slave produced goods, were engaged in abolitionist debates or legal decisions on slavery, or who owned black servants. The aims of this report are to provide more detailed information on the economic, social, and cultural connections that linked Marble Hill House to Atlantic slavery. The report examines the relative importance of slave-generated wealth in the fortunes of Marble Hill’s occupants and how these changed over time. HAM & PETERSHAM CONSERVATION AREA, CHARACTER APPRAISAL & MANAGEMENT PLAN 1 Contents Introduction INTRODUCTION 2 Conservation areas were introduced in the Civic Amenities Act 1967 and are defined as areas of SPECIAL INTEREST 4 “special architectural or historic interest, the character History and Development 4 or appearance of which it is desirable to preserve or Location and Setting 6 enhance”. Designation introduces a general control over the demolition of unlisted buildings and the felling CHARACTER APPRAISALS 11 or lopping of trees above a certain size. Petersham Conservation Area No.6 11 Ham Common Conservation Area No.7 16 It is a formal requirement that the ‘special interest’, Ham House Conservation Area No.23 20 which justifies designation, is defined by the local Ham Street Sub Area 20 planning authority through a detailed character Ham House Estate Sub Area 22 appraisal of each conservation area. The objective Parkleys Estate Conservation Area No.67 23 of a conservation area appraisal is to provide a clear and comprehensive analysis of the character and PROBLEMS AND PRESSURES 25 appearance of the conservation area, and assess the vulnerability of this character to unsympathetic MANAGEMENT PLANS 28 change. This provides a sound basis for development control decisions within these areas. It is also a requirement that a management plan is produced for each conservation area, which sets out proposals for the preservation and enhancement of the character and appearance of a conservation area, as identified during the character appraisal process.

Background Marble Hill is the last complete survivor of the elegant villas and gardens which bordered the Thames between Richmond and Hampton Court in the 18th century. The villa is Grade I listed and Marble Hill Park is designated Grade II* in Historic England’s Register of Historic Parks and Gardens, Marble Hill is historically significant and architecturally important. It was saved for the nation by an act of Parliament in 1902, which followed a public campaign to preserve the view from Richmond Hill from suburban expansion. Since the 1980s it has seen little investment leading to the park losing its original character. The Marble Hill Revived Project: The Marble Hill Revived Project seeks to deliver a sustainable future for Marble Hill, by restoring the house and its landscape, providing training and volunteering opportunities, and small scale community events. A £4m grant has been awarded by the HLF to this £6m project. Last year, after consulting with local residents and the Local Planning Authority, English Heritage (EH) submitted a planning application for a series of £6m improvements to the house and across the park. Lots of people responded positively to our plans but it was clear that there were also concerns about some elements of our proposals, notably the café extension, the restoration of the historic garden, and the new children’s play area. The landscape consultation focused on the biodiversity and a further event, the historic garden symposium has been scheduled for June to discuss and evaluate the evidence for of the 18th century garden.
