IEEE GHTC 2019 Program 3 Welcome from the Chair A Cairde, Céad Míle Fáilte romhaibh go léir to the 9th annual IEEE Global Humanitarian Technology Conference hosted by IEEE Region 6, Seattle Section and IEEE Society on Social Implications of Technology, Technical Co-Sponsored by IEEE-USA, IEEE Consumer Electronics Society, IEEE Engineering Medicine and Biology Society, IEEE Microwave Theory and Techniques Society, IEEE Power and Energy Society and IEEE Smart Village, with Global Good and IEEE Humanitarian Activities Committee as Patrons. IEEE GHTC brings together stakeholders from around the world sharing a common interest in addressing societal challenges at home and abroad. Supporting achievement of the UN Sustainable Development Goals (SDGs), GHTC provides a platform for researchers, technologists, engineers, policy makers and practitioners to share knowledge and experiences, build capacity and facilitate relationship building. This year’s program features plenary panels focused on “Disaster Recovery, Disadvantaged Communities and Displaced People” and “Health-Related Issues in Resource Constrained Environments”. This is complemented by parallel tracks showcasing activities in Energy, Health, Agriculture, Connectivity, Education, Disaster Mitigation, Water and Sustainable Development. We have extended the duration of the Plenary Panels, not just to allow more time for discussion but also for delegates to share personal experiences and insight. We are building on the participatory workshop sessions introduced last year through the introduction of a number of Unconference Sessions in the program, allowing delegates to influence topics and issues to be discussed, and share expertise. Lunches and social events will provide opportunities for delegates and presenters to cluster at specific tables dedicated to discussion and knowledge sharing in specific thematic areas. Please take advantage of these opportunities – all of us have knowledge and experiences to share as well as lessons to learn. Keynote speakers this year include Neil Sahota, Chief Innovation Officer, University of California (Emerging Technologies Research & Policy Institute), Irvine; Tom Coughlin, IEEE-USA President; and Tess Russo, Portfolio Lead and Research Scientist at Global Good. On Thursday, there are several special events open to all conference delegates: • Half-day Workshops (IoT and AI architecture for humanitarian services, Applied Machine Learning for Social Good and Fundamentals of Off-Grid Electrical Systems) • Student Poster Competition • Young Professionals Reception On behalf of the Conference Committee I would like to thank everyone who has contributed to this year’s conference – in particular the experts who volunteered their time to provide constructive, actionable feedback to improve the quality and impact of papers in the conference proceedings. We are excited about this year’s conference and believe it will help advance technology for the betterment of society. In the last 8 years, GHTC has established itself as the main conference on humanitarian technology in the US. People from all over the world have gathered every year to learn, present, and discuss new ways to use or develop technology to help impoverished populations. The Program Committee has worked hard this year to maintain the tradition. We have developed an international program with keynote speakers, panels, paper presentations, and workshops from across the spectrum of humanitarian engineering and technology. We have accepted over 140 papers covering several of the United Nations’ Sustainable Development Goals. We will have parallel sessions in Health, Energy, Education, Agriculture, Connectivity, Water, Disaster Mitigation, and Sustainable Development. We will have two plenary panels, one on “Disaster Recovery, Disadvantaged Communities and Displaced People” on Friday morning, and one on “Health-Related Issues in Resource Constrained Environments” on Saturday morning. Fair face now gone -- but where, please? Peach blossoms, still, a-smiling in Spring breeze! This was a heart touching story written by Cui Hu. One year in Ching Ming Festival, the poet Cui Hu went to the countryside and met a pretty girl who stood next to a peasant house. The girl’s cheeks were especially beautiful because of the peach blossoms’ reflection in the courtyard. After Cui Hu asked her for a bowl of water, he left her with great reluctance, and he could not forget the girl for a long time. The same period the following year, Cui Hu visited the Peach Blossom bloom at Wing peasant house again. However, the girl was gone and On Square in Spring. only the peach blossoms were still blooming. The girl was depressed and died missing him. Cui Hu was extremely sad. A fairy was touched by their story and resurrected the girl from the dead and the lovers got married. Peach blossom has become a sign of love. Peach blossom is originally from the central and northern part of China. It has a long history of cultivation and later spread to the surrounding areas of Asia. It was introduced from Persia to the West. The Latin name of peach blossom, Persica, refers to Persia. In the ancient time, because the peach and plum blossoms are full of infinite vitality in spring, "peaches and plums are everywhere”, referring to a great number of students or disciples.

During last twenty years, the whole country, especially Guangdong province, has been experiencing a high speed urbanization trend which accompanied with large-scaled housing development. In Guangdong province, the classic Lingnan Garden is well known for its harmony with the local subtropical environment. It has been imitated and implemented in the modern housing estates. This kind of ‘culture heritage’ practice is coincident with the principles of sustainability. The purpose of this paper is to investigate the specific relationship between the tradition and modern based on the sustainable development criterion by analyzing two famous gardens in Canton: Yuyin Garden and Kang Garden. Two issues are discussed in this paper: sustaining the garden construction philosophy or copying the pattern and feature. After a comparative analysis, the paper finds that the modern garden hasn’t yet inherited the inherent quality of classic Lingnan Garden. Finally, this paper concludes that what should be sustained today is the garden construction philosophy which has a comprehensive consideration of human, nature and culture. It further recommends a better understanding to the classic Lingnan Garden and proposes some hints of applying the holistic concepts into the future housing development of Canton.

    LINGNAN GARDENERS NEWSLETTER NO.12 8 NOVEMBER 2015 Lingnan Gardeners Newsletter No.12 Winter Begins Lidong, the Chinese words of the 19th solar term Winter Begins, not only signifies the beginning of winter, but also of the period of all living things’ hiding, hibernation and avoidance of the cold winter days, since “li” means “begins and “dong” means “end”. Winter Begins is a very important solar term for agricultural society because farmers, after a whole year of hard work, stay with their families and share the harvest and happiness on the day of Winter Begins. Around the period of Winter Begins, the precipitation is reduced significantly in most parts of China. In northern China, the crops enter into hibernation as the ground is frozen. However, in the south, this is the best time for planting vegetables and thus we just planted some new vegetables in Lingnan Garden. Winter tonic-taking is a Chinese traditional custom. In winter, dumplings, beef and mutton are main food items in Sunlight has a Great Impact northern China. P. Horn: It is great to see all of you here at the International Conference on Universal Village. We live at a unique time in history where, on the one hand, marvelous new technology is available, and on the other hand, great societal needs have arisen. The new technology comes in part from the maturation of computer hardware and software and in part from better understanding and modeling of the physical processes underlying systems interactions particularly those of a living community. In some cases, we even have the unique opportunity to "start from scratch" in that, with rapid growth in some of the developing world, it is possible to actually design communities and the underlying infra-structure to better suit the modern world. At MIT, we have a diverse set of efforts addressing different aspects relevant here today, including intelligent traffic research and work on machine vision, my own specialty. But there is much more to this topic and we will hear about that in the next two days.
