1 A Brief History

• 1990 – UC Davis, UCLA & UCSB establish individual experiential learning programs in Washington, DC • 1995 – UCSC establishes program • 1996 – UCB establishes program; UC President Atkinson proposes a facility in DC • 1997 – UCSD establishes program; Regents authorized UCDC • 1999 – 1st UCDC Executive Director hired; groundbreaking of the new facility • 2001 – UCI establishes program; facility opens at 1608 Rhode Island Ave., NW • 2002 – UCR establishes program • 2005 – 2nd UCDC Executive Director hired • 2006 – UCM establishes program • 2010 – COC approves recommendation to consolidate academic programs into a single system-wide program • 2013 – Current UCDC Executive Director hired

19 Spotlight on Facilities Matrix Recharge

• The initial business plan for the UC Washington Center drafted in 1999 established the template for the Center’s core operational structure; • This plan identified five core stakeholders in the facility (Residential, Parking, Academic, Research & FGR); • It also posited an initial methodology for equitably apportioning core operational expenses; • After the Center opened in Fall 2001, this methodology was refined into a stakeholders agreement known as the facility matrix recharge; • Its present structure was codified in 2004 and recertified in 2010 by the UCOP Budget Office; • Per this agreement, the facility matrix recharge for the upcoming fiscal year is annually reviewed by the UCDC Governing Council;
