The Secretaries shall cause the names of the Candidates and of their Proposers to be inserted in the billet calling the Meeting at which they are to be balloted for. The Ballot may be taken for all the Candidates named in the billet at once ; but if three or more black balls appear, the Chairman of the Meeting shall cause the Candidates to be balloted for singly. Any Candidate receiving less than two-thirds of the votes given shall not be admitted. 5. In accordance with the agreement subsisting between the Society and the Government, the Board of Manufactures (now the Board of Trustees) shall be represented on the Council by two of its Members (being Fellows of the Society) elected annually by the Society. The Treasury shall be represented on the Council by the King's and Lord Treasurer's Remembrancer (being a Fellow of the Society).

15. The Council shall consist of the Office-Bearers, the three representa- tive Members above specified nind an ,e Fellows, electeSocietye th y db . 16. Three of the nine elected Members of Council shall retire annually by rotation, and shall not again be eligible till after the lapse of one year. Vacancies among the elected Members of Council and Office- Bearers occurring by completion of term of office, by retirement on rota- tion, by resignation, by death or otherwise, shall be filled by election at the Annual General Meeting. The election shall be by Ballot, upon a list issued by the Council for that purpose to the Fellows at least fourteen days before the Meeting.
