Oadby & Wigston Borough Narrative Members Briefing – August 2019 The table above sets out the number and type of schools within the District as at 15th May 2019. Primary There are 14 Primary Schools in Oadby and Wigston Borough, 12 are Academies and 2 are LA Maintained. All primary schools are now 4-11 age range. Secondary and Post 16 There are 6 Secondary Schools in Oadby and Wigston Borough all of which are Academies. The Wigston Secondary Schools changed age range change from 2016/17 and the Oadby Secondary Schools changed age range from 2017/18. There are 3 establishments which provide post 16 Education in the Borough: Oadby Beauchamp College, Wigston College and South Leicestershire College. Special There is a Special School, a Special Nursery, a unit for pupils with Moderate Learning Difficulties attached to Primary Schools in the District, a unit for pupils with Autism Spectrum Disorder attached to a Secondary School and 2 Enhanced Resource Bases for pupils with Hearing Impairment attached to Secondary Schools. The new Birkett House Area Special School opened on the Wigston Academy campus in August 2017. 1 Schools converting to Leicestershire Schools Academy 0% Single Academies Maintained 18% Schools 30% Academies in Other LA/Studio MATS Schools 45% 4% Sponsored Academies 3% Schools convertin Oadby & Wigston District g to Academy 0% Maintained Schools Single 10% Academies 14% Other LA/Studio Schools 9% Academies in Sponsored MATS Academies 67% 0% Pupil Places - Planned Housing Growth The housing allocation for the Borough is low compared with other Districts; there are no plans for a Sustainable Urban Extension (SUE) in the Borough. Oadby & Wigston Borough Council have identified 3 sites for future housing development these are:- • Stoughton Grange, Oadby, Direction of Growth – 300 dwellings • Cottage farm, Oadby, Direction of Growth – 400 dwellings in total • Wigston Direction of Growth (Newton Lane) – Phase 1, 400 dwellings and phase 2, 600 dwellings. Small (circa 50 dwellings) developments along Welford Road / Kilby Bridge settlement will also be created. 2 Building of 150 houses has started at the Cottage Farm development in Oadby. This development falls into the Brocks Hill Primary school catchment area. A development at Stoughton Grange farm should start in early 2020. The additional places required to accommodate pupils from the Oadby developments will be accommodated by extension of existing schools. We will be seeking proposals from local schools on how they could provide the extra places required from the S106 funding available from these developments. The site in Wigston (Newton lane) will include the provision for the site and buildings for a new Primary School. Forecasting Primary The primary forecast in Oadby is reducing slightly where schools have in year admissions. Of the 9 schools in Wigston, 7 are forecasting a deficit of 9 or less places. One school (Wigston All Saints) has an abundance of places, whilst Wigston the Meadow is forecasted to have a large deficit due to housing gain. It is anticipated that this will be accommodated at the planned new school in the area. As in previous years the popularity of the Oadby Schools coupled with the areas proximity to Leicester City and the shortage of primary places in the City, issues arise relating to the availability of places for pupils moving into the area in-year. This coupled with Academies decisions to move away from the Local Authority Admission Policy and no longer exceed their admission number has resulted in children moving into the area in-year being unable to secure places in local schools. Secondary Whilst there are sufficient places for Oadby pupils in the Secondary Schools at transfer time, as with the Primary Schools the popularity of the schools and their admission policies may make it difficult for a secondary age pupil moving into the area to secure a place in a local school. We will be creating extra places required from S106 allocations from the two planned housing developments There are adequate places available in the forecasts for Wigston secondary schools. First Time Admissions 2019 At National Offer Day on 16th April 2019 there were 24 Oadby & Wigston children who had no offer of a school place. Of these 24 children, 13 parents had only stated one school preference and 2 parents did not put the catchment school on the application form. 3 The Borough as at 20/05/2019 has 735 places available for First Time Admission (FTA) in September 2019. A total of 692 places have been allocated leaving a surplus of 43 places. Secondary Admissions 2019 At National Offer Day on 1st March 2019 there were 9 Oadby & Wigston children who had no offer of a school place. Of these 9 children, 5 parents had only stated one preference and no parents had stated the catchment school as a preference. Leicestershire Leicestershire County Council has provided an additional 154 new First Time Admission (FTA) places for September 2019 across the County and will be providing a further 1,102 primary places from the 2019/20 Capital programme. There has been a slight decrease in the percentage of applicants obtaining their first preference for September 2019 from 92.8% to 90.3% this year. New Admissions Policy The Leicestershire Admissions Policy is required to comply with the National School Admissions Code, last revised in December 2014. The LA policy applies to all Maintained Schools. Academies are their own admissions authority so have their own policy (some follow the Leicestershire model but others do not). The LA Admissions Policy was revised in 2018 at which time it was amended so that at the point of first time admission and secondary transfers, if there were more requests for in-catchment children than the admission number (AN), the AN would not be exceeded, except in exceptional circumstances. All admitting authorities are awaiting new National Admissions and Appeals Codes, as the current ones are overdue a review (Admission 2014, Appeals 2012). The DfE have indicated no review is likely until after Brexit. Leicestershire will this year be consulting on its admissions policy; criteria and a catchment boundary change affecting Whetstone Badgerbrook Primary School, the Blaby/Countesthorpe area and the Ashby area. The catchment change is to future proof the pressure on Whetstone Badgerbrook Primary School, Countesthorpe Greenfield Primary School and to amend catchment areas in Ashby to include the new primary school. The LA’s consultation will be launched in the Autumn and the changes will come into force for school admissions in Autumn 2021. The policy in general has also been refreshed, for example removing the social and domestic oversubscription criteria and faith criterion to bring our criteria in-line with national trends. All academies as their own admitting authorities must also adhere to running a formal consultation to change their admissions policy and arrangements. Many have consulted and moved away from the LA’s admissions model. However there are issues arising with academies having outdated policies and not having their admissions policy published on the school website. These academies are then 4 challenged to ensure compliance to avoid the risk of a school adjudicator investigation. SEND Provision There is increasing demand for additional SEND places particularly in respect of Communication and Interaction (C&I) and Social Emotional Mental Health (SEMH) needs. There is also a specific growth around post 16 provision. The most recent forecast of demand anticipates a 22% growth in pupil places required over the next 5 years. To meet the demand for places the LA has implemented the High Needs Block Development Plan, approved by Cabinet 29th March 2019. The plan will enable over the next few years the development of: - • 10 new units for SEMH Primary /Secondary • 5 new units for C & I • Expansion of all 6 existing special schools • Development of a new C & I school in Barwell • Development of 2 SEMH free schools • And, longer term, potentially a new area special school. To deliver the above requires a substantial capital programme (c£30M) and complex changes in the organisation/governance arrangements of schools. All work is currently on track to enable the opening of the first units in 2019. 5 6 New Schools planned for Leicestershire All new schools will be designated Free Schools, this is another form of Academy and will be run by a Multi Academy Trust appointed by the regional schools commissioner (DfE) having followed the free school presumption process.
