In scope of Gas Storage Expansion Project, Consultancy Services for External Monitoring of Resettlement Action Plan (RAP) Implementation will be tendered by open tender procedure in accordance with Article 19 of the Public Procurement Law No. 4734, and bids will only be received electronically through EKAP. 4- Required documents and qualification criteria for participation in tender 4.1. In order for the bidders to participate in the tender, they are required to declare the following documents, qualification criteria and information on non-price items within the scope of their e-bids. 4.1.2. Signature declaration or signatory circular showing that they are authorized to bid; 4.1.2.1. In case of a natural person, a notarized signature statement, 4.1.2.2. In case of a legal entity, Trade Registry Gazette showing the latest status of relevant legal entity's partners, members or founders and officers in charge of the management of the legal entity; if all such information is not present in a single Trade Registry Gazette, the relevant Trade Registry Gazettes showing all such information or documents showing these issues and notary certified signature circulars of the legal entity, 4.1.3. Letter of Tender explained and annexed in the Administrative Specifications. 4.1.4. Bid Bond explained and annexed in the Administrative Specifications. 4.1.5. Services cannot be subcontracted wholly or partially. 4.1.6. In case, the submitted document by the legal entity to show the work experience belongs to the partner possessing more than half of the shares of the legal entity, the document in accordance with the standard form showing the yearly continuity provision preserved for the recent year backwardly as of prepared date and prepared after the first announcement date by the registrars of chamber of commerce and industry/chamber of commerce or public accountant, 4.2. Professional and technical qualification documents and the criteria required for these documents: 4.3.1. Work experience documents Documents proving the works subject to tender or similar works, not less than 30% of the bidding price, in scope of a price including contract regarding the services for construction works in the last fifteen years. 4.4. Works to be accepted as similar work In this tender, performing internal / external monitoring of resettlement action plans, prepared and approved within the scope of projects financed by International Finance Institutions (IBRD, IFC, EBRD etc.), will be accepted as similar work. 5. The most economically advantageous bid in this tender shall be determined on the price basis only. 6. The tender shall be open to all domestic and foreign bidders. 7. The tender documents can be viewed free of charge on EKAP. However, for those who will bid on the tender, it is obligatory to download the tender document via EKAP using e-signature. 8. After the bids are prepared electronically on EKAP, bids shall be signed with e-signature and sent via EKAP, together with the e-key related to the bid, before the tender date and time. 9. Bidders shall submit their bids on lump sum price. A lump-sum contract will be signed with the tenderer, on which the tender is awarded. 10. In this tender, bids shall be submitted for the entire work. 11. The bidders shall submit a bid bond at a price determined by themselves, which shall not be less than 3% of their bid price. 12. Electronic deduction will not be made in this tender. 13. The period of validity of bids is 120 (One hundred and twenty) calendar days from the tender date. 14. Consortia cannot place bid for the tender. 15. Other Limit Value Coefficient to be Applied in the Tender: Other services/0,80 Extremely low bid evaluation method: The tender will be left on the most economically advantageous bid without asking for an explanation stipulated in Article 38 of the Law.
