    The Milli Muslim League Politics of Pakistan’s Lashkar-e-Taiba Manish* Almost ten years after the fateful 26/11 Mumbai terror attack, Nawaz Sharif, Pakistan’s Prime Minister at the time of the attack, in an interview on May 18, 2018, clearly acknowledged, for the first time, the presence of militant outfits in Pakistan and their use by Pakistan’s so called ‘deep state’.1 * Dr. Manish is currently Professor at the Centre for International Politics, School of International Studies, Central University of Gujarat. He has earlier (March 2001- Dec 2005) served as Fellow in the IDSA, and also as an Officer on Special Duty (Dec 2005 – March 2012) with the Government of India.     Pakistan Page 1 of 45 Pakistan Country Reports on Human Rights Practices - 2001 Released by the Bureau of Democracy, Human Rights, and Labor March 4, 2002 In October 1999, the elected civilian Government of former Prime Minister Mian Nawaz Sharif was overthrown in a bloodless coup led by Army Chief of Staff General Pervez Musharraf. In consultation with senior military commanders, General Musharraf designated himself Chief Executive, and suspended the Constitution, the Parliament, and the national and provincial assemblies. The office of the President, which mainly is ceremonial, was retained. In 1999 General Musharraf appointed an advisory National Security Council, which included military and civilian advisers, a civilian cabinet, and new governors to all four provinces. The government bureaucracy continued to function; however, at all levels the functioning of the Government after the coup was "monitored" by military commanders. On June 20, General Musharraf was sworn in as the country's President, after the Provisional Constitutional Order (PCO) was amended (the PCO functions in place of the country's suspended Constitution). In 2000 the Supreme Court ruled that the Musharraf Government was constitutional and imposed a 3-year deadline--starting from October 12, 1999--to complete a transition to democratic, civilian rule. Between December 31, 2000, and August 2, local elections were held in five phases on a nonparty basis; on August 14, the Government announced that elections on the national and provincial level are scheduled to take place between October 1 and 11, 2002. The Government subsequently confirmed that political parties are to be permitted to participate. However, President Musharraf announced on several occasions that he intends to remain in office after the elections are held.

A year before, in February 2016, Mumtaz Qadri was executed for assassinating Salman Taseer, the then Governor of Punjab in 2011. Mumtaz Qadri was neither a criminal nor a terrorist when he carried out the assassination; he was a part of an elite police squad meant to protect the Governor. And why did he assassinate Taseer? The latter stood up and supported a hapless woman convicted on blasphemy charges. Taseer was one of those few inside Pakistan to raise a strong voice against the blasphemy law and its widespread abuse. If Taseer was trying to galvanize a sensible movement for positive change and social harmony, Mumtaz Qadri represented the opposite. It is an irony, he was chosen to be one of Taseer’s bodyguards. Whether Taseer knew about Qadri’s political and radical leanings or not, he paid a heavy price. 28 bullets were pumped into Taseer’s body in a popular market in the heart of Islamabad. The trial of Qadri created an emotional environment both inside and outside the courts. An assassin was showered petals, when he was brought to the courts. He did not repent. The Court convicted him for the murder of Taseer and hanged him in February 2016. His body was buried in Islamabad. Instead of rallying for the cause that Taseer gave his life to, the opposite happened since the burial of his assassin.

    Pre-Election Report NA-120 Lahore III By-Election September 2017 ISLAMABAD September 15, 2017: Violations of Election Commission of Pakistan's (ECP) code of conduct by contesting parties, allegations on PML-N of use of state machinery by the opposing candidates and ECP's continued vigilance in terms of taking notices of ECP Vigilance, complaints remained the key highlights of FAFEN's observation of competitive and intense campaign period Violations of ahead of NA-120 by-election. Overall, the constituency witnessed a competitive campaign by major parties including PML-N, PTI and PPPP Code of Conduct and other influential independent candidates. FAFEN observers have also reported that the PML-N has primarily relied on their elected Local and Provincial Governments' Mark NA-120 representatives for campaigning. The observers stated that Dr. Yasmin Rashid of PTI has been conducting door- to-door and corner meetings in various union councils of Campaign NA-120 Lahore-III constituency. An independent candidate supported by Milli Muslim League was also § Competitive and intense observed to be heavily investing in his election campaign. FAFEN observers reported sporadic instances of electoral election campaign violence - mostly brawls and minor clashes between the PML-N's and PTI's workers. Almost all the contesting witnessed candidates from opposition parties interviewed by FAFEN raised concerns alleging the PML-N candidate with § FAFEN to observe various charges including the use of state resources. The PPPP candidate accused the District Election Election-Day on Sept 17 Commissioner (DEC) of favouring the PML-N. He also raised concerns regarding the security of the constituency mentioning that the Police did not register a First Information Report (FIR) of incidents of intimidation of his party's workers by PML-N.
