In addition, we submit a report by transportation expert David T. Hartgen, which reviews NCDOT’s traffic forecasts for the project.1 Dr. Hartgen concludes that the forecasts are inadequate to support decisionmaking. The comments below identify severe deficiencies in the DSFEIS which call into question the advisability of proceeding further with the $900 million Bypass. The key shortcomings include the following: New Trends: Much has changed since NCDOT first began to study the Monroe Connector/ Bypass in 2007. But the DSFEIS, which appears to be written only to justify a new highway, disregards any new information suggesting the merits of a different approach. • Travel speeds along the U.S. 74 corridor have improved dramatically in the past five years, increasing by 10-15 mph in that short time span. • Traffic volumes in the corridor have remained flat for the past decade. • The Bypass, which was originally anticipated to save commuters travelling its full length 29-32 minutes, is now estimated to save a mere 8-12 minutes in the opening year. -

The growth in the these communities will require innovative and bold decisions. It should be a green concept to decrease omissions. I am fully in support of this project. As a resident and home owner at the end of South Point road, we are in desperate need for alternative ways to cross into Charlotte and to relieve some traffic trying to commute up south point road to Wilkinson and I‐85. I would ask you also assess whether it is feasible to widen South Point road. Even if 4‐lanes are not possible on South Point, 3 lanes could be. The middle lane could switch directions based on time of day and traffic flow or could be a turn lane in non‐rush hour times. In addition Johnston County has seen a dramatic shift in population increase of approximately 38.46% over the last 10 years as residential development has branched out to Harnett and Johnston County with a less than 45 minute commute into the City of Raleigh or Research Triangle Park. Johnston County and the Town of Benson have continued to experience relative economic stability over the past years despite periodic national and local economic downturns. According to Benson town records the population as of 2015 is 3,311. The 2.1 square mile town has a historical downtown district and Interstate 95 runs along the eastern boundary of the Town. Since the interstate opened in 1961, the majority of new development in the Town has been near the interstate capitalizing on the 100,000+ vehicles a day traveling through the town on a daily basis. -

PROJECT COMMITMENTS I-485 (Charlotte Outer Loop) From I-77 to US 521 (Johnston Road) South of Charlotte Mecklenburg County Federal Aid Project IMNHF-485-(8) WBS Element 39929.1.1 TIP Project No. R-4902 Project Development and Environmental Analysis Branch One noise sensitive area has been identified within the project limits, based upon preliminary noise studies. The impacted receptors are located near the I-485 interchange with South Boulevard and will be further studied during final design to more accurately determine anticipated noise impacts and to identify appropriate mitigation measures. Additional public involvement will be performed if noise mitigation measures are warranted. A Section 404 Individual Permit is anticipated as a result of the proposed project. In addition to the 404 permit, other required authorizations include the corresponding Section 401 Water Quality Certification from the North Carolina Division of Water Quality. The Section 401 Water Quality Certification will be required prior to the issuance of a Section 404 Individual Permit. NCDOT will perform a quantitative Mobile Source Air Toxics (MSAT) analysis and the results will be placed in the administrative record. If the quantitative MSAT analysis indicates MSAT emissions will increase as a result of this project, NCDOT will present the findings of this analysis to the public and to environmental review agencies prior to making a final decision as to how to proceed with the project. NCDOT Division 10 NCDOT Division 10 will coordinate with Charlotte-Mecklenburg County Parks and Recreation Department prior to construction regarding temporary closures of McAlpine Creek and McMullen Creek greenways during construction. -
