STATEMENT OF WORK Site Identification Sign Don Edwards San Francisco Bay National Wildlife Refuge

1. GENERAL: The project includes the design of a sign for the Don Edwards San Francisco Bay National Wildlife Refuge (NWR) in Fremont, California. With an option bid for the fabrication and installation of the sign. This is near the main entrance to the refuge which includes the visitor center, hiking trails, and environmental education activities.

2. BACKGROUND: The Don Edwards San Francisco Bay National Wildlife Refuge (DESFBNWR) is part of the San Francisco Bay National Wildlife Refuge Complex (Complex), which is comprised of seven refuges (Antioch Dunes, Don Edwards San Francisco Bay, Ellicott Slough, Farallon Islands, Marin Islands, Salinas River, and San Pablo Bay). The headquarters for the Complex is located on the DESFBNWR. The majority of the staff is located at DESFBNWR, although some staff can be found at other refuges.

Don Edwards San Francisco Bay National Wildlife Refuge is approximately 30,000 acres and is located in the gateway to Silicon Valley. It is located in Fremont, CA and is the first urban national wildlife refuge in the country. It is surrounded housing developments and businesses. The refuge receives nearly 800,000 visitors a year. Being in an urban center, the refuge would like to distinguish itself from local parks and emphasize the mission and purpose of a national wildlife refuge.

3. SCOPE:

3.1. Final design and engineered and stamped construction drawings.

3.2. This sign will be located near the main entrance to the Don Edwards San Francisco Bay NWR headquarters office and visitor center at 1 Marshlands Rd, Fremont, CA. The sign will be near the beginning of the entrance road, and on an island on the south side of the Marshlands Road.

3.3. The new sign will be should be single-sided and approximately 168” wide and 48” tall.

3.4. The contractor will design and a base and mounting support system for this sign. The sign base should take design cues from the landscape and elements of the local area. The sign and materials used should complement the buildings and surrounds. Below is an attached picture of a design similar to what we are looking for but are open to changes.

3.5. Make visitors aware that the refuge is managed by the US Fish and Wildlife Service.

4. REQUIREMENTS: The Contractor shall provide all materials, equipment, supplies, and labor required to accomplish the following tasks:

4.1. SITE VISIT: A site visit is recommended but not mandatory. Lead designer may conduct a site visit to Don Edwards San Francisco Bay National Wildlife Refuge, Fremont, California, to attain a familiarity with the refuge, East and South San Francisco Bay, and the requirements of this statement of work to be used in establishing conceptual design for this project. The refuge already has a basic conceptual design but more work is needed to finalize the design. For contractors who are unable to attend a site visit, pictures of the site and sign location are attached below.

4.2. CONDUCT BRIEFINGS: Conduct briefings with Service project officers and refuge personnel to present conceptual designs for items listed below, and obtain approval of the Service. Approval of designs to be in writing from the Contracting Officer or the Officer's designated representative.

4.3. DELIVERABLES: Contractor to submit creative design drawings for review and approval within 60 days ARO. The contractor shall coordinate with the Technical Coordinator and allow for a 2 week review period by the Government between design submittals. The drawings will include all information needed to produce, fabricate and install the sign including:

- Buildable plans drawn to scale - Identification and specifications for all necessary materials - Identification of all colors used - Identification and specifications for all necessary hardware

4.3.1. Any artwork/illustrations will be both aesthetically pleasing and biologically accurate. Contractor must submit for approval samples of illustrations created by the illustrator that will be used to complete this work.

4.3.2. Proposed fabrication materials must be able to withstand high temperatures, direct sun, and not cause any glare especially to drivers.

5. OPTION ITEM: Provide a bid for fabrication and installation of the sign. Bid should include the following - Contractor shall warranty the material and workmanship of all deliverables for a period of 1 year after delivery. - Contractor is responsible for fabrication, transportation, and installation of all final approved exhibits.
