The study analysed data from self-reported surveys from 133 members of the sub-district level disaster management committee and government officials working with DRR. Employing the Partial Least Squares Structural Equation Modeling (PLS-SEM) method, we find that political economy factors explain 68% of the variance in funding allocations. We also show that four categories of political economy factors—power and authority, interest and incentives, institutions, and values and ideas—are significantly influential over the distribution of DRR funding across subdistricts of Bangladesh. Our findings offer important policy implications to reduce the potential risks surrounding political economy influences in fund allocation and advance climate Citation: Islam, Shafiqul, Khondker finance literature. Despite substantial gains in provision of safe water supply in many areas of Bangladesh through improved water supply sources comprising different types of water technologies, some regions of Bangladesh still continued to suffer from water scarcity and quality. Information on the extent to which long term climate changes, weather variability have already been impacted or will impact on water availability and water quality with subsequent impacts on health across country is limited, though future projections of climate change for the South Asian region illustrated that drought conditions will be worsen and water quality issues related to extreme events, flooding, sea-level rise and saline intrusion will continue. This study was undertaken by the Environmental Health Unit of WHO to gather some preliminary evidence of the community perceptions about climate changes, weather variability and climate extremes in coastal and drought prone areas on livelihood mainly in relation to the water and health and the capacities of the communities for adaptation. -

Redwanur Rahman2 *Former UNO, Charghat Up-Zilla, Rajshahi, Bangladesh’ 1Department of Zoology, University of Rajshahi, Rajshahi-6205, Bangladesh; 2Institute of Environmental Science, University of Rajshahi, Rajshahi-6205, Bangladesh.e-mail: [email protected] Abstract: The physical conditions of Beel Koshba consisting of water temperature (25.36±5.12°C/day), water depth (204.96±110.36cm/month) and water transparency (30.91±6.78 cm/day) were recorded. The chemical parameters of total hardness, alkalinity, pH, DO, CO2 and ammonia were 146.60±13.36 mg/l, 143.30±9.33 mg/l, 7.05±0.75, 6.03±1.08 mg/l, 8.64±0.88 mg/l and 0.73±0.31 mg/l respectively. A total of 54 species of different vegetations 123 species of phytoplankton and 73 species of zooplankton were recorded from the beel. A total of 104 species of fish and Annelids (8), arthropods (12), molluscs (15), amphibian (8), reptiles (21), avis (40) and mammals (12) were identified. Pesticidal toxic effluents contexts were also observed in the beel ecosystem. Manuscript Details Manuscript number ENVDEV_2017_280_R2 Title Indigenous people’s responses to drought in northwest Bangladesh Article type Research Paper Abstract Bangladesh is highly disaster-prone, with drought being a major hazard which significantly impacts water, food, health, livelihoods, and migration. In seeking to reduce drought vulnerabilities and impacts while improving responses, existing literature pays limited attention to community-level views and actions. This paper aims to contribute to filling in this gap by examining how an indigenous group, the Santal in Bangladesh’s northwest, responds to drought through local strategies related to water, food, and migration which in turn impact health and livelihoods. A combination of quantitative data through a household survey and qualitative data through participatory rural appraisal is used. The results suggest that the Santal people have developed and applied varied mechanisms for themselves to respond to drought. The categories of responses found are water collection and storage, crop and livestock selection, and migration. These responses might not be enough to deal with continuing droughts, yielding lessons for Bangladesh and beyond. The available evidence suggests that major rural development programme instituted by the Bangladesh Government in the 1960s, the Integrated Rural Development Programme (IRDP), has failed to assist the poorer sections of the rural community to any great extent. Although recently re-designed to provide better access to its services for small farmers and the landless, it will be argued that the main reason for its continuing failure to meet their needs arises from their variable access to land and other private resources which to-gether limit the advantages to be acquired from the goods and services provided under the IRDP. -

Inception Report Preparation of Development Plan under “Preparation of Development Plan for Fourteen Upazilas” Project- Package-04 EXECUTIVE SUMMARY This report describes the inception activities of the consultancy work for Package- 04 (Saghata Upazila of Gaibandha District and Sariakandi Upazila & Sonatola Upazila of Bogra District) of the ‘Preparation of Development Plan under Preparation of Development Plan for Fourteen Upazilas’ Project under Urban Development Directorate (UDD) of the Government of the People’s Republic of Bangladesh. The report is being submitted in pursuance of the agreement signed between the client Urban Development Directorate (UDD) and Modern Engineers Planners and Consultants Ltd. (MEPC) on 24th December 2014. The core objective of the project is preparing planning packages to ensure the future growth and development of the project area in a planned and organized way. The current project would emphasize over those activities focusing on all relevant social and physical infrastructure services and facilities including the national level communication network. It would emphasize over the economic development in and around the project area and also livelihood of the local people, who are very much depended on local economic activities. The current project would also emphasize over the change in land category, land use and livelihood pattern. Bangladesh Rice J. 21 (2) : 157-172, 2017 Diversity of Cropping Patterns and Land Use Practices in Faridpur Region A B M Mostafizur1*, M A U Zaman1, S M Shahidullah1 and M Nasim1 ABSTRACT The development of agriculture sector largely depends on the reliable and comprehensive statistics of the existing cropping patterns, cropping intensity and crop diversity of a particular area, which will provide guideline to policy makers, researchers, extensionists and development workers. The study was conducted over all 29 upazilas of Faridpur region during 2015-16 using pre-tested semi-structured questionnaire with a view to document the existing cropping patterns, cropping intensity and crop diversity of this area. From the present study it was observed that about 43.23% net cropped area (NCA) was covered by only jute based cropping patterns on the other hand deep water ecosystem occupied about 36.72% of the regional NCA. The most dominant cropping pattern Boro−Fallow− Fallow occupied about 24.40% of NCA with its distribution over 28 out of 29. The second largest area, 6.94% of NCA, was covered by Boro-B. Aman cropping pattern, which was spread out over 23 upazilas. In total 141 cropping patterns were identified under this investigation. The highest number of cropping patterns was identified 44 in Faridpur sadar and the lowest was 12 in Kashiani of Gopalganj and Pangsa of Rajbari. The lowest crop diversity index (CDI) was reported 0.448 in Kotalipara followed by 0.606 in Tungipara of Gopalganj. The highest value of CDI was observed 0.981 in Faridpur sadar followed by 0.977 in Madhukhali of Faridpur. -

Akash We Can Bangladesh Project Effectiveness Review – Summary Report Executive Summary As per Oxfam Great Britain’s (OGB) Global Performance Framework (GPF), samples of mature projects are being randomly selected each year and their effectiveness rigorously assessed. A project focusing on the provision of support to the We Can Secretariat of Bangladesh was selected in this way under the policy influencing thematic area. However, rather than simply assessing the effectiveness of this support in terms of strengthening the work of the Secretariat, it was decided that it would be more useful to assess the effectiveness of the core campaign that it was set up to spearhead. This campaign – the We Can Campaign – seeks to change deeply ingrained attitudes and practices that endorse gender discrimination and violence. It was initially launched in 2004 in six South Asian countries and has since been replicated in several African and Middle Eastern countries. Having been implemented in many areas of Bangladesh, it was unrealistic to assess the effectiveness of the entire campaign. A decision was consequently taken to focus the impact assessment on the work of one of the We Can Alliance partners – Polli Sree. This organisation, based in Dijnapur district in Bangladesh’s Rangpur division, was chosen particularly due to the high prevalence of domestic violence that takes place in its operational area. -
