CB(1)1823/08-09(01) For discussion on 11 June 2009 Legislative Council Panel on Development Subcommittee on Harbourfront Planning Harbourfront Enhancement Initiatives and Related Issues Purpose This paper provides information on the following as requested by Members: (a) the Administration’s views on issues discussed by District Councils; (b) existing arrangements for planning and implementation of harbourfront enhancement works and management of harbourfront facilities; (c) connectivity of pedestrian access to harbourfront areas; and (d) public cargo working areas. Issues Discussed by District Councils 2. The Administration’s response on harbourfront planning issues discussed by the following District Councils (DCs) and updated information on those issues are at Annex A: (a) Central and Western DC; (b) Wan Chai DC (c) Eastern DC; (d) Kwun Tong DC; (e) Kowloon City DC; (f) Yau Tsim Mong DC; and - 2 - (g) Tsuen Wan DC. Existing Arrangements for Planning and Implementation of Harbourfront Enhancement Works and Management of Harbourfront Facilities 3. On 1 April 2009, we established a new, dedicated Harbour Unit in the Planning and Lands Branch of Development Bureau. The main functions of the new Harbour Unit are, among other things - (a) to coordinate inter-departmental efforts on harbourfront planning; (b) to identify and implement short, medium and long term enhancement projects; and (c) to strengthen engagement of Harbour-front Enhancement Committee (HEC), DCs, harbour concern groups and the public in identifying and implement harbourfront enhancement projects. 4. Since the setting up of this new dedicated unit, we have been able to conduct more liaison and consultation with relevant parties and stakeholders, and speed up discussions and internal consultation process within the Government. -

Circulation Paper C & W FEHWC Paper No. 80/2019 Food and Environmental Hygiene Department Anti-mosquito Campaign 2019 (Phase III) in Central / Western District Purpose To brief Members on the arrangements and details for the Anti-mosquito Campaign 2019 (Phase III) to be launched by the Food and Environmental Hygiene Department (FEHD) in Central / Western District. Background 2. The Anti-mosquito Campaign 2019 (Phase II) organized by FEHD was launched between 15.4.2019 and 14.6.2019. Actions taken in the district and the results are detailed at Annex I. 3. In 2018, there were 29 local and 134 imported dengue fever cases, 2 imported chikungunya fever cases in Hong Kong. No Zika virus infection case and Japanese encephalitis cases were reported 4. Dengue fever (DF) is an important mosquito-borne disease with public health concern worldwide, especially in the tropics and sub-tropics. The dengue viruses encompass four different serotypes. Dengue infection has a wide spectrum of clinical manifestations and outcomes. The disease is usually mild and self-limiting, but subsequent infections with other serotypes of dengue virus are more likely to result in severe dengue, which can be fatal. DF is not directly transmitted from person to person. It is transmitted to humans through the bites of infective female Aedes mosquitoes. Patients with DF are infective to mosquitoes during the febrile period. When a patient suffering from DF is bitten by a vector mosquito, the mosquito is infected and it may spread the disease by biting other people. DF can spread rapidly in - 1 - densely populated areas that are infested with the vectors Aedes aegypti or Aedes albopictus. -

Discriminatory Zoning in Colonial Hong Kong: A r eview of the post-war literature and some f ur ther evidence f or an economic theor y of discr imination Abstract TYPE OF PAPER: RESEARCH PAPER STRUCTURED ABSTRACT Purpose: This paper argues that racially discriminatory zoning in Colonial Hong Kong could have been a form of protectionism driven by economic considerations. Design/Methodology/Approach: This paper was based on a review of the relevant ordinances, literature, and public information, notably data obtained from the Land Registry and telephone directories. Findings: This paper reveals that many writings on racial matters in Hong Kong were not a correct interpretation or presentation of facts. It shows that after the repeal of the discriminatory laws in 1946r, an increasing number of people, both Chinese and European, were living in the Peak district. Besides, Chinese were found to be acquiring land even under the discriminatory law for Barker Road during the mid-1920s and became, after 1946, the majority landlords by the mid-1970s. This testifies to the argument that the Chinese could compete economically with Europeans for prime residential premises in Hong Kong. Research Implications: This paper lends further support to the Lawrence-Marco proposition raised in Environment and Planning B: Planning and Design by Lai and Yu (2001), which regards segregation zoning as a means to reduce the effective demand of an economically resourceful social group. Practical Implications: This paper shows how title documents for land and telephone directories can be used to measure the degree of racial segregation. Originality/Value: This paper is the first attempt to systematically re-interpret English literature on racially discriminatory zoning in Hong Kong’s Peak area using reliable public information from Crown Leases and telephone directories. -

Historic Building Appraisal 1 Tsang Tai Uk Sha Tin, N.T. Tsang Tai Uk (曾大屋, literally the Big Mansion of the Tsang Family) is also Historical called Shan Ha Wai (山廈圍, literally, Walled Village at the Foothill). Its Interest construction was started in 1847 and completed in 1867. Measuring 45 metres by 137 metres, it was built by Tsang Koon-man (曾貫萬, 1808-1894), nicknamed Tsang Sam-li (曾三利), who was a Hakka (客家) originated from Wuhua (五華) of Guangdong (廣東) province which was famous for producing masons. He came to Hong Kong from Wuhua working as a quarryman at the age of 16 in Cha Kwo Ling (茶果嶺) and Shaukiwan (筲箕灣). He set up his quarry business in Shaukiwan having his shop called Sam Lee Quarry (三利石行). Due to the large demand for building stone when Hong Kong was developed as a city since it became a ceded territory of Britain in 1841, he made huge profit. He bought land in Sha Tin from the Tsangs and built the village. The completed village accommodated around 100 residential units for his family and descendents. It was a shelter of some 500 refugees during the Second World War and the name of Tsang Tai Uk has since been adopted. The sizable and huge fortified village is a typical Hakka three-hall-four-row Architectural (三堂四横) walled village. It is in a Qing (清) vernacular design having a Merit symmetrical layout with the main entrance, entrance hall, middle hall and main hall at the central axis. Two other entrances are to either side of the front wall. -

CB(1)1051/15-16(04) Recommendation of Lugard Road as Pilot Site For the “Point-Line-Plane” Approach in Conservation 1. Introduction In 2014, the Antiquities Advisory Board (AAB) completed the policy review on the conservation of built heritage and recommended that the government examine the feasibility of conserving and protecting selected building cluster(s) of unique heritage value under the “point-line-plan” approach. The Administration later accepted the recommendations and announced its plan to carry out a pilot study on the “point-line-plane” approach for conservation. However the Report on the Policy Review on Conservation of Built Heritage compiled by AAB indicates that there was no suggested area or district that clearly stood out as suitable for the implementation of the “point-line-plane” approach. Therefore it is the aim of the present paper to suggest an area of heritage significance for the Administration to consider as a possible site to conduct the pilot study on the "point-line-plane" approach for conservation. This paper will outline the importance of Lugard Road in Hong Kong’s heritage environment and its unique cultural characteristics that make it a suitable site for conducting the pilot study on the “point-line-plane” approach for conservation.. 2. The "Point-Line-Plane" Approach in Heritage Conservation The "Point-Line-Plane" approach looks at individual buildings as points, buildings along a street as lines and collections of streets as planes. It calls for the extension of the scope of conservation beyond an individual building and consideration to the wider urban or rural setting with distinctive features. -

En las paginas siguientes, voy a explicar por qué elijo esta zona, y cómo es esta ruta. 1. Breve introducción la zona elegida Hong Kong, una de las ciudades mas modernas de todo el mundo, tiene un nivel turístico muy alto. Pero como una ciudad tan moderno, la mayoría de sus atractivos son urbanos, como Disneyland, Ocean Park, Shopping Taxfree, Puerto Victoria y las comidas tradicionales y etc.. Cuando viajan a Hong Kong, los turistas siempre van a visitar los atractivos como así. He viajado 2 veces a Hong Kong, me parece que es una ciudad con un ritmo muy rápido, la gente siempre está muy ocupada, y los turistas también, solamente visitan a los atractivos tradicionales o shopping, en vez de caminar despacio a descubrir la bella de esta ciudad. Por eso, he perdido una ayuda de mi amiga de Hong Kong, y ella me lo ofrece esta propuesta. Victoria Peak es una montaña pequeña situada en el oeste de Hong Kong, es una de las zonas mas altas de Hong Kong. En su norte es el centro comercial mas importante de todo el Hong Kong, y el puerto mas famoso, El Puerto Victoria.
