Simultaneously, development of projects also causes some social and environmental losses and gains. A sustainable project should have environmental compatibility in addition with techno-economic feasibility. Ministry of Environment and Forest issued a notification S.No.1533 dated Sept 14, 2006 vide which the projects should be designed under the Environmental Impact Assessment Notification and requires prior Environmental Clearance (EC) from the MoEF/SEIAA. 1.2 The Allahabad City: Allahabad officially known as Prayagraj since October 2018, also known by its original name Prayag is one of the largest cities of the North Indian state of Uttar Pradesh in India. As per Census 2011, Allahabad is the seventh most populous city in the state, twelfth in the Northern India and thirty- sixth in India, with an estimated population of 1.11 million in the city and 1.21 million in its metropolitan region. The city is located at the confluence of the three most important and scared rivers of Indian subcontinent Ganga, Yamuna and Saraswati and the point where the three rivers meet is known as Triveni. Allahabad city is among major cities of Uttar Pradesh located at 25°45´N and 81°84´E in the southern part of the Uttar Pradesh at an elevation of 98 meters (322 ft.). Allahabad stands on the site of ancient Prayag, a holy city 205 kilometers south of the state capital Lucknow. Prayag is one of the historic and mythological cities of India with glorious past. Prayag has been associated with mythological personalities in Brahmanical (Vedic) and Buddhist literatures. It is one of four sites of the mass Hindu pilgrimage Kumbh Mela. Allahabad continues to enjoy the distinction of being a place of haunting and lasting memories. It is a city of mixed culture of Hindu, Muslims and Christians. The longitude against which Indian Standard Time (IST) is set also passes through Allahabad. The meridian passing through Allahabad at 82.5º east (of Greenwich Meridian) longitude was demarcated as the central meridian for India. Today, Allahabad is a rapidly growing commercial and administrative city of Uttar Pradesh. The district of Allahabad is located between 24° 47´ N and 25° 43´ N latitudes and between 81° 31´ E to 82° 21´ E longitudes. It covers an area of 5,482 Km2. This district lies in the southern part of the state in the Ganga plain adjoining Vindhyan plateau of India. Allahabad is surrounded by Sant Ravi Das nagar (Bhadohi) and Mirzapur districts in the east, Kaushambi in the west, Pratapgarh and Jaunpur in the north and Banda and the state of Madhya Pradesh in the south. The river Ganga and Yamuna flow through the district. The part of Allahabad district that falls between the Ganges and Yamuna is just like the rest of Doab (interfluves) and is especially suitable for the cultivation of wheat. The other parts of the district, which are the southern and eastern part of the district, are somewhat similar to those of adjoining Bundelkhand and Baghelkhand regions. 1.2.1 Kumbh Mela, 2019 Kumbh Mela is a mass Hindu pilgrimages of faith in which Hindus gather to bathe in a sacred river. It is the world's largest religious gathering. It is held every third year at one of the four places by rotation: Haridwar, Allahabad (Prayag), Nasik and Ujjain. Thus the Kumbh Mela is held at each of these four places every twelfth year. Kumbh Mela is held at only two places, Hardwar and Allahabad, every sixth year. The rivers at these four places are: the Ganges (Ganga) at Haridwar, the confluence (Sangam) of the Ganges and the Yamuna and the mythical Saraswati at Allahabad, the Godawari at Nasik, and the Shipra at Ujjain. Mini Kumbh (Magh) Mela is held every year in Allahabad only. This year, Kumbh started on January 15, 2019, and is set to go on till March 4, 2019. Its preparations include 42,000 million temporary city over 2,500 hectares with 122,000 temporary toilets and range of accommodation from simple dormitory tents to 5-star tents, 800 special trains by the Indian Railway, artificially intelligent video surveillance and analytics by IBM, disease surveillance, river transport management by Inland Waterways Authority of India, and an app to help the visitors.     INTRODUCTION Northern Railway Lucknow Division, formerly part of Oudh Rohilkhand Railway up to 1925, and later part of East Indian Railway from 1925 to 1952, caters to rail transport requirement of the most populous state of the country, serving 14 districts of Uttar Pradesh with a total route network of 1476.10 Kms. This Division is predominantly passenger service oriented with about 601 passenger-carrying trains. Background Allahabad, about 600 km southeast of Delhi in Uttar Pradesh (UP) State, is a major industrial city along National Highway 2. The city is divided into the four districts of Allahabad, Naini, Jhusi and Phaphamau. Of its 1.1 million people (1991 estimate), 65.7% were concentrated in the Allahabad District, the administrative center of the city. As the Allahabad District is surrounded by the Yamuna and Ganges rivers to the north, east and south, and its urban area is densely populated with residences, space for further development was limited. The adjacent Naini District across the River Yamuna is the industrial center where communication, automobile, fertilizer, textile and related industry companies are located. The only traffic route connecting these two districts was the existing bridge over the River Yamuna (Yamuna Bridge). The existing bridge (Yamuna Bridge) is a combined highway-railway bridge constructed at the end of the 19th century, and its narrow two lanes were straining to cope with the increasing size and weight of the vehicles. As a result, congestion became chronic, with morning and evening rush hour traffic backed up for 40 minutes to 1 hour. Moreover, the peak-hour traffic volume on the bridge far exceeded the transport capacity of two-lane bridges of general roads in India.
