31 Parties of Republic of Kazakhstan in Political Spectrum IRSTI 11.15.51 M.E. Omarov Al-Farabi Kazakh National University, Almaty, Kazakhstan Parties of Republic of Kazakhstan in political spectrum Abstract. This article defines the main ideological positions of Kazakhstani political parties, expressed in the form of their display on the graphic political spectrum, developed by the psychologist Hans Eysenck. The concept of the political spectrum is given, the main types of political spectrum that exist and are used at present, as well as their authors, are determined. The necessity of using Eysenck’s graphic political spectrum as the most rational way of placing political ideologies in the form of geometric models is substantiated. The analysis of the program documents of the political parties of the Republic of Kazakhstan, because of which information was obtained about their ideological affiliation, for their further distribution on the spectrum. The parties are distributed along the political spectrum in accordance with their ideological guidelines, as indicated in the officially approved political programs. The distribution of parties was carried out using two dichotomies: left-wing – right-wing and authoritarian-democracy. Follow us on LinkedIn The ruling Nur Otan party has emerged as the predictable winner of Kazakstan’s parliamentary elections, which unfolded alongside increased harassment of activists and observers. As the first elections to see a mandatory 30 per cent quota for women and youth in party lists, the January 10 polls were supposed to represent a level of reform. In addition, for the first time, elections to maslikhats (local representative bodies) were held according to party lists. However, there were few surprises as out of the five parties running, the three that were already serving in the mazhilis – the lower house of parliament – won. Nur Otan gained 72 per cent of the vote, the Ak Zhol Democratic Party took 10 per cent and the People’s Party of Kazakstan nine per cent. Activists held unauthorized protests in Almaty and Nur-Sultan on election day calling for a voter boycott and demanding that former president Nursultan Nazarbayev, who retains broad powers, withdraw from political activities. Despite President Kassym-Jomart Tokayev’s statement that there were no repressive measures taken against dissent, the police detained dozens of protesters. In Nur-Sultan, they were detained before they had a chance to demonstrate, but in Almaty the security forces surrounded activists in Novaya Square. The crowds, included representatives of the Oyan, Qazaqstan! movement and the unregistered Democratic Party, were cordoned off in freezing temperatures for almost seven hours. There were also disruptions to mobile internet access in Almaty and other cities, which political scientist Dosym Satpayev could have been a misuse of security measures intended to fight terrorism.

The mission included representatives of the parliaments from member countries: Republic of Azerbaijan, the Kyrgyz Republic and Republic of Turkey, as well as the representatives of the TURKPA Secretariat. The advance group of the Mission began work directly on 4 May 2019 and the main group of Observers began its work on 7 May 2019.
