PART 1. BACHELOR IN PROSTHETICS& (B.P.O.) PROGRAMME

1.1 PREAMBLE Prosthetics and Orthotics is a specialized health care profession, which combines a unique blend of clinical and technological skills. The Prosthetic and Orthotic Professionals assess and evaluate patients, prescribe custom design, fabricate, and fit the orthoses and prostheses. Rehabilitation of persons with locomotor or neuromuscular disorder is a team work, where Centre of attention are the persons with disabilities. This work requires substantial clinical and technical judgment. Prosthetic and Orthotic Professional does not only provide service to persons with neuro- musculoskeletal disorder and persons with , but also it provides service to general health and work related disorder such as foot disorders, fracture, sports injuries, disorders due to aging, tendinitis, muscular pain, aesthetic restoration etc. Prosthetics and Orthotics Professionals play an important role in the comprehensive pre and post-surgical management of amputee and other neuromusculoskeletal disorders. Prosthetics and Orthotics Professionals makes the patient independent, confident and useful member of the society through comprehensive prosthetic and orthotic management

1.2 OBJECTIVES

 To assess, prescribe and provide comprehensive prosthetic and orthotic management to the individual and the community appropriate to his/her position as a member of the health care team.  Be competent to take preventive, supportive, corrective and rehabilitative steps in respect to the commonly encountered problems related to prosthetics and orthotics.  To carry out Evidence Based Practice in prosthetics and orthotics  Appreciate the psycho-social, cultural, economic, and environmental factors affecting health, and develop humane attitude towards the patients/relatives, in discharging one’s professional responsibilities  Be familiar with the various National policies and acts related to empowerment of Persons with Disabilities.  Acquire basic management & administrative skills in the areas of materials, financial and human resources related to prosthetics and orthotics  Develop the communication skills to establish effective communication with the stake holders  Practice prosthetics & orthotics ethics in patient care, service delivery, and research.  Develop attitude for self-learning and acquire necessary skills including the use of appropriate technologies.

1.3 ELIGIBILITY FOR ADMISSION

1.3.1 QUALIFICATION Candidate passed 10+2 in science or equivalent with physics, chemistry biology/ mathematics, and English with minimum aggregate 50% marks in PCBE/PCME will be 2

eligible for appearing in NET-PROSTHETICS & ORTHOTICS – 2019 (NET-P&O-2019) AND admission in B.P.O. Programme on merit basis.

1.7 SCOPE Promote understanding about neuro-musculo-skeletal impairment that resulting in disability. Learning technology and its application for betterment of life of person with disability. Promote research and development in invention of new in principle of concept. Awareness and orientation about the various Government Schemes and Polices for proper implementation to needy beneficiaries. Prosthetist and Orthotist can avail employment at Hospitals, Community, National Institute, Schools, and Independent Private Practice.

1.8 CERTIFICATION AS A REGISTERED PROFESSIONAL

After successful completion of B.P.O. Programme must be registered as Prosthetist and Orthotist under “Registered Professional Certificate” category as per Section 13 of Rehabilitation Council of India (RCI), Act 1992, Amended in year 2000; to work in the field of Prosthetics and Orthotics in India.

1.9 AWARD OF DEGREE

After successful completion of all examinations and internship candidate will be awarded with the degree of Bachelor in Prosthetics and Orthotics (B.P.O.) by affiliating 6

1.10 WORKING DAYS/HOURS

Monday to Friday -9.00am to 5.30pm with half an hour lunch break.

1.11 MEDIUM OF INSTRUCTION: English.

1.12 DURATION OF THE PROGRAMME The duration of the programme is of four and half academic years (inclusive of 6 months of compulsory internship), which can be completed in a maximum of 6 years from the date of admission to the programme.

1.13 ATTENDANCE The programme will be conducted for at least 200 working days each year exclusive of the period of examination and admission.

No student will be allowed to appear for the examination unless she/he has attended at least 80% of total number of classes in theory and 80 % in practical.100% attendance during internship is compulsory.

The applications of those candidates with shortage of attendance will not be considered for issue of hall tickets to appear for the examinations.

1.14 UNIVERSITY EXAMINATION

Minimum passing marks for every subject will be 50% both in theory and practical. Each candidate will be given maximum n+ 2 attempts to clear the examination.

1.15 NATURE OF EVALUATION

Internal assessment for theory Subject will not exceed 20% and 25% in the practicum. Internal Assessment will be calculated by conducting minimum two class tests, two assignments, theory examination/practical examination and any other activities implemented by the NIEPMD/TNMGRM university. Marks of Internal Assessment will be informed to the Students prior to commencement of university examinations.

1.16 TRANSITORY REGULATION

Whenever a course programme of instruction is changed in a particular year, two more examinations immediately following thereafter shall be conducted according to the old syllabus / regulations. Candidates not appearing at the examinations or failing in them will take the examinations subsequently according to the changed syllabus / regulations/as per University norms.

 Assess the medical condition of a patient related to their orthotic or prosthetic management using appropriate investigative techniques which include patient history taking and clinical testing.  Formulate an optimal prosthetic and orthotic solution using information from the patient assessment, other members of the health care team, medical charts, etc.  Communicate and discuss patient goals and expectations and discuss and debate the prosthetic management with the patient, co-workers and other members of the health care team.  Reliably measure and capture a positive cast or image of patient / clients’ appendage while correctly positioning the body part and if appropriate apply the necessary corrective force system.  Identify, prescribe and justify selection of appropriate materials and componentry in the fabrication of the prostheses or orthoses.  Construct the prostheses or orthoses using appropriate fabrication techniques in preparation for the initial fitting.  Fit the prostheses or orthoses to the patient using static and dynamic functional criteria established from the original assessment.  Evaluate the quality of the prostheses or orthoses fit to ensure the appropriate interface contouring, force application and trim lines.  Identify problems related to device fit and/or alignment and be able to suggest and implement appropriate correction.  Assess and solve prosthetic or orthotic problems as part of short and long term patient care.  Maintain accurate records of patient treatment and follow up as well as confidentiality of such information.  Communicate effectively with patient, co-workers, and other health care professionals in such a manner that will ensure the highest quality of service and reflect a professional attitude on the part of the student.  Educate the patient /client and/or caregiver on use, care and function of the prostheses or orthoses.  Understand the methodology of problem identification, problem solving in a process that includes all stake holders, with the patient at the centre.

1.18 INTERNSHIP

1.18.1. Internship is compulsory. 1.18.2. Duration: 6 months. 1.18.3. Eligibility: Internship will start immediately after the declaration of result of final year &candidate is declared pass in all four years

1.18.4. Structure and duration of the postings:

i) The place of postings of the students for internship will be decided by the NIEPMD. 8

ii) Minimum of 50% period of internship will be at NIEPMD and remaining 50% period outside like hospital set ups, educational set ups, special clinical facilities. 1.18.5. Mode of supervision during internship: Supervision will be provided by a Qualified Prosthetics and Orthotics Professional. 1.18.6. Maintenance of records by students: Every student have to maintain records of the number of hours of clinical work in different areas and institutions & will be certified by the head of the department/organisation/ institution or his/her nominee where the student is undergoing internship. 1.18.7. Extension of internship: Internship will be extended by the number of days the student remains absent. 1.18.8. Grading and evaluation of student: Grading and evaluation will be done by the institute where the candidate is posted for internship. The student will be required to repeat those postings in which his/her performance is found unsatisfactory. 1.18.9. Certification: The NIEPMD/TNMGRM University will award a certificate after successful completion of the internship. 1.18.10. The TNMGRM University will award the degree certificate only after the successful completion of the internship.

PART 2. MATERIAL DEVELOPMENT- AIDS & APPLIANCES PROSTHETICS AND ORTHOTICS UNIT

2.1 Preamble

The Department of Prosthetics and Orthotics extends its services toward fulfilling the objectives of NIEPMD. The department provides services to all age group having issues related with neuro-musculo-skeletal impairment. The department has a functional Trans- disciplinary group for assessment, evaluation, prescription, fitment and training service delivery of prosthetics and orthotics devices. In purview of RPwDs Act, 2016; where 21 categories of disability are included which provide a wide range of learning environment in field of prosthetics & orthotics.

Material development- aids and appliances (Prosthetics & Orthotics) unit started functioning from the year 2007 under the supervision of Department of Medical Science and successfully conducted Certificate Course in Prosthetics & Orthotics (CPO) recognised by Rehabilitation Council of India (RCI), New Delhi, with successful outcomes. Prosthetics and Orthotics is a specialized health care profession, which combines a unique blend of clinical and technological skills. The Prosthetic and Orthotic Professionals assess and evaluate patients, prescribe, fabricate, and fit Orthoses and Prostheses. Prosthetics and Orthotics Professionals play an important role in the comprehensive pre and post-surgical management of amputee and other neuro-musculoskeletal disorders. 2.3.8 RESEARCH AND DEVELOPMENT ACTIVITIES

For optimal outcome of Prosthetics & Orthotics service delivery and improvement in user satisfaction level, improved acceptance with increased functional goal and improved quality of life in terms of societal acceptance, participation and independency; this unit has been always involved in research and development of new assistive technology device like customization of pre-fabricated assistive device, design and development of modular prosthetic component kits, electric operated terminal devices for upper limb prosthetic user etc.

PART 3. ABOUT THE INSTITUTE

Ministry of Social Justice & Empowerment, Govt. of India established National institute for Empowerment of Persons with Multiple Disabilities (Divyangjan) (NIEPMD) at Muttukadu on East Coast Road, Chennai, Tamil Nadu in the year 2005 with the objectives of serving as a national resource centre for the persons with multiple disabilities. It is spread over on 15.22 Acres of land with state of the art barrier free infra structure facilities on the sea shore of Bay of Bengal. This institute has received various National and State level awards for achieving remarkable milestones in rehabilitation field and empowering the quality of life of persons with disabilities (Divyangjan). In year 2018 received NAAC Accreditation as well as ISO Certification in year 2019.

3.1 OBJECTIVES 1. To undertake development of human resources for management, training rehabilitation, education, employment and social development of persons with Multiple Disabilities. 2. To promote and conduct research in all areas relating to Multiple Disabilities 3. To develop Transdisciplinary models and strategies for social rehabilitation and to meet the needs of diverse groups of people with Multiple Disabilities. 16

4. To undertake services and outreach programs for the persons with Multiple Disabilities.

3.2 VISION The persons with Multiple Disabilities have equal rights to lead a better quality of life. This may be enabled with committed professionalism, accessible environment, equal opportunities, positive attitudes and appropriate, affordable, acceptable and available technological interventions.

3.3 MISSION To provide need based comprehensive rehabilitation through team approach facilitating inclusion, ensuring empowerment of persons with Multiple Disabilities and their families and by substantiating fields based research and development of human resources.

3.4 VALUE STATEMENT Promoting quality of life for persons with Multiple Disabilities through equal participation of clients, families, professionals and community agencies.

3.5 INFRASTRUCTURE

State-of- the Art, fully barrier free constructed institute is located in beautiful scenery of Bay of Bengal spanning a space of 15.22 Acres of land allotted by Govt. of Tamil Nadu in East Coast Road, Muttukadu, Chennai Tamil Nadu. This institute are having various departments like Medical Science, Clinical Psychology, Speech, Hearing & Communication, Physiotherapy, , Social Work, Services & Programmes, Adult Independent Living, Vocational Training, , Administration, Media & Information and units like Material Development, Vocational Training, ADIP Scheme Implementation & Out -Reach, Nursing, Early Intervention Adapted Sports etc; which are dedicated to cater the needs of PwDs. 4.3.1. Multiple Choice Questions. (Based on 10+2/ Intermediate/Hr. Sec./ & Reasoning) Physics – 25 marks, Chemistry-25 Marks, Biology/Maths – 25 marks & Reasoning – 25 marks. 4.3.2. Total Number of MCQs = 100 Nos. (for 100 marks) 4.3.3. Duration of NET =120 Minutes/ 2 hrs. 4.3.4. The candidates can opt to choose between Biology or Maths MCQ sets.

4.4 METHOD OF SELECTION & COUNSELLING

Merit list/ Waiting list will be generated on the basis of marks obtained in the National Entrance Test (NET-P&O-2019). The result and schedule of counselling will be available on the websites www.niepmd.tn.nic.in by stipulated date. The candidates are advised to appear for counselling based on result published on website. 21

The admission will be made strictly on the basis of merit of the eligible candidates determined by the marks obtained in NET-P&O-2019. In case of two or more candidates obtaining same/equal marks in the NET-P&O-2019, the inter- se-merit of candidates will be determined according to the following criteria: -

i. The candidates getting higher marks for Physics in NET-P&O-2019 shall rank higher in the merit list. ii. ii. In case of tie in (i) above, the candidates securing higher marks in Chemistry in NET-P&O-2019 shall rank higher. iii. iii. In case of tie in (i& ii) above, then the candidate getting higher marks in Biology/ Maths in NET-P&O-2019 shall rank higher. iv. iv. In case of tie in (i), (ii) & (iii) above, the candidate getting percent marks in 10+2 shall higher. v. v. In case of tie in (i), (ii), (iii)& (iv) above, the candidate elder in age shall rank higher.

4.6 GENERAL RULES

a) Medium of National Entrance Test- Prosthetics & Orthotics -2019 will be English only.

b) The candidates once selected in the B.P.O. Programme will have to deposit the institutional fee and caution deposit as per Institute norms. If a candidate leaves the programme in between, due to any reason, the fee deposited will be refunded as per the UGC Norms.

c) The Institute reserves the right to reject incomplete application form. d) The candidates should bring their original certificates at the time of counselling. Those who have deposited their original certificate in any other Institute/University/College/Organization should bring a letter from the Head of the Organization/Institute/college to this effect; Such candidates shall be admitted provisionally with undertaking he/she should submit the certificates within two weeks from the date of admission; otherwise, his/her candidature will be cancelled. e) No correspondence or canvassing to influence the result in any form will not be entertained in connection with NET-P&O-2019.

f) The Institute is not responsible for non-receipt of application/enclosures within the notified date & time for any reason whatsoever including postal delay.

g) The candidates should preserve Hall Ticket/Admit Card till the time of admission.

h) The candidates should strictly follow the rules and code of conduct as framed by the NIEPMD from time to time.

i) Ragging in any form is strictly prohibited. Violation will attract severe disciplinary action by NIEPMD and initiation of cases under IPC and Cr.PC.

j) Hostel allotment is subject to availability on year to year basis depending on discipline/performance of student. 22

k) The candidates admitted to hostel will have to follow the hostel rules framed from time to time and should maintain utmost discipline, decency and decorum in their behaviour with the staff, co-students.

l) No student is allowed to stay in the hostel beyond the duration of the programme he/she is enrolled for.

m) Students must attend classes regularly. Attendance should be maintained as per TNMGRM university norms.

n) Any legal matter related to NET-P&O-2019 will be dealt under jurisdiction of Hon'ble High Court of Chennai
