RS End of Season Championships RS End of Season Championships 8th & 9th November 2014 Organised by the RS Class Association in conjunction with Datchet Water Sailing Club Queen Mother Reservoir Horton Road, Horton Berkshire SL3 9NT Telephone +44 (O) 1753 683872 www.dwsc.co.uk EVENT APPENDIX to the RS RACING CIRCUIT SAILING INSTRUCTIONS 1. RULES 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing. 1.2 Attention is drawn to the local rules described in the Notice of Race and to the RYA Racing Charter. 1.3 The 2014 RS Racing Circuit Sailing Instructions will apply except where changed by this Event Appendix. If there is a conflict between any documents, this Event Appendix will apply. 2. NOTICES TO COMPETITORS 2.1 Notices to competitors will be posted on the Official Notice Board located by the lift in the wet bar of the clubhouse. 3. CHANGES TO SAILING INSTRUCTIONS 3.1 Any change to the sailing instructions will be posted on the official notice board at least one hour before the advertised warning signal of the race or races concerned, and signalled by displaying flag L ashore (SI 4). However, any change to the schedule of races will be posted by 19:00 hours on the day before it will take effect. 4. SIGNALS MADE ASHORE 4.1 Signals made ashore will be displayed on the masts outside the race hut situated on the club balcony at the South end of the clubhouse 4.2 When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 30 minutes’ in the race signal AP. 5. SCHEDULE OF RACES 5.1 The event will take place on two courses, with fleets of fewer than ten boats joining as a combined start. The format, along with race schedules, may be modified during the event in a fair and practical way as solely determined by the race committee taking into account the entries, weather conditions, time constraints and any other relevant factors. The planned race schedule is shown in the table below. It is anticipated that Course A will consist of RS 200, RS Feva and RS Tera classes. All other classes will be on Course B this will be confirmed at the Competitor briefing Saturday: 10:30 Registration 11:30 Competitor briefing 12:30 First warning – 3 races back to back Sunday: 10:15 First warning – 3 races back to back 5.2 Except in the case of a general recall there will be no start after 13.45hrs on Sunday 9th Nov. 5.3 No sound Signals will be made for 1 minute at 11.00hrs on Sunday 9th (Remembrance Sunday) boats finishing at this point will still be recorded. 5.4 A boat in a given class (i.e. RS100,200,300,400,500,600,700,800,Vareo,Feva,Tera PRO and Tera SPORT) will only be in competition with other boats in that class: there will be winners in each class but no “overall winner” for the regatta. 6. CLASS FLAGS 6.1 Class flags will where needed be used in accordance with the RS Racing Circuit SI’s. However class starts will be signalled using flags as listed in 8.5. 7. RACING AREA 7.1 The racing area will be the Queen Mother Reservoir. 8. THE MARKS 8.1 Start and Finish Marks on both courses will be small Orange Pillar Buoys. 8.2 Course A will use yellow marks (Feva marks) for buoys 1 – 4. Committee boat will be Osmo blue and white. 8.3 Course B will use large orange cylindrical marks for buoys 1 – 4. Committee boat will be Lilybet which is white. 8.4 COURSE DIAGRAM 1 2 4 3 START 8.5 ORDER OF MARK ROUNDING Lap 1 Lap2 Lap 3 Outer Loop – Start 1, 2, 3, 2, 3, 2, 3 on rounding mark 3 the number of times indicated on the back of the committee boat at the start, proceed directly to the finish mark 4 is not a mark of the course. Inner Loop - Start 1, 4, 1, 4, 1, 4, on rounding mark 4 the number of times indicated on the back of the committee boat at the start, proceed to the finish via 1, 2, 3, leaving all marks to port and crossing the finish line from the direction of mark 3. The number of laps will be displayed on the rear of the committee boat at the immediately after the start warning signal has been made. 8.6 START SEQUENCE / COURSE/ START FLAG This is subject to amendment at the competitor briefing subject to final entry numbers. Course A – Start 1 – RS 200 sailing the outer loop – RS200 class flag Start 2 – Feva sailing the inner loop – RS Feva class flag Start 3 - RS Tera sailing the inner loop- RS Tera PRO and SPORT flags Course B – Start 1 - RS 100, RS500, RS300, RS 600, RS 700 sailing outer loop – RS600 class flag Start 2 – RS 800 sailing inner loop – RS 800 class flag Start 3 – RS 400 sailing inner loop – RS 400 class flag The RO may alter the start sequence as he sees fit. 9.0 SAFETY REGULATIONS 9.1 All boats shall give way to patrol boats and race management craft at all times. 9.2 A boat shall not interfere with, nor try to pass between a patrol boat and a boat that is capsized or otherwise needing assistance or persons in the water. Competitors racing and contravening this requirement may be disqualified without a hearing. This changes rule 63.1. 9.3 All competitors must wear adequate personal flotation devices at all times while racing. Neither a wetsuit or a drysuit constitute adequate personal flotation devices. In addition from November 1st until April 30th the following minimum clothing requirements are mandatory – Dinghy sailors must wear a full wetsuit or drysuit with appropriate thermal undergarments. A short sleeve wetsuit is acceptable provided that all areas of the body (except head) are covered. This changes RS SI 2012 – 19.2 10.0 Rubbish 10.1 Boats shall not put rubbish in the dinghy park or the water. When afloat rubbish may be placed aboard support and race committee boats. This changes RS SI 2012 – 24. 11.0 ENTRY FEE 11.1 Entry online prior to midnight on 5th Nov - £27 Entry after 5th November will be accepted at registration - £37, cash payments only .

Rules Racing shall be governed by the rules as defined in The Racing Rules of Sailing (RRS), the prescriptions of the RYA, the Class Rules, except as any are altered by these Sailing Instructions (SI), and by supplements to these Sailing Instructions. 2. Entries and eligibility 2.1 Competitors shall enter and pay the entry fee before the first race in which they sail. 2.2 All competitors and their guests shall be temporary members of Burghfield Sailing Club (BSC) for the duration of the meeting, and shall comply with BSC Rules and By-laws. 2.3 The safety of a boat and her entire management, including insurance, shall be the sole and inescapable responsibility of the owner/person in charge who must ensure that the boat and crew are adequate to face the conditions that may arise in the course of the race. Neither these Sailing Instructions nor any inspections of the boat limits or reduces the absolute responsibility of the owner/person in charge for the crew, the boat and her management. The race organisers shall not be responsible for any loss, damage, death or personal injury howsoever caused to the owner/person in charge or crew, as a result of their taking part in the race or races. Moreover, every owner/person in charge warrants the suitability of the boat for the race or races. 2.4 All boats shall carry third party insurance for at least £2,000,000. 2.5 Adequate personal flotation devices shall be worn by all competitors whilst afloat.

    Portsmouth Number List 2019 The RYA Portsmouth Yardstick Scheme is provided to enable clubs to allow boats of different classes to race against each other fairly. The RYA actively encourages clubs to adjust handicaps where classes are either under or over performing compared to the number being used. The Portsmouth Yardstick list combines the Portsmouth numbers with class configuration and the total number of races returned to the RYA in the annual return. This additional data has been provided to help clubs achieve the stated aims of the Portsmouth Yardstick system and make adjustments to Portsmouth Numbers where necessary. Clubs using the PN list should be aware that the list is based on the typical performance of each boat across a variety of clubs and locations. Experimental numbers are based on fewer returns and are to be used as a guide for clubs to allocate as a starting number before reviewing and adjusting where necessary. The list of experimental Portsmouth Numbers will be periodically reviewed by the RYA and is based on data received via PY Online. Users of the PY scheme are reminded that all Portsmouth Numbers published by the RYA should be regarded as a guide only. The RYA list is not definitive and clubs should adjust where necessary.     2019 One Design Classes and Sailor Survey [email protected] One Design Classes and Sailor Survey One Design sailing is a critical and fundamental part of our sport. In late October 2019, US Sailing put together a survey for One Design class associations and sailors to see how we can better serve this important constituency. The survey was sent via email, as a link placed on our website and through other USSA Social media channels. The survey was sent to our US Sailing members, class associations and organizations, and made available to any constituent that noted One-Design sailing in their profile. Some interesting observations: • Answers are based on respondents’ perception of or actual experience with US Sailing. • 623 unique comments were received from survey respondents and grouped into “Response Types” for sorting purposes • When reviewing data, please note that “OTHER” Comments are as equally important as those called out in a specific area, like Insurance, Administration, etc. • The majority of respondents are currently or have been members of US Sailing for more than 5 years, and many sail in multiple One-Design classes • About 1/5 of the OD respondents serve(d) as an officer of their primary OD class; 80% were owner/drivers of their primary OD class; and more than 60% were members of their primary OD class association. • Respondents to the survey were most highly concentrated on the East and West coasts, followed by the Mid- West and Texas – though we did have representation from 42 states, plus Puerto Rico and Canada. • Most respondents were male.
