Hydrogeologic Base Map - Fountaindale Service Area (RE1 Wright, Inc., 1996) The Maryland Department of the Environment's Water Supply Program (WSP) has conducted a Source Water Assessment for the Fountaindale water systems. The required components of this report as described in Maryland's Source Water Assessment Program (SWAP) are 1) delineation of an area that contributes water to the source, 2) identification of potential sources of contamination, and 3) determination of the susceptibility of the water supply to contamination. Recommendations for protecting the drinking water supply conclude this report. The source of Fountaindale's water supply is an unconfined fractured-rock aquifer. The Source Water Assessment area was delineated by the WSP using U.S. EPA approved methods specifically designed for this source type. Point sources of contamination were identified within the assessment area fiom field inspections, contaminant inventory databases, and previous studies. The Maryland Office of Planning's 2000 digital land use map for Frederick County was used to identify non-voint sources of contamination. Well information and water aualitv data were also reviewed. An aerial photograph and maps showing potential con&&ts sources and land use within the Source Water Assessment area are included in the report. The susceptibility analysis is based on a review of the existing water quality data for the Fountaindale water systems, the pmence of potential sources of contamination in the WHPA, well integrity, and the inherent vulnerability of the aquifer. It was determined that the Fountaindale water supply is susceptible to contamination by volatile organic compounds and microbiological contaminants. This water supply is not susceptible to contamination by inorganic compounds, radionuclides, or synthetic organic compounds. The Water Supply Program has conducted a Source Water Assessment for the Fountaindale North and South water systems in ~rederick'county. Fountaindale is located approximately five miles west of the City of Frederick at the foot of Catoctin Mountain. Fountaindale is bisected by US-Alternate Route 40, which splits the subdivision into two separate water systems that serve the developments on the north and south. The Fountaindale South water system also serves the community of Braddock Heights located to the east on the ridge of Catoctin Mountain. Due to their proximity to each other and the fact that the two water systems share a single ground water appropriation permit, they are assessed together in this report. The two systems serve a total population of 1882 and have 983 service connections. The water systems are owned and operated by the Frederick County Division of Utilities and Solid Waste Management. Well information was obtained from the Water SUDD~V.. - Prom's- database. site visits, well completion reports, sanitary survey inspection reports, and published reports. The Fountaindale systems presently obtain their water supply-- - from ten wells (Table 1). Three of these wells (~ell~os.1,7, and 8) will be disconnected from the system wh& construction of the new treatment plant is completed. The ten wells are located throughout the community (Fig. 1). A review of the well completion reports and sanitary surveys of Fountaindale's water systems indicate Well Nos. 1 and 2 were installed prior to 1973, when well constructionregulationswent into effect, and may not meet the current construction standards..' The remaining wells were drilled after 1973 and should meet construction standards for grouting and casing. There were questions regarding the original construction of Well A and whether or not it was grouted due te the presence of coliform bacteria. However, subsequent investigation of this well did not reveal any construction defects and results of this are discussed in later sections of this report. A summary of the well information is located in Table 1. The Fountaindale water systems have a combined appropriation permit to draw water from the Catoctin Metabasalt formation for an average use of 330,000 gallons per day (gpd) and a maximum of 500,000 gpd in the month of maximum use. This is a temporary allocation issued on November 1,2001 for one year in order to "allow a reasonable amount of time for completion of repairs to the Braddock Heights water distribution system" which has only recently been combined with the Fountaindale systems and has significant leaks. Based on the most recent pumpage reports, it appears that the water use is already below the intended appropriation amount of 250,000 average gpd. The average daily use was 189,087 gallons in 1999 and 162,743 gallons in 2000. In the first six months of 2001, the average was 163,105 gpd. The months of maximum use for the last two reported years were July 1999 and January 2000 with an average daily use of 214,144 and 212,632 gallons respectively. Fountaindale lies within the Blue Ridge physiographic province, which is bound by Catoctin and South Mountains and is underlain by the oldest sequence of rocks in the County. The underlying bedrock is composed of Precambrian gneiss, phyllite, and metabasalt, which forms the core of the South Mountain anticlinorium and is exposed in the Middletown Valley (Duigon and Dine, 1987). The Fountaindale wells obtain water hmthe Catoctin Metabasalt formation - an important aquifer in the Middletown Valley due to its aerial extent. The ~atoctin etab bas it is an unconfined, hctured rock aquifk, com~osedof a dense ereen crvstalline rock believed to be a series of metamor~hosedlava flow; (Meyer and ~$1,1958). The primary porosity and permeability of thisaquifer arc small due to the dense nature of the metabasalt. Ground water moves principally through secondary porosity, ktures and joint openings, and is recharged by precipitation percolating through soil and saprolite. Due to the low primary porosity, large production wells are not common in this formation unless significant, water-bearing &&es are encountered. A fiacture trace analysis was completed in 1996 by R.E. Wright, Inc. in a well exploration project (Appendix A, Fig. 1). Wells A and B were constructed based on this analysis and were tested at rates of 139 and 76 gallons per minute (gpm) but are reportedly able to produce significantly more. Ground water systems in crystalline rock tend to be localized and flow is within topographic divides towards the nearest perennial stream (Bolton, 1998). The water table is generally in the saprolite, which is characterized by high porosity and thus, the amount of storage often depends on the thickness of the saprolite. Stream valleys tend to follow fixture traces and as a result wells drilled in draws and stream valleys tend to have higher yields than those on hilltops and slopes. Wells located along traces in stream valleys may be hydraulically connected to the stream and it appears based

    Middletown Burgess & Commissioners Approved – 3/8/2010 Chapter 7 WATER RESOURCES ELEMENT Purpose The purpose of this plan element is to coordinate the Town of Middletown’s land use and water resources planning efforts. The plan is organized around the following three components: drinking water; wastewater; and stormwater. Included within those components are discussions of the watershed resources of the Town; the quality and quantity of drinking water supplies with respect to planned growth; the treatment capacity of wastewater treatment facilities and disposal of treated effluent; a review of Frederick County’s stormwater management and non-point source pollution programs; and recommendations for environmentally sound land and water management practices that contribute towards the health and sustainability of our major watershed system and our residents. This water resources element was prepared to serve as the Town’s Water Resources Element mandated through House Bill 1141 by the Maryland State Legislature in 2006. This plan is required to be submitted to the Maryland Department’s of Planning and Environment for review in 2009. Water Resources Goals Achieving the Town’s water resources goals will take a coordinated effort by its citizens, the town’s government, and its businesses. Each has a role to play in protecting the Town’s water resources for future generations. The overarching goals for the Town of Middletown’s water resources are: 1. Maintain a safe, secure and adequate drinking water supply to accommodate the needs of the current population as well as future generations. 2. Gross in 1932, as a paper for the Rhodes or Kellogg scholarship in his senior year at Columbia University. Much of this research was derived from interviews with the local town folks and articles from the local newspaper of that time period. John Brown’s Raid at Harper’s Ferry and The Civil War are highlighted in addition to agriculture, industries and church and school history. One added surprise is a list of the occupants in Middletown in 1865 provided by one of the local citizens. Harry M. Gross, the author, was the first husband of Elizabeth [Flook] Gross MacGregor, daughter of Cyrus Flook, a Myersville banker and businessman, and his wife, the former Elizabeth Eby. Cyrus Flook lived in Myersville at 511 Main Street, next door (513) to his sister Elizabeth Delana Flook Horine, wife of Alvey J. Horine. John D. Barrett has been in possession of this manuscript since 1973, a gift from his aunt Elizabeth. John and his wife, Linda, wish to share this with all who have an interest in Middletown Valley.
