Support RAND Make a tax-deductible charitable contribution at www.rand.org/giving/contribute www.rand.org Preface The attacks by Islamic State in Iraq and the Levant (ISIL) in Paris on November 13, 2015, represented a watershed moment that spurred wide international recognition of the growth and reach of ISIL and a resulting consensus that more active measures were needed to confront the group. The counter-ISIL campaign has accelerated since the fall of 2015, but questions persist as to the exact suite of measures needed and the adequacy of the overall strategy to degrade and defeat ISIL. These questions also grew more acute with Russia’s military intervention on behalf of the Syrian regime starting September 30, 2015, which greatly strengthened the regime’s faltering hand against its armed opponents. The anti-ISIL fight in that country has increasingly blended with that civil war, as ISIL moved westward and a skittish Turkey sought to pre- serve room for opposition Arab forces against the Syrian Kurds. This report assesses the first 18 months of the campaign to coun- ter ISIL. This analysis should be of interest to the policymakers and legislators charged with overseeing the counter-ISIL strategy, as well as the military and civilian practitioners involved in executing it. The paper evaluates the viability of the partnered approach by evaluating the capabilities and interests of the various forces that the United States is attempting to support, considers the political impediments to achiev- ing the stated objective of defeating ISIL, and assesses the approach compared with other potential alternatives. This report recommends steps to (1) improve the partnered approach to the military campaign, (2) formulate a detailed approach to the foundational political line of effort, and (3) synchronize the political and military elements of the strategy so these lines of effort effectively enable one another. iii iv Assessment of the Politico-Military Campaign to Counter ISIL In late 2015, the U.S. government decided to deploy an expe- ditionary targeting force aimed at gaining intelligence and targeting top ISIL leaders, and this effort yielded numerous results in the first months of 2016. The accelerating campaign against the ISIL leader- ship raised the prospect that this important line of effort might outrun the advances in building a competent and coherent hold force in both Iraq and Syria. Similarly, the advances on this front cast into relief the absence of the necessary political agreements in Iraq and Syria to assure that new terrorist and insurgent activity would not emerge to fill the vacuum left by ISIL’s demise. The research was conducted within the International Security and Defense Policy Center of the RAND National Defense Research Insti- tute, a federally funded research and development center sponsored by the Office of the Secretary of Defense, the Joint Staff, the Unified- Com batant Commands, the Navy, the Marine Corps, the defense agencies, and the defense Intelligence Community. Overview 1. On May 31, 2016, the Syrian Democratic Forces (SDF), a Kurdish-dominated military alliance supported by the United States, initiated a campaign to liberate the northern Syrian city of Manbij from ISIS. Manbij lies west of the Euphrates, about 35 kilometers (about 22 miles) south of the Syrian-Turkish border. In the three weeks since the offensive began, the SDF forces, which number several thousand, captured the rural regions around Manbij, encircled the city and invaded it. According to reports, on June 19, 2016, an SDF force entered Manbij and occupied one of the key squares at the western entrance to the city. 2. The declared objective of the ground offensive is to occupy Manbij. However, the objective of the entire campaign may be to liberate the cities of Manbij, Jarabulus, Al-Bab and Al-Rai, which lie to the west of the Euphrates and are ISIS strongholds near the Turkish border. For ISIS, the loss of the area is liable to be a severe blow to its logistic links between the outside world and the centers of its control in eastern Syria (Al-Raqqah), Iraq (Mosul). Moreover, the loss of the region will further 112-16 112-16 2 2 weaken ISIS's standing in northern Syria and strengthen the military-political position and image of the Kurdish forces leading the anti-ISIS ground offensive.

However, ethnic and factional infighting continues, sometimes using key levers of power and undemocratic means. This was in evidence in the successful efforts by Shiite Arab political leaders to disqualify some prominent Sunni Arab candidates in the March 7, 2010, national elections for the next Council of Representatives (COR, parliament), which will form the next government. Election-related violence occurred before and during the election, although not at levels of earlier years or at a level to significantly affect voting, except perhaps for Baghdad city. With all votes counted, although not certified, the cross-sectarian “Iraqiyya” slate of former Prime Minister Iyad al-Allawi unexpectedly has gained a plurality of 91 of the 325 COR seats up for election. Nuri Kamal al-Maliki’s slate came in a close second, with two fewer seats, and a rival Shiite coalition was a distant third with 70. The main Kurdish parties, again allied, won 43. Allawi’s slate had been expected to get the first opportunity to put together a majority coalition to form a government. However, Maliki and other Shiite parties—opposing what they claim is the mostly Sunni Arab base of the Allawi slate—are in extensive discussions to put together a coalition that would be able to determine the next government.

According to its November 30, 2005, “Strategy for Victory,” the Bush Administration indicates that U.S. forces will remain in Iraq until the country is able to provide for its own security and does not serve as a host for radical Islamic terrorists. The Administration believes that, over the longer term, Iraq will become a model for reform throughout the Middle East and a partner in the global war on terrorism. The group’s April 2014 abduction of almost 300 schoolgirls drew particular international attention, including from the Obama Administration and Members of Congress. Its high death toll and its pledge of allegiance to the Islamic State (IS, also known as ISIL or ISIS) in March 2015 have further raised the concern of U.S. policy makers. The group has sought to rebrand itself as the Islamic State’s West Africa Province (ISWAP), though it remains more popularly known by its original nickname. The State Department has named several individuals linked to Boko Haram, including its leader, Abubakar Shekau, as Specially Designated Global Terrorists, and the group was designated as a Foreign Terrorist Organization (FTO) by the State Department in November 2013. More than 15,000 people are estimated to have been killed by Boko Haram, including more than 6,000 in 2015 alone, making it one of world’s deadliest terrorist groups. By U.N. estimates, roughly 2.8 million people have been displaced by Boko Haram-related violence in the Lake Chad Basin region, where approximately 5.6 million are in need of emergency food aid.

Thus, the Boko Haram scourge remains intractable to the government who appears helpless in curtailing/curbing their activities. The dynamics and sophistication of the Boko Haram operations have raised fundamental questions about national security, governance issue and Nigeria’s corporate existence. The major thrust of this paper is to investigate the Boko Haram insurgency in Northern Nigeria and to underscore the urgent need for a permanent resolution of the crisis. The paper argues that most of the circumstances that led to this insurgency are not unconnected with frustration caused by high rate of poverty, unemployment, weak governance, religious fanaticism among others. It also addresses the effects of the insurgency which among others include serious threat to national interest, peace and security, internal population displacement, violation of fundamental human rights, debilitating effects on the entrenchment of democratic principles in Nigeria among others.

Its first public announcements were three martyrdom notices for members killed fighting in southern Damascus alongside Syrian regime forces.6 In Syria, KSS operates within the fold of the mixed Syrian and Iraqi Liwa Abu Fadl al-Abbas, another Iranian- backed militia.7 KSS follows the same Shiite jihadist ideology as fellow pro-Iranian Iraqi militias, framing its fight in Syria as a defense of Shiites and the Shiite shrine of Sayyida Zaynab.8 In a 2013 interview, KSS’s information office stated that the group sent 500 militants to Syria.9 Other media Kata’ib Sayyid al Shuhada statements have affirmed the presence of KSS fighters in rural Damascus along the frontlines in eastern Ghouta.10 The Associated Press has reported that KSS fighters enter Syria via Iran.11 In 2015, KSS declared Saudi Arabia “a legitimate and permissible target” after that country executed a prominent Shiite cleric.12 A 2018 KSS statement indicated the group was ready to send fighters to Yemen.
