ABOUT THIS DOCUMENT

You could get a bursary to help with education-related costs if you’re aged 16 to 19 and studying at school or college (not University) in or on a training course including unpaid work experience. A bursary is money that you, or your education or training provider, can use to pay for things like clothing, books and other equipment for your course or transport and lunch on days that you study. This document contains details of what bursary funding is available for students in Hull. It provides information on all post-16 learning establishments with a base in Hull. For each institution, information is given on eligibility criteria, what support is available should you be eligible and contact details should you need more information or want to talk to someone about your options.

As a general overview, the 16-19 Bursary Fund has two elements to it: 1. A bursary of £1,200 a year is available to you if you fall into one or more of the following categories: a. you are in, or have recently left local authority care b. you get Income Support or Universal Credit because you’re financially supporting yourself c. you get Disability Living Allowance (DLA) in your name and either Employment and Support Allowance (ESA) or Universal Credit d. you get Personal Independence Payment (PIP) in your name and either ESA or Universal Credit 2. Discretionary awards may be made by providers to young people in ways that best fit the needs and circumstances of their students. Bursary awards are targeted towards those young people who face the greatest financial barriers to participation such as the costs of transport, meals, books and equipment. Providers are free to determine the assessment criteria for eligibility for discretionary bursaries and the frequency of payments.

To be eligible to receive a 16-19 Bursary in the 2020/21 academic year, you must: 1. Be aged under 19 at the start of the academic year in which you start your programme of study and; 2. Be participating in provision that is subject to inspection by a public body that assures quality e.g. Ofsted. The provision must also be either: a. Funded directly by the ESFA or by ESFA via Local Authority b. Funded or co-financed by the European Social Fund c. Otherwise publicly funded and lead to a qualification (up to and including Level 3) accredited by Ofqual or on the ESFA list of qualifications approved for funding 14-19 d. The details contained within this document set out the bursary offer for each institution. However, there are also other support schemes available which may be relevant to individual learners depending on their personal circumstances. FURTHER EDUCATION COLLEGES

East Riding College

Eligibility Criteria

 Discretionary 16-19 Bursary funding is available to learners who are under 19 as at the 31st August 2020 and live in a household with an annual net income of less than £25,000 a year. Evidence will be required.  College Transport funding is available to learners who are under 19 as at the 31st August 2020, who live in a household with an annual net income of more than £25,000 a year and who live more than two miles from the campus delivering their course.  Those learners who are entitled to Assisted Transport but have a contribution to make may also be eligible for help towards that cost.  Vulnerable/Guaranteed Bursary – the young person must be directly in receipt of Income Support, a Care Leaver or in Care, or the young person must be in receipt of Employment Support Allowance / Universal Credit (ESA/UC) AND Disability Living Allowance/Personal Independence Plan (DLA/PIP). Evidence will be required.  Learners aged 19 or over as at 31st August 2020 may also be eligible for financial assistance, including towards childcare costs.

 Students will be expected to maintain an acceptable level of behaviour and attendance in order to receive the bursary. The attendance rate is 90% including Maths and English where required.

Support may include

 Free travel for those living more than 2 miles from their place of study (the nearest campus delivering their course).  Support towards the cost of essential college related equipment, materials, stationery and uniform for their courses.  Provision of IT equipment (laptops) if the learner has no suitable equipment for online studying and home studying is necessary. This is subject to conditions and income and eligibility criteria.  Free Meals in Further Education for those meeting the Government eligibility criteria.  Those in the ‘vulnerable’ category maybe eligible to a bursary of up to £1,200 for the year, for course related costs, not covered by other support services, plus free travel for those living more than two miles from their place of study (the nearest campus delivering their course). The bursary will be paid in weekly instalments of up to £35. Where courses are of less than 30 weeks duration, bursaries will be adjusted pro-rata.  Learners aged 19 or over as at 31st August 2020 may also be eligible for financial assistance, including towards childcare costs and laptops.

Hull College

Eligibility Criteria

 Discretionary 16-19 Bursary funding is available to learners who are eligible for free school meals, have a household income below £25,000, or are in receipt of a means tested benefit.  The amount of £25,000 includes all benefits the household receives, excluding Disability Living Allowance and Child Benefit.  Evidence in the form of P60, Universal Credit, JSA, ESA, Income Support and Working tax Credit and all other benefits including housing and council tax must be provided.  Means tested benefit e.g. those in receipt of Income Support or those who are in care.  Students will be expected to maintain an acceptable level of behaviour and maintain a 95% attendance each week/ fortnight in order to receive the bursary.

Support Available

 2 different bandings for the ‘cost’ of the course being studied are used to determine support available (Hairdressing/ Performing Arts/ Art and Design/ Sport/ Catering/ Travel and Tourism is high cost, and all other courses are standard)  Students on high cost courses receive payments of £40 per fortnight, standard cost courses receive £30 per fortnight  Vulnerable learners receive £35 per week, including discounted travel tickets.  Free meals are available for students who parent/ guardians are in receipt of one of the following benefits income based JSA, Income Support, income related ESA, Child Tax Credit (provided they are not entitled to Working Tax Credit) and have an annual gross income of no more than £16,190, the guarantee element of State Pension Credit, support under part VI of the Immigration and Asylum Act 1999 and universal credit.  Qualifying students who live more than 2 miles from college where they study will qualify for subsidized travel or we can deduct the bust tickets from the student’s bursary allocation.

 Weekly bus tickets with unlimited journeys can be purchased as follows or through the Bus company App and refunded: o Stagecoach Mega-rider £5 o YMS Hull plus weekly (Anlaby, , Cottingham, Willerby, Bilton) o EYMS Network Wide Weekly (East ) - £15 o Qualifying students who travel by rail and who use Northern rail Trains will be issued with a rail card which will allow them a discounted ticket of up to 50%.

Bishop Burton College

Eligibility Criteria

Discretionary bursary  Students with an annual taxable household income for 2019/2020 below £23,000  Students not eligible for The Vulnerable Bursary

Residential Bursary  Students that have an annual residual household income for 2019/2020 of below £33,000.  Students that live more than 20 miles away from the College and cannot reasonably travel.  Students to be enrolled in a specialist subject area (this is mostly, but not exclusively a land-based provision).

Vulnerable Bursary The bursary is paid a week in arrears directly into the student’s bank account. Each payment will be subject to the student achieving 100% present attendance with the exception of authorised absences which do not occur for a full week.

Discretionary Bursary Payments will be made directly into student’s bank accounts, subject to 90% present attendance and completion of academic expectations.

Residential Bursary All students awarded a Residential Bursary or General Hardship fund are required to keep an attendance of 90% or over.

The College @ Sirius Academy West

Eligibility Criteria

1. Students must be aged 16 or over and under 19 on the 31st August 2020 2. Meet the ESFA’s residency criteria. 3. Eligibility will be dependent on financial assessment and individual’s needs. 4. Have a household income of less than £30,000 5. For help towards transport costs, students must live more than 3 miles from the Academy. 6. A Vulnerable Bursary of £1,200 per academic year is available for students who meet the following criteria:  In receipt of Income Support/Universal Credit or  Are a in care or are a care leaver or  Are a disabled student in receipt of both Employment Support Allowance or Universal Credit and Disability Living Allowance/Personal Independence Payment

Support Available

 A weekly bursary is available and the amount is dependent on personal circumstances and individual needs,  Support is available for meals (capped at £3 per day), transport costs (see above), books and course related costs.  Payments are made weekly in arrears and are subject to 100% attendance and behavior which meets the Academy’s required standard.  Deductions are made for each day the student is absent from the academy.

St. Mary’s College

Eligibility Criteria

St. Mary’s College have two different types of 16-19 Bursary funding available to students:  Vulnerable Bursary – available to students who are in care, a care leaver, receiving Income Support or Universal Credit in their own name or disabled and in receipt of both Employment Support Allowance and Disability Living Allowance.  Discretionary Bursary – eligible for students whose household income is below £20,810 per year or are in receipt of Free School Meals. o Payment is made on a monthly basis from October – June of the academic year. Payments in accordance with satisfactory attendance, behaviour and academic progress. o Evidence in the form of a P60, DWP letter or a Tax credit award notice must be provided to support applications. Application forms and further information is available from the sixth form office.

Support Available

 The Vulnerable Bursary provides up to £1,200 per year. This will be divided into monthly payments across the academic year.  The Discretionary Bursary provides a monthly payment to the student. Amount paid to be confirmed.

6TH FORM COLLEGES

Wilberforce College

Eligibility Criteria

Vulnerable Bursary (A total of £1,200 over 34 weeks - £35.50 per week) Available if you are in care OR leaving care OR in receipt of income support or Universal Credit because you are financially supporting yourself or financially supporting yourself and someone who is dependent on you and living with you such as a child or partner OR you are disabled (in receipt of Employment Support Allowance and Disability Living Allowance).

Discretionary Bursary Depending on your circumstances, help will be given for travel (pass or weekly payment), meals (if not eligible for free meals), trips, some course costs, University applications and help with work placements. In most cases, regular monetary payments will not be made.

Free Meals This is in addition to the bursaries listed above. Students under 19 being in receipt of, or parents who are in receipt of, one of the following: Income Support, Child Tax Credit (provided they are not entitled to Working Tax Credit) and have an annual gross income of no more than £16,190, Income-based Jobseekers Allowance, Income-related Employment and Support Allowance (ESA), Support under part VI of the Immigration and Asylum Act 1999, Guaranteed element of State Pension Credit, Universal Credit, Universal Credit with net earnings not exceeding the equivalent of £7,400.

Support Available

Vulnerable Bursary Vulnerable Group Bursary students will receive a first payment during the week commencing 14th September 2020. Payments will be paid weekly on a Thursday, excluding holidays. You will receive a weekly email. If you are still attending college after 34 weeks (June 2021), a reduced payment of £20 will be made each week.

Students travelling on buses that require payment will receive a first payment during the week commencing 14th September 2020. Payments will be paid weekly on a Thursday, excluding holidays. You will receive a weekly email.

Discretionary Bursary Meals will be allocated using a swipe card that can be used once a day. College riders will be issued weekly. Vulnerable Group Bursary payments will be paid weekly into student bank accounts. Students travelling on buses that require payment will receive a payment every week into their bank account. Bank accounts must be in the name of the student.

Wyke College

Eligibility Criteria

 Students in receipt of Income Support or Universal Credit plus additional documentation confirming independent status e.g. tenancy agreement etc.; Care Leaver or currently Looked After in Care (local authority letter required) or Disabled student in receipt of both Employment & Support Allowance or Universal Credit and DLA/PIP (award letter showing in receipt of both) fall under Vulnerable Bursary group.

 Discretionary 16-19 Bursary funding is available for students who live in a household with an annual gross income of less than £30,000 a year. Evidence of income including tax credits/universal credits must be provided, a full list of these can be found on the College policy documentation and application form. Please note for the purpose of eligibility for College Awards, Attendance Allowance, Carers Allowance, Child Benefit and Disability Living Allowance are disregarded.

 Free meals awards – available for students in receipt of, or having parents in receipt of specific benefits (listed on College policy documentation and application form). Current evidence of receipt of the benefit is required.

 Students will be expected to maintain an acceptable level of attendance in order to receive the bursary.

Support Available

 Students who fall under the Vulnerable Bursary criteria can request either a College travel pass, meal allowance or both. Additional support is available and will be assessed on an individual basis.  Students eligible for Discretionary 16-19 Bursary funding will receive either a College travel pass for transport into college or a daily meals allowance during term time. Assistance with other college essential items such as books, equipment, educational visits (part of subject curriculum) re-sit fees may be possible but will depend on funds available.  Students who qualify for the Government free meals in further education criteria are guaranteed a daily meals allowance of a minimum of £3 (depending on the funding available) during term time.  College Hardship Fund is available for those students who do not fall under the categories above.

Avant Partnership

Eligibility Criteria

 Young people must be undertaking a 16-18 Traineeship with Avant Skills Academy.  Young People may be eligible to receive Learner Support but that is not an entitlement to receive it and an assessment will be carried out to identify the need and the support required.

Support available

 Vulnerable Bursary is available if the young person is in care, a care leaver, in receipt of Income Support/Universal Credit in their own right or in receipt of both Employment Support Allowance and Disability Living Allowance/Personal Independence Payments in their own right.  Free Meals are available where a learner or their parent/guardian/career(s) are in receipt of one or more benefits (income support/Universal credit, income-based Jobseekers Allowance, income related Employment and Support Allowance (ESA), support under part VI of the Immigration and Asylum Act 1999, the guarantee element of State Pension Credit, Child Tax Credit (provided that they are not entitled to Working Tax Credit) and have an annual gross income of no more that £16,190, as assessed by HMRC, Working Tax Credit run-on – paid for 4 weeks after stop qualifying for Working Tax Credit) or Universal Credit with net earnings not exceeding the equivalent of £7,400pa (after tax and not including any benefits you get).  Discretionary Bursary is dependent on an identified barrier to participation. Where the learner has a barrier, the household income will be taken into account (annual household income of less than £30,000), which will include any benefits claimed and is subject to a successful application.

How to claim and payments

 All young people must complete an application, regardless of whether this is for Vulnerable Bursary, Free Meals or Discretionary Bursary, which will include submission of evidence of benefits/household income.  Payment of Vulnerable Bursary, Free Meals or Discretionary Bursary will be in the form of vouchers (where applicable).

 Payment of Vulnerable Bursary, Free Meals or Discretionary Bursary will paid weekly in arrears following submission of evidence such as travel receipt or food receipt, based on the previous weeks attendance and will be subject to learners attending timetabled training sessions and meeting acceptable standards of behaviour.  Travel will usually be reimbursed at a rate of £14.90 as the cost of a multi-rider and up to £3 per day for food.  Unauthorised absences will not be paid.  Free Meals payments will be only be paid to learners who have attended the whole day.

Eligibility Criteria

Discretionary 16-18 This bursary funding is available to learners who are eligible to claim Travel Costs and Free School Meals, and also live in a household with an annual gross income of less that £25,000 a year. Evidence in the form of a P60, Universal Credit letter, or a Tax Credit award notice must be provided.

Vulnerable Category Young people must be directly in receipt of Income Support, a Care Leaver on in Care. Or young people must be in receipt of Employment Support Allowance (ESA) AND Disability Living Allowance (DLA). Evidence will be required. Other types of evidence that can be sent in alongside what has already been named are Parent weekly earnings for U18’s and a Personal Independence Payment sheet (PIP).

Discretionary Learner Support This fund applies to learners who are 19+ and are still looking for funding as they struggle due to reasons of Hardship, Childcare or Residential.

Support Available

Students will be expected to maintain an acceptable level of behaviour and attendance in order to receive the bursary. Those eligible for Discretionary 16-18 Bursary funding will receive their amounts based on Travel Costs and eligibility for free school meals. Those in the ‘Vulnerable’ category are entitled to £8 per day (£40 per week). Discretionary Learner Support will be a set weekly amount per week depending on Travel Cost. All of these funds allow the learner to claim for equipment such as clothing or stationery, in order to assist with interviews or in the workplace.

Hull Training and Adult Education

Eligibility Criteria You may be eligible for a bursary, to enable you to attend training with us if you are aged 16 or over and under 19 on 31 August 2021 and meet the ESFA’s residency criteria. There are two different types of bursary available:

Vulnerable Bursary To qualify you must fall into one of the categories below:  In receipt of Income Support or Universal Credit;  A Care Leaver or currently looked after in care or unaccompanied asylum seeker; or  Disabled and in receipt of both Employment Support Allowance/Universal Credit equivalent and Disability Living Allowance/Personal Independence Payments

Discretionary Bursary When you aren’t eligible for a Vulnerable Bursary, the Discretionary Bursary is intended to help overcome barriers and enable you to attend training with us. The financial assistance you may receive is dependent on your personal circumstances and household income.

Support Available If you are eligible for a Vulnerable Bursary or a Discretionary Bursary, there are various ways in which you could receive support to enable you to attending training with us:  Travel – A weekly bus pass to enable you to travel to the training centre or your work placement.  Allowance – A daily allowance payable based on attendance and punctuality.  Books/Equipment - If you need specific books or equipment to complete your course, we may be able to contribute to the cost.  Educational Trips - If you have the opportunity to attend a course related trip, we may be able to contribute towards the cost upon request.  Meals – Access to breakfast clubs, lunches and food parcels if you were eligible for free school meals.  Childcare – If you are a parent and need childcare for the days you are in the centre, we may be able to support with the costs.

You can apply for a free NUS Card when you have been with us for 6 weeks.

Humber Learning Consortium (HLC)

Eligibility Criteria

Discretionary 16-18 This bursary funding is available to learners who are eligible to claim Travel Costs and Free School Meals, and also live in a household with an annual gross income of less that £25,000 a year. Evidence in the form of a P60, Universal Credit letter, or a Tax Credit award notice must be provided.

Vulnerable Category Young people must be directly in receipt of Income Support, a Care Leaver on in Care. Or young people must be in receipt of Employment Support Allowance (ESA) AND Disability Living Allowance (DLA). Evidence will be required. Other types of evidence that can be sent in alongside what has already been named are Parent weekly earnings for U18’s and a Personal Independence Payment sheet (PIP).

Discretionary Learner Support This fund applies to learners who are 19+ and are still looking for funding as they struggle due to reasons of Hardship, Childcare or Residential.

Those eligible for Discretionary 16-18 Bursary funding will receive their amounts based on Travel Costs and eligibility for free school meals. Discretionary Learner Support will be a set weekly amount per week depending on Travel Cost. All of these funds allow the learner to claim for equipment such as clothing or stationery, in order to assist with interviews or in the workplace.

HYA Training

Eligibility Criteria

To be eligible for a bursary you must:  be aged 16 or over but under 19 at 31 August 2020 and  meet the residency criteria in ESFA funding regulations for post-16 provision.

The following students may also be eligible for a bursary:  aged 19 or over at 31 August 2020 and have an Education, Health and Care Plan (EHCP)  aged 19 or over at 31 August 2020 and continuing on a study programme they began aged 16 to 18 (‘19+ continuers’).

There are two different types of 16 to 19 bursaries. 1. A bursary for young people in one of the following defined vulnerable groups:  a young person in care  a care leaver  a young person in receipt of Income Support, or Universal Credit because they are financially supporting themselves or financially supporting themselves and someone who is dependent on them and living with them such as a child or partner  a young person receiving Disability Living Allowance or Personal Independence Payments in their own right as well as Employment and Support Allowance or Universal Credit in their own right.

2. A discretionary bursary if you need financial help but do not qualify for a bursary under one of the above defined vulnerable groups. A discretionary bursary may be awarded to help you with the cost of transport, meals, books or equipment needed to complete your course. Eligibility for a discretionary bursary is dependent on your household income.

In addition to a bursary, some students may also be eligible for a free meal in further education (FMFE) on each (timetabled) day that they attend their training programme.

Support Available

If you are awarded a bursary because you are within one of the defined vulnerable groups, you could be awarded up to £1,200 for the year if you are on a programme that lasts for 30 weeks or more in the same academic year.

If you do not require the full £1,200 for the year, either because your financial needs are already being met or because your relevant costs are low, you may be awarded less than the maximum amount, or have your application refused. If you are on a programme lasting for less than 30 weeks you will be allocated a bursary on a pro-rata basis.

If you are awarded a discretionary bursary, this is allocated based on your actual costs e.g. the price of a bus ticket from your home to where you are studying or on work placement. As the discretionary bursary is targeted at those students who most need financial help, your total household income will be to help establish the amount of support awarded:

 Band 1 – if your annual household income is £25,000 or less you will be awarded 100% of your actual costs  Band 2 – if your annual household income is between £25,000 and £27,500 you will be awarded 75% of your actual costs  Band 3 – if your annual household income is between £27,500 and £30,000 you will be awarded 50% of your actual costs

If your household income is more that £30,000 per year you will not be eligible for a discretionary bursary.

The Government has set the value of FMFE at £2.41 per day. If you are awarded FMFE, HYA Training may top-up this amount up from the bursary fund.

Motorvation

Eligibility Criteria  Discretionary 16-19 Bursary funding is available to learners who are eligible for free school meals, have a household income below £25,000, or are in receipt of a means tested benefit.  The amount of £25,000 includes all benefits the household receives, excluding Disability Living Allowance and Child Benefit.  Evidence in the form of P60, Universal Credit, JSA, ESA, Income Support and Working tax Credit and all other benefits including housing and council tax must be provided.  Means tested benefit e.g. those in receipt of Income Support or those who are in care.  Students will be expected to maintain an acceptable level of behaviour and maintain a 95% attendance each week/ fortnight in order to receive the bursary.

Support Available  2 different bandings for the ‘cost’ of the course being studied are used to determine support available (Hairdressing/ Performing Arts/ Art and Design/ Sport/ Catering/ Travel and Tourism is high cost, and all other courses are standard)  Students on high cost courses receive payments of £40 per fortnight, standard cost courses receive £30 per fortnight  Vulnerable learners receive £35 per week, including discounted travel tickets.  Free meals are available for students who parent/ guardians are in receipt of one of the following benefits income based JSA, Income Support, income related ESA, Child Tax Credit (provided they are not entitled to Working Tax Credit) and have an annual gross income of no more than £16,190, the guarantee element of State Pension Credit, support under part VI of the Immigration and Asylum Act 1999 and universal credit.  Qualifying students who live more than 2 miles from college where they study will qualify for subsidized travel or we can deduct the bust tickets from the student’s bursary allocation.  Weekly bus tickets with unlimited journeys can be purchased as follows or through the Bus company App and refunded: o Stagecoach Mega-rider £5 o YMS Hull plus weekly (Anlaby, Hessle, Cottingham, Willerby, Bilton) o EYMS Network Wide Weekly (East Yorkshire) - £15 o Qualifying students who travel by rail and who use Northern rail Trains will be issued with a rail card which will allow them a discounted ticket of up to 50%.

Discretionary Bursary When you aren’t eligible for a Vulnerable Bursary, the Discretionary Bursary is intended to help overcome barriers and enable you to attend training with us. The financial assistance you may receive is dependent on your personal circumstances and household income.

Support Available If you are eligible for a Vulnerable Bursary or a Discretionary Bursary, there are various ways in which you could receive support to enable you to attending training with us:  Travel – A weekly bus pass to enable you to travel to the training centre or your work placement.  Allowance – A daily allowance payable based on attendance and punctuality.  Books/Equipment - If you need specific books or equipment to complete your course, we may be able to contribute to the cost.  Educational Trips - If you have the opportunity to attend a course related trip, we may be able to contribute towards the cost upon request.

Eligibility Criteria  Young people must be undertaking a 16-18 Traineeship with Avant Skills Academy.  Young People may be eligible to receive Learner Support but that is not an entitlement to receive it and an assessment will be carried out to identify the need and the support required.

Support available  Vulnerable Bursary is available if the young person is in care, a care leaver, in receipt of Income Support/Universal Credit in their own right or in receipt of both Employment Support Allowance and Disability Living Allowance/Personal Independence Payments in their own right.  Free Meals are available where a learner or their parent/guardian/career(s) are in receipt of one or more benefits (income support/Universal credit, income-based Jobseekers Allowance, income related Employment and Support Allowance (ESA), support under part VI of the Immigration and Asylum Act 1999, the guarantee element of State Pension Credit, Child Tax Credit (provided that they are not entitled to Working Tax Credit) and have an annual gross income of no more that £16,190, as assessed by HMRC, Working Tax Credit run-on – paid for 4 weeks after stop

How to claim and payments

 All young people must complete an application, regardless of whether this is for Vulnerable Bursary, Free Meals or Discretionary Bursary, which will include submission of evidence of benefits/household income.  Payment of Vulnerable Bursary, Free Meals or Discretionary Bursary will be in the form of vouchers (where applicable).  Payment of Vulnerable Bursary, Free Meals or Discretionary Bursary will paid weekly in arrears following submission of evidence such as travel receipt or food receipt, based on the previous weeks attendance and will be subject to learners attending timetabled training sessions and meeting acceptable standards of behaviour.  Travel will usually be reimbursed at a rate of £14.90 as the cost of a multi-rider and up to £3 per day for food.  Unauthorised absences will not be paid.  Free Meals payments will be only be paid to learners who have attended the whole day.

Eligibility Criteria

YH will aim to support any learner that faces a financial barrier to learning. Upon completion of an eligibility checklist the learner will be assigned to one of the following categories:

Vulnerable Bursary – the learner must be claiming/must be: Income support or Universal credit in their own right, Care Leaver or currently in care, disabled learner in receipt of ESA, or universal credit AND disability living allowance or personal independence payments.

Discretionary Bursary – The learner’s TOTAL Household income must NOT exceed £16,009.50 per annum.

Manager’s Discretion – If you do not fit into either of the two above categories, but cannot attend the course without some financial support.

Once a category is decided the learner must complete an income and expenditure assessment with their trainer to calculate their need.

Vulnerable Bursary – Up to a maximum of £1200 per annum (£40per week), based on financial need assessment.

Eligibility Criteria  The Boulevard Centre has two different types of 16-19 Bursary funding available to students: o Vulnerable Bursary - available to students who are in care, receiving income support o in their own name or living independently etc. o Discretionary Bursary – available to students who are in receipt of Free School Meals or living in a household with a gross annual income of less than £20.500 per year.  Evidence in the form of a P60, DWP Letter or a Tax Credit award notice must be provided to support applications.  Payment is made on a half termly basis (five payments) subject to satisfactory attendance and behaviour.

Support Available  Vulnerable Students will receive up to £1,200 per year. Transport costs of £300 are taken from this amount if the student uses the unit transport.  Discretionary students will receive up to £550 per year. UNIVERSITY TECHNICAL COLLEGES

Ron Dearing University Technical College

Eligibility Criteria

Bursaries can only be paid to students that meet the Department for Education’s residency qualification. There are three types of bursary awards available:

1. Vulnerable Student Bursary A fixed award to students who fall within the following criteria:  Young people in care  Young people who have left care (care leaver)  Student’s receiving Income Support, or Universal Credit because they are financially supporting themselves or financially supporting themselves and someone who is dependent on them and living with them such as a child or partner  Student’s receiving Disability Living Allowance or Personal Independence Payments in their own right as well as Employment and Support Allowance or Universal Credit in their own right

For students qualifying for a Vulnerable Student Bursary, RDUTC will receive a fixed award of £1,200 (which will be pro-rated for any students starting later in the course), payable over the duration of the course. RDUTC will agree with the student how the award can be used to support them.

2. Discretionary Awards These awards are more flexible and can be awarded to any student deemed eligible by the school. Some awards require the student to be eligible for free school meals (FSM). All Post 16 students who believe they are eligible for FSM need to apply at the start of each academic year, so at the start of both year 12 and year 13. All applications should be made to , including those that have applied to other authorities in the past, (http://www.hull.gov.uk/education-and- schools/schools/free-school-meals). All applicants must provide information on the household income, so that an assessment of need can be undertaken.

3. Partners Bursary – Driving Lessons RDUTC’s Sponsors and Partners are committed to supporting the students in being ready for employment. Year 13 students with 95% or higher attendance in lessons during Year 12 and in Year 13 and who have passed the Driving Theory Test may apply for a Bursary to support up to 20 hours driving lessons. Further details of this scheme will be provided to Year 13 students.

Support Available

Travel The principal assistance provided to students is to cover excessive transport costs to and from RDUTC. We will only support the cheapest form of return travel to RDUTC by public transport.

We expect all students or their parents/carers to contribute towards the cost of travel. This is currently £13.50 per week (the cost of a Mega Rider Plus in Hull). Travel costs by rail or bus in excess of this can be claimed from the Bursary Fund. Payments will be made at the start of each half term, the first being in early October.

Students will be asked to provide evidence of the expenditure, such as a used ticket, at the start of each half term so that the ongoing need for support can be verified. Failure to provide this evidence will delay payment of the bursary. Should attendance in the academic year fall below 95%, RDUTC may reduce the amount paid to reflect attendance.

Other Support Students in households where the total income is below £35,000, including students on Free School Meals, may also apply for additional support in the following areas:

 Books materials and equipment needed to complete the chosen course  Emergency accommodation and meals  Course trips  Interviews and Open days at Universities (travel costs to and from the university)

Awards are payable to the student, and will be settled to their bank account on receipt of evidence of the expenditure incurred.

If students experience exceptional hardship they are encouraged to discuss the circumstance with the Head of Year, so that we can discuss what support might be available.

Prioritisation At RDUTC priority for discretionary awards is given to support students with transport costs. Once bursaries for transport costs have been allocated, consideration will be given to other applications, providing this is affordable within the financial plan.
