Brief Analysis n the months leading up to the November 23 end of Lebanese president Emile Lahoud's term in office, political I factions have been vying to choose the country's next chief executive. These elections pit candidates affiliated with the pro-West March 14 majority bloc against the Syrian-Iranian allied opposition led by Hizbballah. For both Washington and the March 14 majority, the outcome of the elections is critical. At stake is the future of UN Security Council Resolution 1559, the disarmament of Lebanese militias, and Resolution 1757, the international tribunal investigating the assassination of former Lebanese premiere Rafiq Hariri. In a larger sense, the election of a compromise candidate could effectively end the momentum of the Cedar Revolution and bring Syria back to Lebanon. To discuss the Lebanese elections, The Washington Institute invited Ambassador Jeffrey Feltman, Tony Badran, and David Schenker to address a special policy forum on November 27, 2007. Due to a technical failure, David Schenker's remarks are not included here. Jeffrey Feltman has been the U.S. ambassador to Lebanon since July 2004. Prior to his appointment in Beirut, he served as the Coalition Provisional Authority office in Irbil, Iraq, and as acting principal officer at the U.S. Consulate in Jerusalem. He joined the Foreign Service in 1986, and has also served in Tel Aviv, Tunisia, and Haiti.

Residents enjoy some civil liberties and media pluralism, but grapple with the government’s inability to address pervasive corruption and inconsistent support for the rule of law. Lebanon has also struggled to support the refugees who make up over a quarter of its population, with refugees from Syria facing especially difficult circumstances as they face unemployment, restrictions on movement, and the risk of refoulement. Key Developments in 2019 Prime Minister Saad Hariri resigned at the end of October, in the wake of massive antigovernment protests that erupted earlier that month when the government proposed an increase in the value-added tax (VAT) and implemented a new fee for mobile messaging services.     MENU Policy Analysis / PolicyWatch 216 Parliamentary Elections in Lebanon: An Early Assessment Sep 6, 1996 Brief Analysis EIRUT—While headline news was being made in Iraq and the Erez checkpoint, a less-noticed political drama B has been unfolding in another corner of the Middle East, Lebanon. Here, Lebanese are in the midst of a five- week election five electoral districts each voting on subsequent Sundays that could have an important impact on future politics in this small but much fought-over country. According to the Lebanese Constitution, parliamentary elections should be held every four years. The current elections are designed to fill a legislative assembly of 128 seats, as mandated by the constitutional amendment introduced by the 1989 Ta'if agreement ending the Lebanon civil war. In the last elections, in 1992, 87 percent of the electorate (mostly Christians) boycotted the vote to protest overt Syrian manipulation of the process. (Thanks to the boycott, one candidate was elected to parliament having received a meager forty votes in her district.) Power was divided proportionally amongst confessional groups, granting each sect power according to their demographic proportion. This division of power was aimed at promoting national unity, but changes in the Lebanese demography made the division undemocratic, and the constitution no longer accurately represented Lebanese society. The 1926 constitution, supplemented by the National Pact in 1943, which had upheld this division of power, baulked under the pressure of a 15-year civil war, to the surprise of many scholars who had praised the Lebanese system.

Jean‑Louis Halpérin1 Published online: 7 August 2019 © Springer Nature B.V. 2019 Abstract Many Asian and African constitutional and statutory texts use the phrase personal laws in order to determine the rules applicable to family matters such a marriage, divorce, maintenance and in some countries inheritance. However, this term is extremely vague and often without a clear defnition in the legal texts. This paper tries to show the high degree of un-determination of the statutory references to per- sonal laws. This chaotic situation can be explained by historical and political factors. Nevertheless, the paper proposes to stipulate a conventional defnition of personal laws in order to facilitate the comparison between the Asian and African countries with a plurality of personal laws. Based on common features of these legal systems knowing a plurality of personal laws, such a defnition can be useful for practical as well as for theoretical purposes. To begin with, it is a legal concept, but also an abstrac- tion used, at the same time, by ofcial statements in constitutions or statutory laws and by opinions of legal writers. It is both a concept of the law and a concept of the science of law. As used in constitutional and statutory laws, the concept of the law is not defned and its various confgurations seem to be resistant to any unifed defni- tion as a concept of the science of law.

It investigates how the daily practices of urban warfare and the urban built fabric impacted on each other, and specifically how the violent targeting of the built fabric relates to contested discourses of power and identity enacted by the urban militias. The study is the result of residential fieldwork in Beirut, where I held in-depth interviews with former militia combatants, media representatives, academics and practitioners in urban studies and architecture, as well as conducting archival search into bibliographical, visual and microfilm sources in Arabic, English and French. Official geopolitical discourses in international diplomacy about the civil war between 1975 and 1976 focused on nation-state territoriality, and overlooked a number of complex specifications of a predominantly urban conflict. This led occasionally to an oversimplification of the war and of Beirut as chaos.
