Dodds Michael Reardon Daniel O'Toole The evolution of the small towns that originated in Oregon's settlement communities remains undocumented in the literature of the state's history for the most part. Those .::: accounts that do exist are often amateurish, and fail to establish the social and economic links between Oregon's frontier towns to the agricultural communities in which they appeared. The purpose of the thesis is to investigate an early settlement community and the small town that grew up in its midst in order to better understand the ideological relationship between farmers and townsmen that helped shape Oregon's small towns. -

November 3, 2020 The Honorable Kate Brown Governor of Oregon The State Capitol 900 Court Street, NE Salem, Oregon 97301 Dear Governor Brown, We understand that you're hearing from the alcohol industry regarding your proposed beer and wine tax legislation for the 2021 session. We are writing to make clear that our organizations wholly support prioritizing the health and wellness of our communities by raising the price of alcohol and using that revenue to make significant investments in addiction prevention, treatment and recovery services. In the last twenty years Oregon's alcohol mortality rate has increased 34%, leading to five deaths per day resulting from alcohol, while Oregon's beer and wine industries have enjoyed some of the lowest taxes in the nation. The economic cost of this crisis is staggering. The Alcohol and Drug Policy Commission's Statewide Strategic Plan calculated that Oregon is spending an estimated $6.7 billion per year on issues related to substance misuse, the majority of which is a result of harmful alcohol use. State spending on substance use has quadrupled since 2005 and consumed nearly 17% of the state budget in 2017, however less than 1% of those funds are used to prevent, treat and support the recovery of people with substance use disorder. For far too long, Oregon has ranked as one of the worst states in the nation in addressing the disease of addiction, and the absence of adequate funding and attention to this crisis has put an undue financial burden on our healthcare, public safety and criminal justice workforces. -

Dear Governor Brown and Director Allen: I am writing on behalf of the Institute for Justice (IJ)—a national public-interest, civil liberties law firm—to respectfully request that you waive Oregon’s certificate of need (CON) requirement for adding and redistributing long-term care beds.1 As the COVID-19 pandemic has shown, Oregonians need access to more care, not less. The requested action is commonsense and compassionate, but also the bold leadership that Oregon residents admire and deserve during this unprecedented emergency. For nearly three decades, IJ has worked to reduce and remove burdensome, unnecessary, and in this case, dangerous, licensing requirements, including in the healthcare field.2 IJ also drafts legislation and advises legislatures throughout the country on licensing and other regulatory matters. IJ’s mission is to support and protect the right of all Americans to provide for themselves and care for their health free from unreasonable interference. In recent years, IJ has become particularly concerned about the burdens that state CON laws impose on access to healthcare.3 Not only do these laws fail to protect public health and safety, they restrict the number of available healthcare providers, drive up consumer costs, and decrease quality of services.4 Indeed, the evidence is near universal that CON laws fail to further any legitimate government purpose.5 Instead, they serve as barriers to entry.6 The problems with CON laws amount to more than bad policy. -

THE SIGNERS OF THE OREGON MEMORIAL OF 1838 The present year, 1933, is one of unrest and anxiety. But a period of economic crisis is not a new experience in the history of our nation. The year 1837 marked the beginning of a real panic which, with its after-effects lasted well into 1844. This panic of 1837 created a restless population. Small wonder, then, that an appeal for an American Oregon from a handful of American settlers in a little log mission-house, on the banks of the distant Willamette River, should have cast its spell over the depression-striken residents of the Middle Western and Eastern sections of the United States. The Memorial itself, the events which led to its inception, and the detailed story o~ how it was carried across a vast contin ent by the pioneer Methodist missioinary, Jason Lee, have already been published by the present writer.* An article entitled The Oregon Memorial of 1838" in the Oregon Historical Quarterly for March, 1933, also by the writer, constitutes the first docu mented study of the Memorial. Present-day citizens of the "New Oregon" will continue to have an abiding interest in the life stories of the rugged men who signed this historiq first settlers' petition in the gray dawn of Old Oregon's history. The following article represents the first attempt to present formal biographical sketches of the thirty-six signers of this pioneer document. The signers of the Oregon Memorial of 1838 belonged to three distinct groups who resided in the Upper Willamette Valley and whose American headquarters were the Methodist Mission house. -

We appreciate the opportunity to provide the State ofOregon's perspectives on the anticipated rulemaking process. The Waters of the United States (WOTUS) rule is vitally imp01iant to the nation's ecological and economic wellbeing. The State of Oregon supported the 2015 WOTUS rule because it was based on sound science and took into account the practical and ecological realities ofhydrology, seasonality and interconnected waters. Any rule that replaces the 2015 rule must accomplish the same in order to achieve the objective of protecting the chemical, physical and biological integrity of Oregon's and our nation's waters. The Executive Order (EO) directs the federal agencies to consider interpreting the term "navigable waters" in a manner consistent with Justice Scalia's opinion in Rapanos v. United States, 547 U.S. 715 (2006). The EO does not require the federal agencies to propose a new rule that implements Scalia's opinion. -

The story differs from area to area because of differences not only in the cultural heritage of the settlers and in the physical environment but also in the scientific and technological knowledge available dur- ing the period of occupation. The history of the settlement and de- velopment of each of these areas is an essential component of the history of the American Nation and a contribution toward an under- standing of that Nation as it is today. The publication of the documents contained in this volume serves at least two purposes: it facilitates their use by scholars, who will weave the data contained in them into their fabrics of exposition and interpretation, and it makes available to the general reader a fas- cinating panorama of the early stages in the development of an Amer- ican community. For those with special interest in the State of Washington, whether historians or laymen, the value of this work is obvious; but no one concerned with the social, economic, or diplomatic history of the United States in the second half of the nineteenth century can afford to ignore it. -

ORGANIZERS OF THE FIRST GOVERNMENT IN OREGON [George H. Himes, Assistant Secretary and Curator of the Oregon Historical Society, has for many years worked earnestly on the task of preparing the statistics of those who participated in the famous meeting at Champoeg on May 2, 1843, when the Provisional Government of Oregon was organized. At that time Oregon embraced all of Washington, Idaho, parts of Montana, Wyoming and British Columbia, as well as the area that has retained the old name. The Champoeg meeting is, therefore, im portant to the history of the entire Northwest. Mr. Himes has compiled a beautiful souvernir of the seventy-second anniversary of the meeting and its fifteenth annual celebration at Old Champoeg, thirty-three miles south of Portland, on Saturday, May I, 1915. From Mr. Himes's souvernir the following is reproduced that readers of this Quarterly may possess the valuable record.-Editor.] Champoeg was the site of the first Hudson's Bay Company's ware house on the Willamette River, south of Oregon City, and the shipping point of the first wheat in that valley, beginning about 1830. The ease with which it could be reached by land or water by the settlers was the cause of its being chosen as the place of meeting on May 2, 1843. Subdivisions of the Original Lewis County
SUBDIVISIONS OF THE ORIGINAL LEWIS COUNTY The people of the provisional government of Oregon claimed all the land in Old Oregon which extended from the Pacific Coast to the Rocky Mountains and from the forty-second parallel to fifty four forty. At a meeting held at Champoeg on July 5, 1843, the people adopted a law dividing Oregon into four districts, two of which embraced all of the future State of Washington. Twality District took in all of the land west of the Willamette River and a sup posed line running north and south from that river and lying be tween fifty-four forty on the north and the Yamhill River on the south. Clackamas District embraced all the land east of that Wil lamette line to the Rocky Mountains, north of a line projected eastward from the mouth of the Anchiyoke River to the Rocky Mountains, and bounded on the north by the parallel fifty-four forty. This was the first subdivision of the land now known as the State of Washington.1 On August 12, 1845 a bill was introduced in the legislative assembly to create two new counties north of the Columbia River and give one the name of Lewis and the other the name of Clark in honor of the famous explorers. The bill passed but with a rider attached substituting the name Vancouver in place of I,ewis and Clark, and defining one district instead of two counties. Thus, Vancouver District .was created to include "all that portion of the Territory of Oregon lying north of the middle of the main channel of the Columbia River."2 At the next session of the assembly the eastern boundary was changed from the Rockies to the Columbia River.3 On December 18, 1845, Mr. -
