Interviewees provided invaluable information on the value of program interventions, offered suggestions for program improvement and shared their views on current affairs in Mozambique. Special thanks go to Kimberley Miller, Julie Kim and Hélder Paulo for their openness, critical spirit and continuous engagement in all phases of the assignment. 4 EXECUTIVE SUMMARY The first 3-year NORAD grant for the program Accountability through Active Citizenship: Improving Petroleum Governance in Ghana, Mozambique and Tanzania has ended. Therefore, this End of Project Evaluation (EPE) has been conducted. In Mozambique, the program aims to enable the active and informed participation of communities, Civil Society Organizations (CSOs) and the media in the emerging Oil and Gas (O&G) sector. The program was designed to meaningfully contribute to the development of a gender in extractives agenda. Geographically, the program focus was in two areas of the country: Northern Inhambane, where gas has been produced since 2004 and the most northern district of the country – Palma – where large gas discoveries placed Mozambique in the global spotlight raising huge expectations in this poverty-stricken, donor-dependent country. The objective of the EPE is to analyze and document (i) progress of activities; (ii) results achieved; (iii) relevant contextual changes; (iv) program management practices and (v) put forth recommendations to support the extension of the program planned for 2017-2018. Also, the EPE assesses the program using OECD criteria1 as well as answers key EPE questions identified by the country office. The EPE involved 10 days of fieldwork, carried out in February 2017. A total of 27 people were interviewed from various stakeholder groups, including CSOs, media players, government and the private sector. Access to reports and material produced by partners and collaborators, as well as Internet searches and media articles provided contextual information on the dynamic nature of the context, which affect active citizenship in extractives and program progress. Prior to the start of the program many thought about the investments and challenges expected with Final Investment Decision (FID) and associated massive infrastructure and construction investments and a distorted impression that wealth was soon coming. Instead, FID is still pending and investment activity has stalled in Palma. Politically motivated assassinations were frequent and severe repression feared during the first two years of the program. Whilst awaiting the end of the armed conflict, Mozambique also faced unaccounted state debts, unleashing a huge financial national crisis affecting ordinary Mozambicans and creating a disturbing precedent that appears to be permeating the rest of society. Whilst Mozambique's needs and capacities are still vast, CSOs today are more capable on technical issues related to O&G and citizenship rights than before and this is reflected in their work. Communities (in general) are much more vocal and daring and do not hesitate to knock on the government´s door when unrightly treated. The media goes beyond only reporting events and is now much more critical than five years ago. The government and O&G companies are coming to realize the role played by CSOs beyond service delivery functions. It is evident that the program has contributed, albeit not alone, to increasing the knowledge and awareness of the complexities of O&G among communities, CSOs and media players in Mozambique. However, it is not possible to establish direct attribution lines between program interventions and the overall situation of accountability and citizenship in extractives in the country. In its last year of operations the program supported a few strategic interventions valued by Oxfam partners in the context of citizenship in extractives. The two main topics were: resettlement and distribution of government revenues from O&G to communities. Key findings are presented in line with program outcomes: 1 http://www.oecd.org/dac/evaluation/daccriteriaforevaluatingdevelopmentassistance.htm 5 Outcome 1 (Community Capacity) Findings: The program contributed to the establishment of mechanisms enabling information sharing, and the reporting of potential human and social rights abuses. Equally, the program exposed representatives of affected communities in Palma to potential effects of negatively managed resettlement programs and of participating in the first National Resettlement Seminar hosted by the government. In Northern Inhambane, communities received training on O&G economics with the view to strengthening their understanding of issues around the distribution of O&G benefits to communities and prepare them for engagement in other Oxfam supported activities. Described as a vanguard document at the time of its adoption in 2003, the Maputo Protocol remains one of the most progressive legal instruments providing a comprehensive set of human rights for African women. It translates Africa’s commitment to invest in the development and empowerment of women and girls, who constitute the majority constituent of the population. Convened by the African Union Commission Women, Gender and Development Directorate in collaboration with and the Gender, Peace and Security Programme of the AUC Peace and Security Department and the Solidarity for African Women’s Rights the meetings held on the 17-18 November 2020 brought together African Union Experts responsible for Gender Equality and Women’s Affairs; the Pan-African Parliament; Civil Society Organizations, women’s rights organizations, women’s movements and youth organizations to evaluate the progress achieved especially at the national level, in protecting and promoting the rights of women as encapsulated in the Protocol. In deliberating on the advancement of women’s rights, the meeting noted that across the continent, a number of countries have enacted laws against sexual and gender based violence as well as harmful cultural practices while others have established dedicated national machineries to promote and protect the rights of women.

Multi- Scalar Governance Sixteen years following Mozambique’s independence in 1975 and civil war (1975-1992), the government of Mozambique began to decentralize. The Minister of State Administration pushed for greater citizen involvement at local levels of government. Expanding citizen engagement led to the question of what role traditional leaders, or chiefs who wield strong community influence, would play in local governance.1 Last year, President Filipe Nyusi announced plans to change the constitution and to give political parties more power in the provinces. The Ministry of State Administration and Public Administration are also progressively implementing a decentralization process aimed at transferring the central government’s political and financial responsibilities to municipalities (Laws 2/97, 7-10/97, and 11/97).2 An elected Municipal Council (composed of a Mayor, a Municipal Councilor, and 12 Municipal Directorates) and Municipal Assembly are the main governing bodies of Maputo.

The ILO sub-Saharan African Workshop on Occupational Safety and Health (OSH) in the Oil and Gas Industry brought together tripartite delegations from Angola, Cameroon, Cote d’Ivoire, Gabon, Kenya, Mozambique and Nigeria and observers from the IndustriALL Global Union. The purpose of the workshop was to discuss and exchange good practices of improving OSH and to promote a preventative safety and health culture in the oil and gas industry in sub-Saharan African countries. Risks and challenges for workers’ safety and health in sub-Saharan Africa 2. The oil and gas industry is an important driver of economic growth in sub-Saharan African countries. Existing physical, biological, chemical and ergonomic hazards in the oil and gas industry are compounded by unfavourable climatic factors, which leads to heat stress that in turn increases the risk of workplace injuries and diseases. Psychosocial problems may result from working in remote base camps or on offshore drilling platforms for extended periods of time. Transportation to and from these sites can be extremely hazardous, especially if operations are located in or near conflict-affected areas. Excessive working hours and irregular working time arrangements have a negative effect on workers’ health, alertness and performance. 3. Consequently, a number of occupational fatalities, injuries and diseases have been reported yearly. In the absence of effective monitoring and reporting systems, the actual number of accidents and incidents is not known, but suspected to be higher.

The methodology used is based in Brazilian soil taxonomic system of classification and comparison between soil type and sugarcane productivity with a method developed by CTC – Sugarcane Technology Center where soil classes were subdivided into different types according to its characteristics, concepts and taxonomic criteria used in classification and based on commercial productivity of its databank with more than a hundred mills. Then, Brazilian System of Soil Classification were correlated with the |International Soil Classification System WRB-FAO. For climate characteristics, Köppen classification adapted was used. It consists in main types, which are represented by the letters A, B, C, D and E. These climatic types are defined criteria for temperature and rainfall. The objective was to draw up a map of potential production of sugarcane in Mozambique, using as basic information: soil, climate and areas with environmental restrictions. It was found that the regions with high and medium potential were the provinces located in the northern and central Mozambique, even using irrigation, due to the soil potential of these regions.

    Hospital Central de Maputo, Departamento de Pediatria Maputo, Mozambique The UCLA Program in Global Health, together with Partners for Pediatric Progress, has established strong relationships with the Department of Pediatrics at the Central Hospital of Maputo and the Eduardo Mondlane University (UEM) School of Medicine, the primary teaching hospital and medical school in Mozambique. This program began in 2007 and was focused then around medical education and training initiatives; it has now grown into a collaboration that is working towards improving pediatric hospital care in Maputo while supporting the training programs that will produce the next generation of Mozambican physicians. Mozambique, a former Portuguese colony, is a beautiful country stretching along the eastern coast of southern Africa on the Indian Ocean. Although it is proudly African, Mozambique also identifies closely with its Portuguese history, and this lively combination can be experienced through art, music, and food. The capital city of Maputo is situated on the coast and a short traveling distance from incredible Mozambican beaches and islands and South Africa’s famous Kruger Park. It is a beautiful city filled with colonial era architectural gems and many newer buildings, evidence of the growing economy. While the official language is Portuguese, most Mozambicans also speak multiple tribal languages. Most physicians and hospital staff understand Spanish and many people also speak English. Proficiency in Portuguese would be ideal in this setting, but conversational Spanish is required to participate. Mozambique achieved independence from Portuguese rule in 1975, and then suffered a prolonged civil war that began shortly afterwards, ending in 1992 after a successful UN-negotiated peace agreement.

Internally we will share with relevant stakeholders, ensuring that they have an opportunity to participate in discussion of those results in meaningful ways. We will also publish the evaluation reports on our website in accessible language. As a rights-based organization, accountability, particularly to the communities we seek to serve, is of the highest importance to us. For Oxfam, accountability requires Oxfam to regularly and honestly assess the quality of its work, share and learn from its findings with primary stakeholders, and apply that learning in future work. This is a Mid-Term Assessment for Oxfam America’s Program Accountability through Active Citizenship: Improving Petroleum Governance in Ghana, Mozambique and Tanzania. The program has been operating in Ghana, Mozambique and Tanzania since July 2014. The major activities for producing this report took place in January and February 2016.
