While there needs to be some regulation to weed out spurious candidates, the health of territorial democracy depends on the greatest possible proportion of the electorate being able to stand for election. The rapporteurs believe that there remain too many restrictions on standing for local and regional elections. The increase in mobility in Europe is raising expectations and highlighting the drawbacks of maintaining practices and regulations that are overly restrictive in this respect. Governments are invited to review their legislation with a view to removing unnecessary restrictions on standing for election. Background 1. The present report was prepared pursuant to Human Rights Council resolutions 5/1 and 16/21, taking into consideration the periodicity of the universal periodic review. It is a summary of 54 stakeholders’ submissions1 to the universal periodic review, presented in a summarized manner owing to word-limit constraints. II. Information provided by stakeholders A. Scope of international obligations2 and cooperation with international human rights mechanisms and bodies3 2. MAAT, Al Karama, AI, MENA Rights and other stakeholders have stated that since the previous UPR cycle, the authorities have not taken any steps accede to the Second Optional Protocol to the International Covenant on Civil and Political Rights, the Optional Protocol to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, and the Convention on the Rights of Migrant Workers and Members of Their Families.4 3. JAI and other stakeholders urged Iraq to join the International Criminal Court and to enforce the rule of law in Iraq.5 4. Al-Miezan recommended Iraq to ratify the International Labor Convention No. 130 of 1969 concerning medical care and patient support.6 5. Jiyan called on the Government to remove reservations entered to Articles 2 (f, g) and 16 of the CEDAW mandating states to repeal discriminatory laws and practices and ensure equality in all matters related to family and marital relations; and urged the Government to accept individual complaint procedure under ratified human rights treaties7 * The present document was not edited before being sent to United Nations translation services. -

It is an international organization made up of 37 member countries, headquartered in Paris. The OECD provides a forum in which governments can work together to share experiences and seek solutions to common problems within regular policy dialogue and through 250+ specialized committees, working groups and expert forums. The OECD collaborates with governments to understand what drives economic, social and environmental change and sets international standards on a wide range of things, from corruption to environment to gender equality. MENA - OECD MENA-OCED Governance Programme The MENA-OECD Governance Programme is a strategic partnership between MENA and OECD countries to share knowledge and expertise, with a view of disseminating standards and principles of good governance that support the ongoing process of reform in the MENA region. The Programme strengthens collaboration with the most relevant multilateral initiatives currently underway in the region. In particular, the Programme supports the implementation of the G7 Deauville Partnership and assists governments in meeting the eligibility criteria to become a member of the Open Government Partnership. -

Reforming Senates This new study of senates in small powers across the North Atlantic shows that the establishment and the reform of these upper legislative houses have followed remarkably parallel trajectories. Senate reforms emerged in the wake of deep political crises within the North Atlantic world and were influenced by the comparatively weak positions of small powers. Reformers responded to crises and constantly looked beyond borders and oceans for inspiration to keep their senates relevant. Nikolaj Bijleveld, historian, is a staff member at the University of Groningen. Colin Grittner teaches Canadian history in Vancouver, British Columbia, Canada, and has held postdoctoral fellowships at the University of British Columbia and the University of New Brunswick. David E. Smith is a former president of the Canadian Political Science Association and the author of a number of books on the Canadian Parliament and Canadian federalism. Not Too Young to Run Promoting the Rights of Young People Running for Public Office and Leadership Positions
Concept Note For a side event at the United Nations Forum on Human Rights, Democracy and the Rule of Law Human Rights Council, Geneva Not Too Young to Run Promoting the rights of young people running for public office and leadership positions Organisers: Office of the Secretary-General’s Envoy and Youth (OSGEY) in partnership with the Inter- Parliamentary Union (IPU) and the United Nations Development Programme (UNDP) Brief Today’s generation of young people is the largest the world has ever known. Half of the global population is under the age of 25, and young people between the ages of 15-25 constitute one-fifth of this total. Yet, young people are starkly underrepresented in government and politics at virtually every level. One key factor contributing to low representation of young people in government and politics is an age of candidacy that is significantly higher than the legal voting age. This form of age discrimination is often met with other significant barriers, including social and cultural barriers and discrimination against young candidates. Efforts have been made around the world to promote the rights of young people running for public office and leadership positions by seeking to lower the legal age of candidacy. In 2007, a campaign entitled “How Old is Old Enough” lowered the age of candidacy requirement in England, Wales, and Scotland from 21 to 18, in line with the voting age. In Turkey, young people lobbied the government to reduce the age of candidacy for Parliament from 30 to 25 years in 2006. In Nigeria, the #NotTooYoungtoRun campaign has embarked on a mission to address age discrimination in candidacy for the legislative and executive branches, and serves as inspiration for the global campaign. -
