EXECUTIVE SUMMARY The Mid-Hudson Valley region, consisting of Dutchess, Orange and Ulster Counties, is characterized by its small towns and cities, separated by rural farmland and undeveloped land along the Hudson River Valley. The region is served by a multi-modal transit network, including bus, rail, and ferry services, and its proximity to New York City has historically allowed many residents to commute into the City for work. The region’s transit services are provided by an array of public and private operators, each with its own approach to operating and marketing transit. The Connect Mid-Hudson Transit Study aimed to identify ways to better coordinate and connect existing transit systems internally, between the three study area counties; and externally, between the three-county region and the Albany and New York City metropolitan areas. Key areas of analysis included the effectiveness of intercity coach services; opportunities for new technologies and service models such as app-based microtransit service; capital improvements to alleviate congestion or capacity constraints at park-and-rides and along transit corridors; and a review of service performance and customer satisfaction monitoring. The recommendations phase of this study was conducted in the midst of a global pandemic, which dramatically altered travel and commuting patterns in the study area and throughout the world. While the pandemic created immense hardships for the region, it also created an opportunity to fundamentally rethink all aspects of regional transit service. This document presents recommendations aimed at improving the quality and accessibility of the regional services operating in Dutchess, Orange and Ulster Counties. Key recommendations of the Connect-Mid Hudson Transit Study include the following: ◼ Creation of a Transit Ombudsman – to serve as an advocate and point of contact for the region’s commuters, especially those who rely on publicly-subsidized but privately-operated commuter bus services. ◼ Aggregation of Transit Service Information onto a Single Platform – to simplify trip planning and facilitate future functionality such as mobile fare payment and microtransit/micro-mobility integration. ◼ Capital Improvements – focusing on roadway congestion hot-spots and capacity-constrained park- and-ride lots that impact the efficient operation of regional transit service in the Mid-Hudson Valley. ◼ Introduction of App-Based Microtransit Service – to provide local mobility and regional connections where fixed-route service is either not available or not effective. ◼ Adoption of a Regional Transit Funding Framework – to create a structure for planning and dispensing the region’s unallocated Federal transit funding balance and support the service and capital improvement recommendations.     Final Report New Haven Hartford Springfield Commuter Rail Implementation Study 2 Existing Conditions Chapter 2 Existing Conditions Summary This chapter is a summary of the existing conditions report, necessary for comprehension of the remaining chapters. The entire report can be found in Appendix B of this report. 2.1 Existing Passenger Services on the Line The only existing passenger rail service on the Springfield Line is a regional service operated by Amtrak. Schedules for alternatives in Chapter 3 and the Recommended Action in Chapter 4 include current Amtrak service. Most Amtrak service on the line is shuttle trains, running between Springfield and New Haven, where they connect with other Amtrak Northeast Corridor trains. One round-trip train each day operates through the corridor to Boston to the north and Washington to the south. One round trip train each day operates to and from St. Albans, Vermont from New Haven. The trains also permit connections at New Haven with Amtrak’s Northeast Corridor (Washington to Boston) service, as well as Metro North service to New York, and Shore Line East local commuter service to New London. Departures are spread throughout the day, with trains typically operating at intervals of two to three hours. Springfield line services are designed as extensions of Amtrak’s Northeast Corridor service, and are not scheduled to serve local commuter trips (home to work trips). The Amtrak fare structure was substantially reduced in price since this study began. The original fare structure from November 2002 was shown in the existing conditions report, which can be found in Appendix B.

In June, the PCAC awarded longtime MNRCC member Robert Schumacher a Committee plaque for a lifetime of dedication to public transportation. In December, the PCAC mourned Barbara the passing of esteemed MNRCC member Martin Goldstein, who freely gave of his time to Josepher many public-service causes beyond the PCAC and will be greatly missed. Earlier in the Chair year, former Associate Director Jonathan Sigall left the PCAC for a position with the Long Island Rail Road. Transportation Planner Mike Doyle was promoted to Associate Director, Stephen F. and the PCAC welcomed its new Transportation Planner Joshua Schank. Research Wilder Associate Sarah Massey also moved on to pursue a full-time position at West Harlem First Vice Chair Environmental Action. James F.     PERMANENT CITIZENS ADVISORY COMMITTEE TO THE MTA REPRESENTING MTA RIDERS SINCE 1981 2010 Annual Performance Review of The MTA and Its Operating Agencies Introduction The 2010 Annual Performance Review marks the fourth report by PCAC which evaluates the yearly initiatives and accomplishments of the MTA and its operating agencies. As in the past, we address the broad themes that affect the ability of the MTA to deliver quality service to the riders that we represent: leadership, transparency, accountability, service performance, communication, community outreach, security, capital program management, etc. An important guide in this review process is previous years’ assessments in order to gauge the progress made in policies and practices. Last year the MTA was fortunate to have sustained and capable leadership at Headquarters and the Agencies. However, the organization faced extreme financial pressures that required not only a fare hike but painful service cuts. Chairman and CEO Jay Walder has committed the MTA to “Making Every Dollar Count” and finding efficiencies within the system that will enable the MTA to overcome deficits without additional outside funding. The PCAC will be looking for performance measures and more accountability to accompany this slogan. Despite the gloomy financial environment, the MTA and the Agencies did make strides in a number of areas: an improved website; technology applications to operations and communication; streamlining the MTA Board Committee structure; progress in the long stalled installation of CCTV cameras in subways and countdown clocks; much greater transparency as a result of the capital program and performance dashboards on the website; and continued support of transit-oriented development projects.
