Muslim Humanitarianism: An Afterword #MUHUM written by Julie Billaud July 12, 2019 What kind of practices, forms of moral reasoning and ethical orientation does Muslim humanitarianism entail? In what contexts and in response to what social problems does it arise? Is the expression even appropriate to describe socially and culturally embedded forms of compassion and benevolence? As Benthall argues in this series of posts, there is no direct equivalent to ‘humanitarianism’ in Arabic even though the term al-insāniya expresses a similar 1 of 6 idea of ‘humanism’. But thinking of Muslim humanitarianism as a “problem space” or a conceptual-ideological ensemble, as Till Mostowlansky suggests in his introduction, offers interesting possibilities for studying forms of aid, welfare and care that derail artificial boundaries established between charity, development and humanitarianism. It is with this objective in mind that the authors of this thematic thread explore case studies of philanthropic, charitable and solidarity projects, which brought together, provide us with a mirror image of more hegemonic forms of humanitarianism, embedded within the North Western protestant tradition. Brought together, these case studies disrupt the dominant categories of thought mobilised to describe humanitarianism. What emerges is a picture of humanitarianism drawn from the perspective of its “margins” or rather from the perspective of its alter ego, where surprising assemblages of actors, practices and ethical inclinations collide and compete against each other in an attempt to realize a distinct version of “the good”. This mirror image challenges dominant representations of humanitarianism as a primarily Western, secular, universal and apolitical enterprise grounded on principles of humanity, neutrality and impartiality: a mythical representation that always fail to reflect the empirical reality of practices observed “on the ground”. -

The programme is comprised of a series of comparative research projects that are addressing the following questions: z How do religious values and beliefs drive the actions and interactions of individuals and faith-based organisations? z How do religious values and beliefs and religious organisations influence the relationships between states and societies? z In what ways do faith communities interact with development actors and what are the outcomes with respect to the achievement of development goals? The research aims to provide knowledge and tools to enable dialogue between development partners and contribute to the achievement of development goals. We believe that our role as researchers is not to make judgements about the truth or desirability of particular values or beliefs, nor is it to urge a greater or lesser role for religion in achieving development objectives. Instead, our aim is to produce systematic and reliable knowledge and better understanding of the social world. DOI: https://doi.org/10.16993/karib.42 RESEARCH ARTICLE The Danger of the Extended Hand: A Critique of Humanitarian Aid in Makenzy Orcel’s L’Ombre Animale Jocelyn Sutton Franklin University of Colorado Boulder, US [email protected] Since the 2010 earthquake that destroyed Port-au-Prince, there have been a number of inquir- ies detailing the material failures of the multi-national humanitarian aid response. Studies have focused on the misuse of funds by large international organizations, and they have attempted to trace the donations made by individuals and governments alike. Still others indicate the neocolo- nial manner in which Haitians were themselves cut out of negotiations regarding how their nation should be rebuilt. Such criticisms are of particular interest, given the 40,000 Haitians still living under tarps more than eight years after the quake. Despite the documented disappointments of the post-earthquake aid initiative, North Atlantic aid work- ers and organizations enjoy a privileged position in the collective unconscious of the global North. As is becoming increasingly clear, “Aid” often does more harm than good, whether due to oversight, greed, or the momentum of the global wealth and power disparity. Makenzy Orcel’s 2016 novel L’Ombre animale represents foreign development workers—not as the long-awaited rescuers of Haiti—but as wolves come to feed off the precarity and vulnerability of a rural Haitian village. -

Acid Violence in Pakistan
Taiba Zia Acid Violence in Pakistan 47% of Pakistan’s nearly 190 million population are women.1 The country ratified CEDAW in 1996.2 More than 15 years have passed since then but Pakistan still has a dismal women’s rights record, ranking 134 out of 135 countries in the World Economic Forum’s Gender Gap Report of 20123. By far the most egregious of these are crimes of violence against women, which range from “honor” killings4 and rapes to domestic violence and acid crimes. The Aurat Foundation, a local women’s rights organization, reports 8539 cases of violence against women in 2011, an alarming increase of 6.49% from the previous year. Of these, sexual assault increased by 48.65%, acid throwing by 37.5%, “honor” killings by 26.57% and domestic violence by 25.51%. The organization noted 44 cases of acid violence in 2011 compared to 32 in 2010. An important point to remember here is that these are only the cases reported in the media.5 Indeed, it is widely acknowledged that most cases do not make it to the media as women tend not to come forth with the crimes for a number of reasons, such as fear, stigma, lack of rights awareness, economic dependence on the perpetrators, lack of family and societal support, and mistrust of the police and judiciary, to name a few. Collecting data from isolated rural areas is also difficult. Valerie Khan, Chair of Acid Trust Foundation Pakistan, estimates acid attacks in Pakistan number 150 each year while Shahnaz Bokhari, chief coordinator at the Progressive Women’s Association, states that her organization has documented over 8800 cases of victims burnt by acid and fire since 1994.6 Bokhari adds the caveat that her figures are only from “Rawalpindi, Islamabad, and a 200-mile radius” and not the entire country. -

In particular, since the mid-1990s, in the light of “uncivil wars” and the “crisis of humanitarianism”, studies have sought to address the apparent gap between the mediation of humanitarianism – the intense visibility of humanitarian disasters and distant suffering in the globally mediated space – and the lack of commensurate response - action to alleviate that suffering, specifically by western publics. -

On Contemporary Humanitarianism By Kurt Mills The Humanitarians: The International Committee of the Red Cross by David P. Forsythe. Cambridge: Cambridge University Press, 2005. In David Forsythe’s The Humanitarians: The International Committee of the Red Cross we see a microcosm of the internal and external struggles and dilemmas that human rights and humanitarian organizations face today. We see a picture of the International Committee of the Red Cross (ICRC) as both the “heroic leader” and the “marginal social worker” (282). We see an organization at one time quite satisfied with its principles and ways of doing things, but also a movement which is internally divided and incoherent in many ways. We see an organization which is seemingly both incompatible and complementary with other human rights and humanitarian organizations. We see an organization firmly tied to states while also in opposition to them. We see an organization clinging to, and attempting to propagate, rules governing warfare in the face of many recalcitrant states, while at the same time setting aside the letter of the law when necessary. The ICRC is a strange beast which raises not only questions for those engaged in the struggle for human dignity but also for those trying to understand the role of non-state (or at least partially non- state) actors in global politics today. This essay will proceed in two steps: first, it will examine the ICRC (and the broader Red Cross Movement) as an actor itself; second, it will place the ICRC within the much broader realm of humanitarianism today, pointing to numerous questions related to the contemporary practice of humanitarianism. -

WORKSHOP “MUSLIM HUMANITARIANISM” Date 15 – 16 May 2019 Place The Graduate Institute, Geneva (Room S7) Convenor Dr TILL MOSTOWLANSKY Department of Anthropology and Sociology The Graduate Institute Geneva Studies on the emergence of humanitarian thought tend to put emphasis on the global, and often violent, spread of Western- centric ideas and practices. This perspective has provided important insights into the Christian genealogy of humanitarianism, the secular translations of its ethical foundation, and processes of contemporary neo-colonial diffusion. Many of these studies on global humanitarian government and its links to the politics of emotion have focussed on large-scale institutions conventionally seen as linked to Western societies. However, more recently research highlighting the complex entanglements of actors situated in different humanitarian genealogies has gained traction. In practice, these actors have long interacted with each other and continue to re-translate concepts of humanitarianism, development, philanthropy and charity in the course of everyday encounters. At a historical point in time at which Muslim societies are frequently seen as sites where Western ideas and practices are violently contested, this workshop seeks to explore humanitarian encounters beyond pre-conceived binaries. Bringing together scholars with different empirical and disciplinary backgrounds, it attempts to challenge such clear-cut distinctions. While it is trying to correct the system, putting in place more checks and balances through codes of conduct, ombudsmen and technical standards, it has proved less coherent in waging a war which is more at the level of ideas and ideology. At issue is not only protecting the quality of rations, but the basis of rights and international responsibilities; protecting these values, not simply cashflow, is likely to be the major challenge for the relief community in coming years.”1 To any student or practitioner of humanitarianism today, the quote above likely resonates. Yet it is more than 20 years old, drawn from an article that argued humanitarian action was then under “fatal attack,” published in a special edition of the journal Disasters chronicling the demise of humanitarian principles.2 Needless to say, but worthy to consider, the interment of humanitarianism was premature, its resilience in the face of purportedly existential threats underestimated. Judging from a review of current literature and consultation with a cross section of experts in the field, it would seem, however, that humanitarianism is again facing a mortal threat, or more aptly, threats. Variously characterized as broken, atrophied, or no longer fit for purpose3, the humanitarian system and the ethical principles that animate it face a multiplicity of crises. Perhaps we are now hearing the death knell projected 20 years ago? This paper desists from pronouncing humanitarianism dead or dying. -
