Russell, a leading scholar in Canadian politics, explained, “House leaders will play increasingly important roles in minority governments as they make or break the government.”1 A hung parliament is often perceived as an aberration and is meant to be, in many people's view, “broken”. In the Canadian House of Commons, the most recent minority government experience under Stephen Harper fell on a non- confidence motion tabled by the opposition on a prima facie case for contempt ruled by Speaker Milliken.2 But depending on who you talk to, one can point finger at any party for bringing down the government. Finger-pointing aside, what is important to note is that minority parliaments are perceived to be unstable and their dissolution is often the political objective of all parties. However, as Russell argues in his book, “Two Cheers for Minority Government," minority governments do not need to be viewed as such because they can, in fact, be the best possible outcome despite its shortcomings3. In Ontario, we have had four minority governments. The first two were Conservative minority governments under Premier Bill Davis (1975 to 1977 and 1977 to 1981). -

HOW ONTARIO GOT A ONE- ISSUE CAMPAIGN Robin V. Sears Contributing Writer Robin Sears looks back on the Ontario election and wonders how, with all the challenges the province faces, it was transformed into a one-issue campaign on the public funding of private faith-based schools. And in a province where confessional schools have historically been a tinder-box issue, how and why did Conservative leader John Tory allow himself to be trapped on this question, making the campaign about one of his promises rather than his opponent's record? Dalton McGuinty's Liberals successfully “conjured up the prospect of immigrants with strange religions and foreign tongues...” writes Sears, while the Conservatives were never warned by their own research “how damaging a promise this could become,” derailing their entire campaign. “Pursuing Different Paths in Long-Term Care: Manitoba, Ontario and the Politics of Commercialization” A Dissertation Submitted to the Committee on Graduate Studies in Partial Fulfillment of the Requirements for the Degree of Doctor of Philosophy in the Faculty of Arts and Science TRENT UNIVERSITY Peterborough, Ontario, Canada (c) Copyright by Amy Twomey 2014 Canadian Studies Ph.D. Program May 2014 ii ABSTRACT Pursuing Different Paths in Long-Term Care: Manitoba, Ontario and the Politics of Commercialization Amy Twomey Because federal funding for long-term care was not included as part of Canada’s publicly-funded universal health care system, provincial governments have been free to determine how much, or how little, they will rely on the for-profit sector to meet the long- term care needs of their senior populations. The proportion of beds in the for-profit sector differs in each province, demonstrating that policy approaches to this type of care have developed according to distinct provincial political contexts. In this dissertation I explain why governments in two provinces, Manitoba and Ontario, have come to rely on the proprietary sector to markedly different degrees. While in the federation Manitoba stands out for its restrained reliance on this form of care, Ontario stands out for its exceptional dependence on commercial provision. In the chapters that follow I employ an historical institutionalist framework of analysis to explain why these neighbouring provinces initially pursued different policy paths in long-term care and how these paths have been sustained over time. Following an introductory chapter in which I explain the reasons for the marginalization of long-term care within national health policy making, I provide in- depth analysis of these case studies in policy divergence.
