Welcome to the Kawartha Lakes Downtown Parking Strategy Public Information Centre Purpose of the meeting: • Present the draft parking strategy findings; and • Obtain feedback on the study recommendations. Lindsay Bobcaygeon Fenelon Falls Kawartha Lakes Downtown Parking Strategy Study Scope and Objectives Objective: Analyze opportunities and needs for parking in the core areas of Lindsay, Bobcaygeon, and Fenelon Falls while: » Ensuring adequate future parking supply; » Addressing stakeholder concerns; » Reviewing parking service delivery models; and » Developing solutions for meeting future growth-related parking demands. Kawartha Lakes Downtown Parking Strategy Public Information Centre #1 – Common Themes Common themes identifed during previous public and stakeholder consultation: » Perception of limited available parking supply, especially in the summer; » Poor wayfnding signage for public parking lots; » Unclear long-vehicle parking availability; » Lack of proactive parking enforcement; » Lack of accessible parking; and » Variation in approaches to cash-in-lieu of parking. Kawartha Lakes Downtown Parking Strategy Bobcaygeon Study Area and Inventory The Bobcaygeon Downtown Area provides approximately 650 parking spaces, plus on-street neighbourhood parking, consisting of the following estimates: » Public on-street parking (275 spaces); » Public off-street parking (75 spaces); and » Publicly accessible private parking (300 spaces). Kawartha Lakes Downtown Parking Strategy Bobcaygeon Existing Parking Utilization System-wide parking demand was observed to peak in the summer during the weekday between 12:30 p.m. and 1:30 p.m. with a peak utilization of 66%. During the period of peak parking demand, the individual parking assets were observed to operate at: » Public on-street parking: 56% utilization; » Public off-street parking: 77% utilization; and » Publicly accessible private parking: 71% utilization. Kawartha Lakes Downtown Parking Strategy Bobcaygeon Existing Parking Utilization Suffcient parking opportunities were observed system-wide. However, some individual lots and street segments were observed to operate near capacity or otherwise beyond the 85% (for public parking) or 90% (for private parking) utilization threshold. Conclusion: It is likely valid that some users perceive a shortage in parking with occasional diffculty in fnding a spot at some of the busier parking assets. However, suffcient parking opportunities were observed to be available at underutilized parking assets within an acceptable walking distance. Therefore, the existing parking system is considered suffcient to meet the current demand. Kawartha Lakes Downtown Parking Strategy Bobcaygeon Projected Parking Demand (2041) In Bobcaygeon’s downtown area, parking demand is anticipated to grow by approximately 150 spaces by 2041, based on the Provincial Growth Plan’s population projection for Kawartha Lakes. No changes to the parking supply are anticipated other than those we recommend on the next board. During the period of peak parking demand in 2041, the parking system, if unaltered, is projected to operate at: » Public on-street parking: 88% utilization; » Public off-street parking: 97% utilization; and » Publicly accessible private parking: 85% utilization. Kawartha Lakes Downtown Parking Strategy Bobcaygeon Projected Parking Demand (2041) Public on-street and off-street parking demand is anticipated to exceed the 85% utilization threshold by approximately 15 spaces in 2041 if no demand management or expansionary measures are taken. The following recommended measures from the parking management plan are anticipated to enable the public parking system to manage parking demand over 2020-2041: » Introduction of an on-street parking limit of 2 hours (as in Lindsay); » Proactive enforcement of on-street parking using handheld license plate recognition to better manage parking duration; » Creation of regular and long-vehicle parking through the redevelopment of Bobcaygeon Beach Park; and » Installation of wayfnding signage. Kawartha Lakes Downtown Parking Strategy Bobcaygeon Projected Parking Demand (2041) Conclusion: With the parking management plan in place, the public parking system is anticipated to operate below the 85% utilization threshold in 2041. The anticipated future parking system is therefore considered suffcient to meet the anticipated future demand. If parking utilization is not suffciently distributed and accommodated, the purchase of land for additional public parking should be considered. Kawartha Lakes Downtown Parking Strategy Parking Management Plan: Kawartha Lakes » Make changes to cash-in-lieu of parking (currently under review); » Add wayfnding signage; » Add the municipal parking lot locations to Google Maps; » Create an online parking map for Kawartha Lakes; » Introduce in-house snow plowing of public off-street lots; and » Increase parking fnes for overtime parking from $30 to $40 and overnight parking from $20 to $30. Kawartha Lakes Downtown Parking Strategy Next Steps » Review preliminary recommendations with consideration for stakeholder, public and staff feedback; » Finalize the study conclusions and recommendations and incorporate them into a draft implementation plan for Kawartha Lakes staff review; » Prepare a draft study for Kawartha Lakes staff review; » Prepare a fnal study based on Kawartha Lakes staff comments; and » Present the fnal study, including fndings and recommendations, to Kawartha Lakes City Council.
