(4) How much of the allocated $2 million has been spent to date. https://qon.parliament.vic.gov.au/PARLIAMENT/General/QoN/PROD/qonarchive.nsf/printAllQuestions.xsp 2/16 4/13/2021 Parliament of Victoria Answer: I am pleased to advise that, as at the date the queson was raised: The Victorian Government has commied $109 million for the Drysdale Bypass and improvements along Geelong - Portarlington Road (also known as High Street), Drysdale. The project includes two disnct components: The Geelong Portarlington Road (High Street) improvements include a suite of works which are planned to reduce congeson, improve amenity and make it safer for road users; and The Drysdale Bypass will provide approximately six kilometres of new roadway, from Jey Road to north of Whitcombes Road. The Project Milestones are as follows: a. Geelong - Portarlington Road (High Street) Improvement works to be completed in 2017; b. Planning Scheme Amendment process for Drysdale Bypass to be completed in 2017; c. Construcon of Drysdale Bypass will commence in 2018 and completed in 2020. Project development acvies that have been undertaken/underway since December 2014 include: a. The development of a business case has been prepared for consideraon by Government on the detailed scope and cost opons for the duplicaon; b. Preconstrucon acvies including survey, site invesgaons, ulity service invesgaons and environmental studies required for permit approvals, are now underway and are progressing well; c. Development of a funconal design for consultaon and discussion; and d. A communicaons strategy is in place to ensure that the community and various interested stakeholders are consulted and informed of progress in the ongoing planning and delivery of this important project. Further milestones will be announced in due course. VicRoads has undertaken extensive data collecon and analysis, extensive consultaon/workshops with key stakeholders and preliminary interacve consultaon with the community for gathering feedback on their travel experiences, to idenfy the key issues and problems along Hoddle Street. VicRoads has explored a number of strategies and innovave soluons from around the world. As a result, innovave intersecon concepts have been developed, including improvements to public transport treatments, pedestrians and cyclists, allowing greater transport network efficiency for all modes of transport. Hon Luke Donnellan MP Minister for Roads and Road Safety Attachments: No Attachments Answer Published Date: 06/06/2016 Question: 7044 QUESTION ON NOTICE — Mr Smith (Warrandyte) to ask the Minister for Roads and Road Safety — With reference to the government's commitment to trial a truck curfew on Rosanna Road: (1) How many heavy vehicles per day travelled on Rosanna Road prior to the introduction of the curfew. (2) When will VicRoads release modelling on the impact of curfew on travel times for heavy vehicles. (3) How many full time equivalent VicRoads officers are assigned to the enforcement of the curfew. (4) How many fines to date have been issued to heavy vehicle operators who have broken the curfew. (5) On what date will the curfew conclude. Answer: •(1) Prior to the installaon of the curfew and throughout, VicRoads has been collecng traffic data to assess the impact of the trial. •(2) In addion to establishing a community reference group, VicRoads will arrange a workshop in mid 2016 so that t broader community and stakeholders are involved through the evaluaon phase of the trial. VicRoads will share traffic informaon at this workshop. •(3) VicRoads has enforced the curfews with patrols throughout the area. There are several roads with truck curfews Victoria and VicRoads priorises enforcement acvies based on operaonal factors and feedback from the community. •(4) The truck curfews were implemented over a 12-month trial period, during which VicRoads has connued to monitor the truck curfews. Stakeholder feedback and an assessment of the curfews will subsequently determine the future of the trial curfews. VicRoads expects to assess the trial in November 2016. Two opons are being considered and the final opon will be decided aer community consultaon. The 2016 State Budget included a commitment of $10.2 million to undertake the upgrade of Bolton Street. Preliminary planning works have commenced, including development of concept design opons that will be discussed with the community in mid-2016. Construcon is expected to begin in late 2017.     BAYSIDE PLANNING SCHEME 21.09 TRANSPORT AND ACCESS 09/05/2013 C100 Proposed This Clause provides local content to support Clause 18 (Transport) of the State Planning C124 Policy Framework. Overview Bayside is serviced by rail, a tram and buses; however there are large areas of the municipality which rely principally on the private motor vehicle for transport. The eastern boundary of the municipality is well serviced by the Frankston railway line, which has stations at Moorabbin (within Kingston City Council), Highett and Cheltenham. The State Government is currently progressing the establishment of a train station adjacent to the Southland Shopping Centre, an Activity Centre and area identified to support growth. The Sandringham railway line also dissects the northern and central sections of the municipality with stations at Elsternwick (within Glen Eira), Gardenvale, North Brighton, Middle Brighton, Brighton Beach, Hampton and Sandringham. This service does not extend to Black Rock and Beaumaris and these areas rely solely on bus services. Trams are restricted to a single route in Brighton East running along Hawthorn Road, terminating at the Nepean Highway. Bus services are provided throughout the municipality. The Nepean Highway is the major arterial road linking the municipality to the Melbourne CBD to the north and the south eastern suburbs and Mornington Peninsula to the south. There are also a number of primary and secondary arterial roads including Beach Road, North Road, South Road, Centre Road, Bluff Road and Balcombe Road which traverse the municipality. Bayside is serviced by the Sandringham and Frankston railway lines with a total of 9 stations, in addition there are 15 bus routes linking major shopping centres, Monash University, Central Melbourne and other suburbs.
