CITY POLICY RESOLUTIONS Office of Council Services August 2017 FOREWORD This compilation of resolutions attempts to identify all resolutions that reflect the policies of the City and County of Honolulu as established by the City Council. These resolutions were determined to be “policy resolutions” because each indicates the Council’s intent to provide policy guidance to city agencies in the implementation of present and future programs and activities of the city. An index and chronological listing is included for your reference. This entire collection can be viewed in its entirety at the Office of the City Clerk or on the legislative branch website (http://www.honolulu.gov/council) under “Resource Documents.” This compilation is updated bi-annually to maintain its usefulness. The August 2017 edition includes policy resolutions through June 2017. 08/2017 SUBJECT INDEX Resolution Number (Draft number, if any, omitted) AUDITING Procurement 12-317 BUDGET & FISCAL SERVICES Annual city financial audit 86-239 Affordable Housing Fund appropriation 11-079, 11-97 Bus system operating cost funding policy 00-029 BWS Revenue Bonds 08-176 Clean Water & Natural Lands Fund priorities 07-355, 08-023, 08-246 CDBG fund use 12-11, 16-76 Community Facilities District (Waiawa) 04-353 County’s Surcharge on completion for rail 16-248 Debt and financial policies 06-222 Debt and financial policies for wastewater system enterprise 98-197 Effective date of measures affecting city revenues and expenditures 04-324 Energy Star-compliant equipment purchase policy 99-225 Grants in Aid Fund 13-24, 14-280 Improvement districts 77-437 Rules of the Liquor Commission 16-316 Minority business enterprise contracts 88-339 Real Property Tax Compromises 11-259, 14-179, 15-228 HFDC properties valuation for property tax purposes 88-123 Program cost and expense sharing 83-078 Rate setting policy 07-060 Settlement of disputes 94-254, 94-333 Reporting receivables 98-93 Sale of city property – deposit of proceeds 10-257 Short-term investments 98-295 Solid Waste Fund Glass Incentive Account, deposits into 14-127 Wastewater revenue bonds 98-193, 98-195, 06-265, 06-266, 10-283, 10-284 CORPORATION COUNSEL Legal services to Board of Water Supply 92-011 Settlement of disputes 94-254, 94-333 1 08/2017 COUNCIL Advisory Bodies Affordable Housing Commission 11-97 Agricultural Development Task Force 04-288, 05-407, 07-52, 08-31 Clean Water and Natural Lands Commission 07-355, 08-246 Kakaako Public Infrastructure, Road Ownership 15-45 Domestic Violence Response Task Force 15-25 Real Property Tax 17-112 Women, Council Advisory Committee on 14-251 Legislative Branch Security Operations Plan 11-368 ECONOMIC DEVELOPMENT Enterprise zones Zone 1: North Shore 95-292, 97-237, 00-212, 16-120 Zone 2: Central Oahu 95-292, 02-227, 14-92, 15-81, 16-120 Zone 3: Ewa/Central Oahu 95-292, 98-169, 99-016 Zone 4: Urban Honolulu 00-266, 04-107 Zone 5: Waianae Coast 01-020 Zone 6: Waimanalo 07-325 GIFTS City solicitation and receipt guidelines 89-340, 94-023, 96-168, 05-349 Municipal reference and records center notification 487 (1976) Seized assets 95-285, 97-256 HISTORIC PRESERVATION Historic preservation review 89-489 Walter Murray Gibson Building 89-394 HONOLULU HIGH-CAPACITY TRANSIT CORRIDOR PROJECT Construction activities – impact mitigation assistance 15-118 Funding, Federal Transit Administration 12-322, 13-142 Master Agreement between City & State 13-203 Minimum Operable Segment 08-261 PIM symbols for rapid transit corridor, transit stations, corporation yards, park & ride facilities 08-097 Public Transit Authority Board member appointment 11-030 Transit-Oriented Development (TOD) Aiea-Pearl City Neighborhood Transit-Oriented Development Plan 14-71 Kalihi Neighborhood Transit-Oriented Development Plan 17-33 Planned Development projects in Transit-Oriented Development Areas 16-308 Waipahu Neighborhood Transit-Oriented Development Plan 14-47 2 08/2017 HOUSING & COMMUNITY DEVELOPMENT Affordable housing City-owned properties 80-239, 80-240, 04-034, 08-108, 12-228, 12-229 Low-and moderate-income residents 09-241 Senior housing 14-34 Housing Strategy 14-28 Affordable Housing Fund appropriation 11-079, 11-97 CDBG fund use 12-11, 13-172 City housing development policy 97-352 Office of Housing 11-047 INDEMNIFICATION City officers and employees 93-367 Deferred Compensation Committee 14-40 Neighborhood board members 96-152 INTERGOVERNMENTAL AGREEMENTS City control of traffic signals on state highways 216 (1966), 90-119, 02-110 City/State highways and parks jurisdiction 88-425 City/State park jurisdiction, transfer and exchange 88-427 Computer system user agreements 89-533 Real property tax program cost-sharing by counties 83-078 NAMES OF CITY FACILITIES (see also PARKS & RECREATION) Former Name New Name Reso # 842 Bethel Street Walter Murray Gibson Building 89-394 925 Dillingham Boulevard Kapalama Hale 16-119 Blaisdell Center Galleria Carla Coray Galleria 98-060 Chinatown Police Substation Dan Liu Building 98-352 Civic Center Grounds Mayor Frank F.
