The government’s attacks on the Opposition, and its new leader Kevin Rudd, had fallen flat, and a series of staged events designed to boost the government’s stocks had not translated into electoral support. So, as time went on and things did not improve, the Coalition government showed increasing signs of panic, desperation and abandonment. In July, John Howard had asked his party room “is it me” as he reflected on the low standing of the government (Australian, 17 July 2007). Labor held a commanding lead in opinion polls throughout most of 2007 — recording a primary support of between 47 and 51 per cent to the Coalition’s 39 to 42 per cent. The most remarkable feature of the polls was their consistency — regularly showing Labor holding a 15 percentage point lead on a two-party-preferred basis. Labor also seemed impervious to attack, and the government found it difficult to get traction on “its” core issues to narrow the gap.

    11 Institutionalising an evidence-based approach to policy making: the case of the human capital reform agenda Peter Dawkins Secretary, Department of Education and Early Childhood Development, Victoria. The author is also a Professorial Fellow of the Melbourne Institute at the University of Melbourne. Abstract This paper is based on a case-study of evidence-based policy — that is, the development and implementation of the human capital reform agenda in Victoria and Australia. It is argued that this is an outstanding example of an evidence base generating a major reform agenda. It is also concluded that an outcomes framework which can be linked with progress measures and targets, and an associated evaluation framework, provides strong incentives for governments to adopt evidence-based policies that can be expected to have a desirable impact on the agreed outcomes. Third, it is argued that different kinds of evidence are useful in different circumstances and that often multiple sources of evidence are ideal. There are important differences between evidence needed for strategic policy design and specific policy initiatives. It is also suggested that the Council of Australian Governments’ National Productivity Agenda is a very good illustration of how an evidence-based policy framework can support a federal– state reform agenda in the context of vertical fiscal imbalance. Finally, the way in which an evidence-based approach to policy development and advice to ministers is embedded in the modus operandi of the Department of Education and Early Childhood Development in Victoria is outlined. 11.1 Introduction Policy decisions will be influenced by much more than objective evidence, or rational analysis.

    The Hon John Brumby MP Treasurer of Victoria 1 Treasury Place MELBOURNE VIC 3002 24 February 2005 Dear Treasurer, 2005-06 Budget Submission The Public Transport Users Association (PTUA) would like to congratulate the Bracks government on what looks like being its fifth straight annual operating surplus for the State of Victoria in 2004- 05. The PTUA appreciates that achieving these results have not been without challenges, such as the bailout of private transport operators precipitated by the misguided privatisation of Melbourne's public transport system. Fiscal Challenges The PTUA also recognises that the State faces a number of fiscal challenges into the future as the population ages and traditional revenue sources come under pressure. As the Victorian government correctly highlighted in its submission to the Productivity Commission Inquiry into the Economic Implications of an Ageing Australia, “health expenditure presents the primary fiscal challenge associated with population aging” and “...there is much we can do to manage future health costs by ensuring future populations are healthier...”. As the Productivity Commission inquiry has found, the actual fiscal burden of an aging population will be heavily influenced by non-demographic factors such as the trend towards more sedentary lifestyles resulting in increased obesity, heart disease, etc. At the same time, the government faces numerous calls for increased investment in infrastructure. The government now faces some fundamental choices: it can commit to infrastructure that entrenches a sedentary lifestyle and fossil fuel dependence, or it can refocus its attention on a system that encourages a more active lifestyle, is more ecologically sustainable and promotes a more liveable urban environment.
