Issue Specific Hearings

Further to the Preliminary meeting on the 8th June 2016, I wish to confirm that Officers from Council would like to make oral representations at the Issue Specific Hearing on the 28th July 2016. At this stage it is envisaged that it would be myself and Fiona Runacre.

For your information, we would also like to attend the Issue Specific Hearing on the Broad Oak reservoir on the 29th July but we will not be making representations at this particular hearing. We would like to attend and make oral representations at the end of September/November at the Issue Specific Hearings.

Suggested locations/sites for the Panel to include as part of the Unaccompanied Sites Inspections

From Dover District Council’s perspective, we have already expressed our concerns to National Grid about the length of the Public Rights of Way (PROW) diversion (Plucks Gutter to Grove Ferry) which is illustrated in Document 4.7 (Access, Rights of Way & Public Navigation Plans - Plan B). Whilst we do fully understand that this diversion has followed an existing PROW, we do feel that the length of the route of this diversion is still of concern to us. In order to understand the nature of our concern, we would like to respectably encourage the Panel to walk the existing section of the PROW when it is compared to the PROW diversion.

As you are aware, National Grid are preparing an additional photomontage that was requested by Dover District Council from the Saxon Shore Way looking north towards Monkton (to include the proposed crossing of the PY and PC overhead lines). This additional photomontage is intended to be submitted by National Grid by Deadline 2, and it is requested that the Panel consider the proposal from this viewpoint.

We have already alerted you to the fact that Dover District Council is currently processing with two planning applications for communication masts (DOV/16/00044 and DOV/16/00524). With this in mind, we would like to respectably encourage the Panel to view

the proposed pylons from the route of the proposed construction and maintenance route of the DCO off of Whitehouse Drove, Richborough.
