1.1 Richmond Borough Council commissioned Peter Brett Roger Tym to undertake an Assessment of Employment Sites and Premises for the London Borough of Richmond upon Thames. The assessment is an essential ingredient of Richmond reviewing its economic policies in light of changing circumstances and events. Whilst the last ELR is only three years old economic circumstances have changed since the evidence that informed the Borough’s Local Plan. 1.2 The recession has affected market demand and sectoral performance; and a new London Plan is in now in place. 1.3 This study therefore needs to build an up to date picture of Richmond’s employment sites and premises needs and provision, by area and sector, in order to support policy recommendations on the allocation, protection or release of employment sites. It must be rooted in a detailed understanding of the local economy, its spatial and sectoral structure, and its linkages with the rest of London and neighbouring authorities beyond London’s boundaries, and its strengths and weaknesses

Villagers must work 3 days a week on the demesne (aka the Barn Elms estate) and give eggs, chickens and grain as in 1085 in return for strips of land in the open fields. Estimated population 120. 1388 Living of Barnes becomes a Rectory. Rector John Lynn entitled to Great Tithes (10% of all produce) and right of fishing in Barnes Pond. 1415 William de Millebourne dies at Milbourne House.

Introduction 1.1.1 This Monitoring Report is one of several publications which assess the effectiveness of planning policies in the borough. Such reports will be published in a phased approach on the Council’s website1 2. Data sources 2.1.1 The data used in this report comes from the Council’s decisions analysis monitoring system [Richdas] and from monitoring of Prior Notification applications. The former has recorded data on permitted applications since the 1980s. Data is up to 1 April 2017, but where relevant includes updates as footnotes since that time. 3. Contents 3.1.1 This report monitors: Net additional dwellings for the reporting year Net additional dwellings over previous years Net additional dwellings – in future years Net additional gypsy and traveller pitches per annum Percentage of new housing development on back garden land as a proportion of all housing completions Completions by dwelling size Percentage of all new housing completions which is affordable housing Affordable housing – in future years 3.1.2 The headline findings in terms of the effectiveness of key housing policies (Core Strategy Policies CP14 and CP15) are: Housing supply – the rate of completions (460 units net) significantly exceeded the annual target in the London Plan 2015 of 315 homes per annum, with twelve large sites completed, and over the ten-year target period it continues to be expected to be exceeded. For future housing land supply there is an identified 1,546 units over the 5-year period, which is 103 units more than the remaining target in the London Plan 2015.
