The name sasando is derived from the Rote dialect word ”sasandu”, which means “vibrating” or “sounded instrument”. During the Nusak Sasando Festival, over 100 Sasando players, usually called the Sasando Ta’e Sasanu will participate by wearing the traditional hat of Rote Island made from woven leaves of the lontar palm trees. These hats are called the Ti’ilangga. The participants will then place the Sasando musical instrument on their laps and music is created when the strings of the instruments are plucked in a similar manner to the harp. Almost all materials used to make Sasando are from Rote island. The festival is meant to highlight the beautiful traditional music created by the Sasando, and to expand Indonesia’s infinite musical potential to the international market. TOJA BOBU – SIKKA VILLAGE Toja Bobu is a beautiful dance drama performance, which was brought to the Sikka village - also known locally as Sikka Natar - in the 16th century by the Portuguese. Traditionally held in the village during Christmas time, this is a story about a beautiful, young princess being courted by many men, who all want to marry her. Also in the centre of Sikka village is an ancient church built by Jesuit Priests in the year 1899. The walls of the church are decorated with local Ikat motifs. In the old days, the church was used to hold inauguration of new kings along with Holy Communion. Sikka Natar is one of the most important and famous weaving centres in East Flores for the making of the Ikat. There are more than 750 ethnic groups throughout Indonesia from Sabang to Merauke. Every ethnic group has its character and is also an image of a proud cultural system. The Lio ethnic group is one of the ethnic groups on the island of Flores with their traditional ties and values of local wisdom that enrich Indonesia's diversity. One of its values include the local leadership known as Mosalaki. In Sikka Regency, the status of a Mosalaki in the Lio ethnic group is still the central point of the social structure. The Mosalaki are prominent figures in terms of their origins, authority and charisma that are not shared by society in general. In various traditional ceremonial procedures, the Mosalaki have an essential role to play, such as deciding the planting season, land management procedures, marriage procedures, and procedures for preserving and ensuring the wellbeing of people, contact behaviour, the belief system embraced even in the realm of modern politics today. This research was conducted using a qualitative approach as developed by Spradley. The results of the study describe that the role of a Mosalaki is still the focal point of all activities in the Lio ethnic, especially in the modern world today.

Although Koanara Village in Kelimutu district, Ende’ Regency, East Nusa Tenggara had become a tourist attraction in 2012 it is still one of the villages with high rate of poverty. The economic mainstay of Koanara Village is farming and gardening beside making bamboo and ikat handicraft. After an agreement among customary stakeholders, ikat weaving handicraft is transferred to the neighbouring villages of Woloara and Pemo Village. Lack of facilities for crafts productions and selling counters hampered the marketing of craft products to support local tourism. In general, this research aimed to provide practical direction in order to alleviate local poverty through tourism by using cultural capital to improve the existing craft industry in Koanara, Woloara and Pemo Village as well as empowering and optimising the handicraft centre facilities in Koanara Village. The study utilises quantitative techniques to analyse variables such as geographical conditions, demographics, support facilities, and accessibility. It describes the sound changes which have taken place between Proto-Malayo- Polynesian and the present-day languages. This reveals a number of shared innovations between Meto and the languages of west Rote, as well as changes shared by the other languages of Rote. Thus, a West Rote-Meto subgroup is identified, as well as a Nuclear Rote subgroup. Within Austronesian, there are phonological innovations shared between Rote-Meto and a number of languages of Timor and surrounding islands. This provides evidence for a Timor-Wetar-Babar subgroup, though this group does not include all languages of Timor. I compare pre-existing Proto-Malayo-Polynesian (PMP) reconstructions with their reflexes in the Rote-Meto languages and identify the sound changes that have occurred. Email: [email protected] ABSTRACT Increasing economic growth in a region certainly requires investment support. For this reason, a projection is needed which is part of the planning to see how much investment is needed to develop economic potential in East Nusa Tenggara Province. This study aims to determine the value of the ICOR coefficient and the projected investment needs in East Nusa Tenggara Province in 2025, as well as the direction of the appropriate investment development policies. The method used is descriptive quantitative and qualitative analysis, using analysis tools in the form of ICOR and SWOT. The results of the analysis show that the ICOR coefficient of East Nusa Tenggara Province during 2013-2019 shows a positive development and the projected investment demand in East Nusa Tenggara Province in 2025 grows positively. Meanwhile, the policy direction that must be taken is improving community entrepreneurial skills, improving infrastructure, creating the pentahelix development concept, increasing innovation in the leading sectors of East Nusa Tenggara Province and ensuring land rights ownership. JICA selected and dispatched a study team headed by Mr. Masato FUJINAMI of Nippon Koei Co., Ltd. (and consists of Nippon Koei Co., Ltd. and Nihon Suido Consultants Co., Ltd) to the Republic of Indonesia, two times between March 2001 and March 2002. In addition, JICA set up an advisory committee headed by Mr.Yoshiki OMURA, Senior Advisor of JICA between February 2001 and May 2002, which examined the study from specialist and technical points of view. The team held discussions with the officials concerned of the Government of the Republic of Indonesia and relevant personnel, and conducted field surveys at the study area. Upon returning to Japan, the team conducted further studies and prepared this final report. I hope that this report will contribute to the promotion of this project and to the enhancement of friendly relationship between our two countries.
