La Ley 8488, en el artículo N° 38, brinda a las instituciones dos meses para elaborar el informe oficial de los daños, por lo que una vez vencido ese plazo se procede a la redacción de este Plan con el detalle total de los daños y las propuestas de inversión que deben ser objeto de atención. Concluida esa fase, corresponde a la Comisión Nacional de Prevención de Riesgos y Atención de Emergencias (CNE), la redacción del documento del Plan. En este documento se hace la sustentación de causa del fenómeno generador de la emergencia y se identifican los sectores afectados. Seguidamente, se presenta la información sobre las acciones de primer impacto desarrolladas por la CNE y los comités de emergencia, para pasar a la identificación de las propuestas de acción que comprende la fase de reconstrucción. El presente plan desarrolla un desglose de acciones institucionales que serán ejecutadas tanto por la vía de excepción amparadas a la declaratoria de emergencia, como de acciones que serán acometidas por la vía ordinaria, es decir, por la vía de ejecución presupuestaria bajo los mecanismos regulares de la administración y contratación pública. 1. BASE JURÍDICA El presente plan de emergencia se elabora para la atención de emergencia bajo declaratoria, según el Decreto N° 40677 – MP, publicado en el Alcance de la Gaceta ALCANCE N° 242, del lunes 09 de octubre del año 2016. Este decreto se emitió con fundamento en los artículos 140 incisos 3) y 18) y el artículo 180 de la Constitución Política, la Ley Nacional de Emergencia y Prevención de Riesgos, Ley N° 8488 y la Ley General de Administración Pública, Ley N° 6227. Mediante el Decreto Ejecutivo N° 40677-MP el Poder Ejecutivo declaró el estado de emergencia, en 76 cantones del país, ante los efectos del paso de la Tormenta Tropical Nate por la cuenca del Caribe y sus efectos indirectos sobre el país. ABSTRACT An inventory of the understory and canopy of 4 ha of lower montane cloud forest at Monteverde, Costa Rica, yielded 190 bryophyte species: 133 hepatics, 56 mosses and 1 hornwort. Thick branches of the lower canopy were by far the richest habitat in terms of number of species (99), trunks from 1 m upwards had 65 species, lianas, shrubs, saplings, or living leaves in the understory had about 36-46 species each, and 16 species were found on rotten logs. The figures are illustrative of the great diversification of microhabitats of bryophytes in a tropical montane cloud forest. About 36% of the species, including more than half of the corticolous ones, occurred exclusively in the canopy. It appeared that the percentage ofbryophyte species restricted to the canopy may be the same in lowland and montane rain forests, in spite of the great differences in species abundance and composition in the two kinds of forest. The bigger of the two craters measures 1.5 kilometers in diameter (0.9 miles) and is 300 meters deep (900 feet). At the bottom of this hole, there is a medium sized blue-green lagoon that emits boiling sulphurous gases. The other crater is called Botos Lagoon which contains cold water. While Poas Volcano is one of the most active volcanoes in Costa Rica, don’t expect to see lava flow (the last major eruption was in 1910). However, you are likely to see steam and gases coming from the crater; occasional geyser-like eruptions have reached up to 820 ft. The main crater is easily accessed from a paved path/road which is about ½ mile from the visitors' center. We then return to the city where we'll visit the National Museum, a perfect introduction to the country's culture, biodiversity, archeology, and history all in one place. It includes a butterfly habitat, numerous ancient rock spheres (the "Easter Island heads of Costa Rica"), and colonial weapons, all housed in a fortified colonial building.

We enjoyed great weather for birding, with almost no morning rain throughout the trip, and just a few delightful afternoon and evening showers. Comfortable accommodations, iconic landscapes, abundant, delicious meals, and our charismatic driver Luís enhanced our time in the field. Our group, made up of a mix of first- timers to the tropics and more seasoned tropical birders, got along wonderfully, with some spying their first-ever toucans, motmots, puffbirds, etc. on this trip, and others ticking off regional endemics and hard-to-get species. We were fortunate to have several high-quality mammal sightings, including three monkey species, Derby’s Wooly Opossum, Northern Tamandua, and Tayra. Durham Center for Responsible Travel A Nonprofit Research Organization Stanford University and Washington, DC www.responsibletravel.org April 2010 1 Foreword The following Summary Report, based on two years of research and some two dozen individual studies by a team of Costa Rican and U.S. experts, offers the first multidimensional analysis of the phenomena that Costa Ricans have dubbed “residential tourism.” While this term has become popular, most Costa Ricans have had little understanding of its dimensions and implications for the country, the country’s Pacific coast, or Costa Rica’s tourism industry. The study traces the origins of this coastal transformation from the 1970s to the present, with particular focus on the real estate and construction boom and bust (caused by the global economic crisis) from 2002 through 2009. As members of the Advisory Committee that has assisted the research team, we believe that the study’s findings and recommendations can play a constructive role in helping to foment public discussion, civic engagement, and policy reforms to ensure a sustainable economy in coastal and marine tourism. Over the last decade, Costa Rica’s Pacific coast has become one of the epicenters in the Americas for rapid beach resort and vacation home development closely tied to the U.S. market. Together with cruise ship tourism, residential tourism is transforming swaths of the physical landscape and displacing or competing for resources with many fishing, farming, and ranching communities in the coastal zone.
