REGIONAL CENTERS FOR DEVELOPMENTAL DISABILITIES A person residing within a particular regional center’s catchment area is eligible for its services solely on the basis of a developmental disability. A developmental disability is one that originates prior to age 18, can be expected to continue indefinitely, and constitutes a substantial disability for that person.
