To amend the by-laws of the USP to be in consonance with the 2. To do a strategic planning to include proposals for immediate amendments to our by-laws and to maintain the relevance of the Ultrasound Society of the Philippines for the coming years 3. To facilitate redesigning USP website 4. To hold the USP Business Meeting on October, during the 2019 Joint Annual Convention with the CTMRI Society 5. To announce the status of the controversial resolution of the previous board, has been referred to the USP lawyer Atty. Meyla Domingo and is now being studied Dr. Jerome Gaerlan – assuming a quorum in the business meeting. Dr. Emmanuel Almazan – suggested to declare the quorum, not to assume; moved to declare that there is a quorum. Dr. Rodney Fernan – PCR Annual Treasurer’s Report of 2018 Dr. Enrico Tangco – 1) Suggested a manual or handbook adapted from different societies; to come up with a Mission and Vision in a strategic planning; 2) To represent PCR in the discussions regarding to the universal health act and its IRR; 3) To announce the updated 2019 Corporate Law of the Philippines Dr. Rodney Fernan – Dr. Cynthia Joy A. Maxino-Uy – suggested to look into and review events to avoid losing income; inquired if the TB standardization form (main objective of the World TB convention.) or report for TB was acquired already Dr. Enrico Tangco – Dr. Rodney Fernan – Dr. Marc James Delos Santos – Suggest having a national convention with alternating international conventions; some issue might arise, e.g. as a future host of AOSR. Dr. Jerome Gaerlan – reiterated an increase in the number of registrants for this year in spite of increased registration fee Dr. Emmanuel Almazan – annual convention usually has only one foreign speaker; suggest to have one or two foreign speakers, the rest of the speakers should be local; there are diseases that are not known by foreigners. Dr. Jerome Gaerlan – identified the World TB day and Annual Convention Dr. Emmanuel Almazan – advised the usual 1,000.00 US Dollars as honorarium Dr. Jerome Gaerlan – identified only the hotel bill and one R&R in Las Casas as the major expenses Dr. Emmanuel Almazan – pointed the expenditure Dr. Jerome Gaerlan – informed that it was an experiment; suggested an option not to totally have foreign speakers Dr. Emmanuel Almazan – disagreed with the no foreign speakers policy… Dr. Jerome Gaerlan – Dr. Emmanuel Almazan – advised to get one quality speaker maybe a famous author of a book Dr. Jerome Gaerlan – Dr. Cynthia Joy Maxino Uy – asked if the GRE contributed to the expense of the speakers Dr. Jerome Gaerlan – reason for low turnaround of foreigners 1) The European Congress of Radiology actively promotes the ESR which is also scheduled on almost the same time as that of the GRE; despite the PCR promoting this convention. by sending flyers 2) Promotion done in the Japanese Congress of Radiology in Korea was done but unfortunately in conflict with the schedule of the European Congress of Radiology 3) The majority of Radiologists attended ECR. 4) Thus there were only twenty foreign delegates and the majority are Filipinos. Dr. Cynthia Joy Maxino Uy – inquired who recommended the GRE? Dr. Jerome Gaerlan – Dr. Laya was identified Dr. Cynthia Joy Maxino Uy – asked the one responsible for the theme on convention Dr. Jerome Gaerlan – confirmed that it was his suggestion and the board agreed to it. Dr. Marc James Delos Santos – assured all the members that all the activities being done, since 8 or 9 years ago are still the same set up activities, Dr. Jerome Gaerlan – guests were brought to Las Casas in Bataan, speakers were never brought to Boracay or out of Luzon, and it’s just here ok. Dr. Bernard Laya - Re: Global Radiologic Education - The invitation to them is via their organization GRE, because there are a pool of speakers of GRE - Compared to AOCR and AOSR which have a 30,000.00 US Dollars hosting fee; it’s not free; plus 5,000.00 US Dollars just to bid - Sometimes we go directly to the speakers, sometimes you go directly to the organization. - International speakers enable organizations to: learn, be exposed to the rest of the world, and bring the organization for partner ship

- Present honorarium for the speakers for this particular organization for this speakers include: 3,000.00 US Dollars airfare allowance (compared previously: first class for 6,000.00 US Dollars per person) - TB day, 100% of the speakers flew in on their own account; the eight International speakers during the International World TB day did not charged, we did not pay them their airfare; all experts on Tuberculosis and Pulmonary Infection. And 1 author of Artificial Intelligence for Pulmonary Infections from Hopkins - World TB day paper is being written currently; takes years; Interpretation of Radiographic childhood TB is authored by me Dr. Emmanuel Almazan – asked if the speakers of the TB summit did not spend for their own trips Dr. Jerome Gaerlan – PCR only spent for the board and lodging, food. Dr. Imarzen Elepaño – Board Resolutions that is for approval by the membership for today. 1) Increase in the PBR examination fee, so that’s the price. 2) Creation of the Artificial Intelligence committee this is to safeguard our practice against the monopoly of the AI 3) Inclusion of the subspecialty societies and special interest groups in to the chapters of PCR. 4) Implementation of the 3% rate for those PCR chapters/subspecialties/special interest group/hospital who will use the PCR official receipt for their own activities. 5) Creation of the committee in-charge of the CPD online programs. 6) Creation of an ownership of waiver for the Philippine Board of Radiology (PBR) Examination I and II/III questions. 7) Creation approved the compliance and payment of dues to the International Society of Radiology (ISOR) 8) Few equipment that we are to purchase. 9) Approval that the chapter membership will be based on the political geography of the Philippines. 10) Increase of the PCR annual dues from our current of 2,000.00 pesos to 2,500.00 pesos to cover the increasing overhead expenses, including the payment to the international radiological societies. (2,500.00 pesos that we are to pay in the future, 500.00 pesos will go to our Life Insurance). 11) Allows specialty PCR Hospitals like Lung Center to have a system base special interest base fellowship training program even if they have no existing residents in their hospital but an accredited residency program. 12) Those who will register in the PCR website, will be required a chapter 13) Allocation that has already been approved. That a payment for the rent in the PCR office by the special interest group will be waived for the first year as assistance to the special interest groups. 15) Services of our lawyer Atty. Amado Tayag can be availed by the special interest groups provided of course that it will not be used against the PCR. 16) Approved SEC chapters to collect their own annual dues from their chapter members and then they are to issue/an official receipt. But if the chapter is not yet SEC registered the PCR will collect for them with 3% interest as a stipulated earlier. 17) Budget out the sponsorship in all hospitals/chapters/special interest groups who should submit to the PCR the schedules of their activities in advance so that we can budget out our sponsors 18) Before a person is to be issued his certificate of good standing from the PCR mother society he/she should acquire a certificate of good standing from their own chapter first as respect to their chapters. Dr. Jerome Gaerlan – Dr. Benigno Santi II – suggested to just include a portion or an item in our agenda just says that we ratify the acts of the board and the all of this resolutions actually is a part of the acts of the board so there will be just one item; just publish in the annual report Dr. Jerome Gaerlan – Dr. Warfe Engracia – requested review of the Article III, Section 2, Paragraph B says, “Only Fellows in Good Standing are entitled to hold elective office.” E.g. PCR Fellow a very qualified one a Fellow in CTMRI, Ultrasound the Society of the Philippines and the member of the other societies like PSUCMI but was undermined by at the PBR the Diplomate. Fellows should be highly respected by the other members Dr Johanna Cañal – is an Ethics concern, so it can be addressed there. Dr. Warfe Engracia – inquired why many Bank Accounts Dr. Jerome Gaerlan – already? Dr. Warfe Engracia – Dr. Jerome Gaerlan – explained that it is more prudent to have more Bank accounts because if there is a bank run or something happens the Insurance is only at a particular level; only one (1) Bank Account might be a problem Dr. Emmanuel Almazan – explained the logic of multiple accounts Dr. Warfe Engracia – Dr. Jerome Gaerlan – Dr. Warfe Engracia – Dr. Jerome Gaerlan – Dr. Johanna Cañal – COMELEC report: 410 ballots and of which 397 returned. Explained that there is only one (1) day election; and it is in the constitution, that we must have our elections and the business meeting in the month of February. Appointment of head of various committees To make board resolution for all research papers of residents to have an ERB approval due to the data privacy act. ERB to be headed by Dr. Irene Bandong.

April 11 to 14, 2019 The 4th Asian Radiology Summit of Japan Radiological Society was held in Yokohama Japan attended by Presidents of the Radiological Society in Asia. Each country presented with the theme, “Current Projects of the Radiological Societies in Asia”.

July 12, 2019 at Crown Plaza - Collaboration meeting with Dr. Valerie Vilgrain, the Scientific and Educational Director of European School of Radiology (ESOR). ESOR will be our partner in Global education with Dr. James Delos Santos as head of the Philippine counterpart.

Dr. Kat Manlapaz was voted as representative to the course in Japan for free training with a return of service agreement.

September 14, 2019 Attended the Northern Luzon Chapter Induction Night.

September 17, 2019 Strengthening ties with Korean Society of Radiology (KSR). KSR offered training to PCR nominee for 3- month observership of his/her choice, which KSR will finance (stipend for food and accommodation included). Another agenda discussed was the KSR meets PCR friendly symposium in 2021.

October 24-26, 2019 Attended the Joint Annual Convention of CTMRI Society of the Philippines and Ultrasound Society of the Philippines held at the Manila Hotel.

October 25, 2019 5th BOT and Convention Committee meeting of Philippine College of Radiology at Café Ilang Ilang, Manila Hotel.

October 26, 2019 Attended the Code of Ethics meeting with Dr. Jerome A. Gaerlan, Dr. Imarzen V. Elepaño, Dr. Rey Anthony Leung, Dr. Johanna Cañal, and Dr. Lino Pabillo of Philippine College of Radiology at Manila Hotel.

The Code of Ethics Review Board was formed last September 22, 2019. The President assigned the members of the committee. The committee was created to review the current PCR code of ethics 1991 and to modify or change certain provisions to fit the current times, to include ethics on Teleradiology.

November 09, 2019 Attended the Constitution and By-laws meeting with Dr. Rene N. Reyes, Dr. Imarzen V. Elepaño, Dr. Jerome A. Gaerlan and Dr. Enrico D. Tangco at Stories by Lily Pad, Restaurant in West Triangle

November 16-17, 2019 Attended the BOT and Constitution Committee Meeting, Strategic Planning and Christmas Party of Philippine College of Radiology at Joy Nostalg Hotel and Suites, Ortigas.

During the November 16, 2019 BOT meeting, it was announced that the PCR Apps will be launched on PCR AC linked to PCR website, initially free of charge. The CPD Online program to be launched on PCR AC with minimal cost. The committee wll use videos from previous lectures (with permission from lecturers) and will apply for CPD units (self-directed learning). Also guidelines on AI were made (posted in the PCR website).

November 22, 2019 Attended and delivered a welcome address to the Philippine Children’s Medical Center SPECS IN THE CITY a teaching seminar for Radiologic Technologists.

The Research Committee received 79 research papers from Diplomates all over the country. There were 75 research papers approved from which seven were pre-selected for oral presentation and twelve for poster presentation.

The members of the Research Committee for Diplomates were: Nonette A. Cupino, Ana Luisa Allosa, Maria Theresa T. Sanchez, Rowena Lyn P. Alabado, Anatole J. Garcia, Ronald J. de Castro, Michael Rico B. Mesina and Sagisag M. Dadap. The sole research reviewer for the residents’ research proposals and finished papers is Dr. James De los Santos, the RTC Head.

The research papers submitted this year were markedly improved from the early years when the research proposals did not pass through the Research Ethics Review Board of their training institutions. Generally, the research were papers submitted this year were of better quality and met the goal of improving the radiology and radiation oncology daily practice.

B. RESIDENCY TRAINING COUNCIL REPORT By James DC delos Santos, MD

The year 2019 was proven to be another fruitful year for the Residency Training Council (RTC) of the Philippine College of Radiology with a lot of activities not only for the residents and training officers based in the National Capital Region but also for the rest of the country.

There was a total of four scientific meetings that were held for the year with most if not all lectures given by the training officers themselves. One lecture during August was cancelled due to a typhoon and was rescheduled to be joint lecture for the last scientific meeting for the year. Through the kind efforts of Dr. Rafael Tenorio (training officer of Philippine Heart Center) and the residents of PHC, the said scientific meetings were held at the Philippine Heart Center Medical Arts Building Auditorium. Likewise, all the elimination of the battle of the brains (BOB) for the different chapters were spearheaded by the chapter presidents and the RTC chair in choosing the chapter representatives for the national competition which will be held during the second day of the annual convention, February 28, 2020. Last August 31, 2019, BOB elimination was done in Holiday Inn Baguio, with Baguio General Hospital and Medical Center and Ilocos Training Regional Medical Center representing the Northern Luzon Chapter. Again for the third straight year, Dela Salle University Medical Center won the Southern Luzon Chapter eliminations last September 7, 2019 done in DLSU Auditorium. September 21, 2019 was the day when the RTC had its second chance of doing eliminations for Cebu chapter. Representatives of Chong Hua Hospital made up the team that won the eliminations for Cebu Chapter in a competition done in Seda Hotel, Cebu City. September 28, 2019, the RTC also had its second chance of holding eliminations for the 4 training institutions in Iloilo with Western Visayas Medical Center outwitting the rest of the teams. Last October 5, 2019, the team composed of Southern Philippines Medical Center residents were chosen from an elimination round that was conducted in Seda Hotel to represent the Southern Mindanao Chapter. The National Capital Region showcased its best residents with 24 teams competing for five slots in the national competition last November 9, 2019 at the Philippine Heart Center. Philippine Heart Center, Philippine General Hospital, National Kidney and Transplant Institute, St. Luke’s Medical Center (QC) and University of the East Ramon Magsaysay Memorial Medical Center topped the competition to lead the region to the national competitions.

In addition to these activities, for the third straight year, the training officers and assistant training officers had three training seminars on questionnaire making last May 19, on research formulation and analysis last July 14, and objective based education last November 24.

Our first Chapter activity was last March 30, 2019. We had our chapter convention in collaboration with PART-Laguna chapter, held at Casa Palmera Hotel. San Pablo City. Our topic was Advance Studies in Ultrasound. Speakers talked on Cranial, Venous, Arterial, and Carotid Doppler Ultrasound. Thyroid, Breast, Testicular, Prostate Gland and Workshop on Elastography. We have 3 speakers: Dr. Nanette Goco, Dr. Rico Mesina, and Dr. Christopher Joy Aromin. A Total of 254 registrants filled up the convention hall. We were given 7 CPD Units. Last June 22, 2019 was another convention in collaboration with Northern and Central Luzon Chapters and PSPR. This was spearheaded by Dr. Jeng M. Cariaga, Dr. Mahdel Fernandez, Dr. Lambert Castillo and Dr. Bernard Laya. It was held in Holiday Inn Hotel, Baguio City. Our topic is about Abdominal Imaging for Pediatric and Adults. There are 8 speakers. We have 286 total registrants with 8 CPD Units.

Last September 7, 2019, we had our Annual Battle of the Brains and Case Presentation Contest, held at DLSUMC. Participants were DLSUMC, Bicol Med center and Batangas Medical Center. The champion for both the Battle of Brain and Case Presentation Contest was won by the DLSUMC. Trophy and cash prizes were given. We regularly have 3 speakers to lecture during the event.

A total of 51 attendees composed mostly of the residents and few consultants.

On November 30, 2019, we will have our turnover ceremony and induction of new members and officers. It will be held in Acasia Hotel, Alabang. There will be 3 lectures.

4. August 12, 2019: 1st CMS Leadership and Team Building Workshop at Maayo Hotel, Cebu, attended by Dr. Jose Jay Abrigonda and Dr. Robert Sales.

5. September 21, 2019: Scientific lectures and Cebu eliminations for Battle of the Brains at Seda Hotel, Cebu. The lectures were given by Dr. Aurelio Singidas who talked about Microwave Ablation for Hepatoma, Dr. Ann Co, who gave a lecture on MRI of the Spine and Dr. Mark James delos Santos who gave a talk on Imaging of the Hepatobiliary Tree. This was followed by the Battle of Brains participated by teams from Chong Hua Hospital, Cebu Doctors Hospital and Perpetual Succour Hospital. The representatives from Chong Hua Hospital won the eliminations and will eventually represent Cebu for the national contest on February 2020.

6. Monthly meetings were conducted by the officers of PCR Cebu who met regularly to discuss and plan for the preparations of the said activities as well as to earmark the activities for the coming year. Present and future priorities of the Chapter include consolidation of its current members and affiliates by streamlining and standardizing the process and requirements of membership in good standing of the society. More scientific gatherings are likewise planned to further this agenda especially with new members coming from neighboring localities outside of Cebu province.

PCRSMC MAKES WAVES FOR 2019 By: Sergio C. Milo, MD

PCRSMC members and delegates made significant impressions during the 71st PCR Annual Convention held on Feb 28 – March 2, 2019 at SMX, MOA Complex. On top of the list is the election of Dr. Ma. Lourdes Bernardo-Lacanilao as the First Vice President of PCR. She is the first PCRSMC member to occupy the 2nd highest post of PCR.

During the fellowship night, PCRSMC bagged the top prize once again in the dance and arts competition. This is the 4th consecutive title for PCRSMC and the 6th championship title for the chapter since the inception of the competition. PCRSMC contingents wowed the crowd by showcasing Kadayawan Festival with a unique ensemble of Maranao, Maguindanao, Bagobo, and Tboli dances. On the same night, Dr. Michael Lawrence Panlilio and Dr. Leana Lacurom were proclaimed 2019 Mr. and Miss PCR. The pair captivated the judges by charmingly explaining what Kadayawan Festival is all about.

Another notable achievement is the appointment of Dr. Ronald de Castro as the new member of Philippine Board of Radiology. He succeeded Dr. Susan Gaspar who had been a member of the Philippine Board of Radiology for the past three years.

During the Induction ceremony on March 2, 2019, 4 PCRSMC members were inducted as Fellows of PCR in the persons of Dr. Cosi Rando-Imbang, Dr. Sherwyn Nuevo-Lim, Dr. Namraida Sharif and Dr Ma. Lovilla Hernandez. They are all graduates of SPMC Radiology Fellowship Training Program. Five Radiology graduates from Southern Mindanao were also inducted as Diplomates of PBR. They are Dr. Omar Abdua, Dr. Adz Absara, Dr. Antonio Cabebe, Dr. Tabitha Muaña, and Dr. Anthony Ytac. Drs. Abdua, Absara, Cabebe, and Muaña are from SPMC while Dr. Ytac is from Davao Doctors Hospital. It was also during this ceremony that Dr. Lacanilao and Dr. de Castro were sworn in as the First Vice president of PCR and member of the PBR respectively.

Two PCRSMC members also made it to the winner’s circle in the annual PCR Research Paper Poster Contest. They are Dr. Sherwyn Nueva-Lim and Dr. Namraida Sharif who landed in 4th and 5th places respectively.

PCRSMC had a booth inside the SMX during the convention where Davao products were displayed for sale. Davao delicacies were given for free to the delegates who visited the booth (Thanks to Liezel Escalante, the diligent PCRSMC Office secretary for graciously entertaining the delegates). Tarpaulins were displayed and flyers were distributed promoting 2019 PCRSMC/PSNHNR convention and 2020 AOSPR.

The first PCRSMC scientific meeting and Battle of the Brains elimination round was held on March 15, 2019 at Southern Philippines Medical Center with Physics, Radiation Protection, and Pediatrics as the topics. Radiology residents of the 4 major training hospitals in Southern Mindanao participated in the event. Dr. Kaye Fabian-Vecina topped the first BOB elimination round. Dr. Judai Caboga-Asotigue and Dr. Rachel Nisperos occupied the 2nd and 3rd spots respectively.

Dr. Ma. Theresa Sanchez, PCRSMC vice-president gave a lecture on Pediatrics to the radiology residents. Dr. Cyrus Estera, former PCRSMC president, Dr. Rowena Alabado, current PCRSMC secretary, and Drs Justin Bendita and Jay Lapore, both SPMC junior consultants, served as facilitators of the said activity.

The 2nd PCRSMC scientific meeting and Battle of the Brains elimination was held on April 24, 2019 at Davao Doctors Hospital with Cardiothoracic Imaging as the topic. Dr. Anatole Garcia, past PCRSMC president, gave a very good lecture on Pulmonary Masses to radiology residents in training. He made the complicated and difficult subject matter simple and easy to understand. Dr. Jerome Nobleza, immediate past president of PCRSMC, delivered a systematic and straightforward lecture on Cardiac Tumors. Dr. Ma. Lourdes Lacanilao, PCR first Vice president, and Dr. Rowena Alabado, PCRSMC secretary attended the activity.

After the 2nd BOB leg, Dr Kaye Fabian-Vecina sits atop the leaderboard by garnering the highest score for the 2nd time. Dr. Nalvic de Chavez was the 2nd top scorer. Dr. Judae Caboga-Asotigue, Dr. Shamira Mohammadsali, and Dr. Sylvester Ryu Abellana were tied for 3rd place. Dr. Kristine Marie Anayan was the quizmaster

The 3rd PCRSMC scientific meeting and BOB elimination took place on June 28, 2019 at the Medical Arts Building, San Pedro Hospital. With Genitourinary and Women’s Imaging as topics, Dr. Ann Zenliah Ronquillo and Dr. Pia Daphne Espino-Rodriguez generously shared their knowledge in these subjects to the radiology residents in training. Dr. Ronquillo, who is a Fellow in Training in CTMRI of San Pedro Hospital, discussed about Prostatic Cancer MRI. Dr. Rodriguez, who is a Fellow in Training of the same hospital, talked about Obstetric Ultrasound. PCR important personalities who attended the event include PCR Vice President, Dr. Maria Lourdes Lacanilao, former PCRSMC President and current member of PBR, Dr. Ronald de Castro, and PCRSMC Auditor, Sagisag Dadap.

Dr. Rodriguez, assisted by Dr. Ronquillo, acted as quizmaster of BOB. The radiology residents in training who obtained the 3 highest scores were, in descending order, Dr. Judae Cabuga-Asotigue, Dr. Sylvester Ryu Abellana, and Dr. Jesly Mae Dizor. Halfway through the 5-stage BOB elimination, Dr. Judae Cabuga-Asotigue surged ahead and now occupies the top spot in the latest BOB ranking.

Another feather was added on the cap of PCRSMC during Davao Medical Society Induction of Officers and Awarding Ceremony which was held at Dusit Thani Davao in the evening of July 5, 2019. PCRSMC was given formal recognition by DMS for its active participation in various DMS activities. PCRSMC President, Dr. Anna Jane Arcayera received the award from DMS President, Dr. Ricardo Audan. Also in attendance was PCRSMC Treasurer, Dr. Mitzi Ann Madrazo.

Former officers and current advisers of PCRSMC were among the new set of DMS Officers who were inducted during that evening. They were Dr. Cyrus Estera, as PRO, Dr. Maria Lourdes Lacanilao and Dr Jessica Ortiga, both as Councilors.

August 16, 2019 - A 2nd year Radiology resident of Davao Doctors’ Hospital led this year’s winners during the 2019 pre-congress and interhospital interesting case competition which took place at Gantioqui Hall, Davao Doctors’ Hospital. Dr. Micah Noel Perpetua got the nod of the judges after he presented his case entitled “Color Matters: Could it be Chronic Thromboembolic Pulmonary Hypertension?”

Other outstanding radiology residents during the competition were Dr. Marl Andrew Valdez and Dr. Rona Mae Raagas-Ramos, who landed in 2nd and 3rd places respectively. Dr. Cherry Mar Bongcawil-Lei was proclaimed Best Presenter. Members of the Board of Judges were Dr. Ma. Elinore Concha, SPMC Chief Training Officer, and Dr. Erwin Janiño Ybañez, a renowned cardiologist in Davao. Dr. Sagisag Dadap, PCRSMC Auditor gave the mechanics of the contest.

Dr. Ma. Lourdes Lacanilao, PCR Vice President, delivered a message on behalf of Dr. Eva de Leon, PCR President, who was unable to attend due to medical emergency. PCRSMC’s past presidents who graced the event were Dr. Anatole Garcia, Dr. Ronald de Castro, and Dr. Jerome Nobleza. Dr. Ginny Ann Cequina, PCRSMC PRO gave the closing remarks. The program was co-hosted by Dr. Charrie Carolyn Coyme and Dr. Ella Estanislao.

August 17, 2019 - It was an eventful day as Philippine College of Radiology Southern Mindanao Chapter and Philippine Society of Neuroradiology and Head and Neck Radiology held their joint convention at

Pinnacle Hotel and Suites, Davao City. With the theme “Your Face and Brain Look Familiar: Applying Neuro/Head and Neck Radiology to Daily Practice”, a plethora of topics on cranial and facial disorders were tackled.

Prominent Radiology consultants from Manila, joined by local Radiology consultants and medical specialists, shared their expertise to over 250 attendees. 2019 Sayaw Kadayawan grand champion, Madayaw Cultural Ensemble, greeted the delegates with a beautiful Muslim dance presentation. PCR Vice-President, Dr. Ma. Lourdes Lacanilao and PCRSMC President Dr. Anna Jane Arcayera, welcomed the delegates from different parts of the country and thanked the resource speakers with their messages.

Panel discussion about TEAM APPROACHES to Management of Brain Tumors and Hyperacute Stroke took place in the morning. Invited panelists who participated in the dynamic discussion were: Dr. Irma David-Kintanar and Dr. Claro Ison (Neurology), Dr. Ma. Lourdes Lacanilao and Dr. Faiqha Bagis (Radiation Oncology), Dr. Eleanor Chi-Ong and Dr. Meldi Anuta (Neurology), Dr. Nicanor del Rosario and Dr. Edwin Lagapa (Neurosurgery), and Jonathan Laro, RRT and Richard Pabunag,RRT (Radiologic Technology). Dr. Ma. Teresa Sanchez (Interventional Radiology) acted as moderator.

Oath taking of new PCRSMC members were held at noontime. Officially accepted as members of PCRSMC were Dr. Omar Abdua, Dr. Adz Absara, Dr. Antonio Cabebe, Dr. Tabitha Muaña, and Dr. Anthony Ytac.

Dr. Claro Ison, a highly esteemed Neuroradiologist from Manila, started the afternoon session with his discussion about epilepsy. He spoke about commonly affected brain areas with this disorder and stressed the importance of proper imaging technique. It was followed by the lecture of an equally respected Radiologist, Dr. Jackson Dy, on Pterygopalatine Fossa and Perineural Spread in Head and Neck Malignancies. He later talked about Craniofacial Trauma and gave the participants important pointers in classifying Le Fort fractures. Renowned Pediatric Radiologist and perennial favorite lecturer, Dr. Bernard Laya, spoke about pediatric orbit. Later, he showed multiple interesting pediatric neurologic images on the giant LED-screen and explained them one by one. Finally, Manila’s distinguished neuroradiologist, Dr Irma David-Quintanar, did an interactive session on CNS Infections where attendees got to answer questions live online. She presented a practical algorithm in order to zero in on a radiologic diagnosis.

The 4th PCRSMC Scientific meeting and Battle of the Brains elimination was held on September 6, 2019 at Gantioqui Building, Davao Doctors Hospital.

With GIT and MSK as topics, Dr. Ginny Ann Cequina and Dr Winston Barcenas, both radiology consultants of Davao Regional Medical Center, imparted their knowledge in these subjects to Radiology residents on Training. Dr. Cequina talked about Omentum and its Diseases while Dr. Barcenas discussed about Lumbar MRI and Degenerative Disc Diseases. Dr. Ryan Albert Leonard Boquiren, Training Officer of Department of Radiology of DRMC, was the quizmaster.

Present in the event were Dr. Jerome Nobleza, former PCRSMC President and Chairman of Radiology Department of DRMC, and Dr Annabelle Zerrudo, DRMC Radiology consultant. One of the consistent BOB top scorers, Dr Kaye Fabian-Vecina, topped the 4th BOB elimination round. Dr Judae Cabuga- Asotigue and Dr. Jesly Dizor were tied for 2nd place. Dr Shamira Mohammadsali obtained the 3rd highest score. After the 4th BOB leg, Dr. Asotigue maintained overall lead with 253 points. Dr. Vecina and Dr. Ryu Abellana are on the chase at 2nd (239 points) and 3rd place (226points), respectively.

PCR Vice President, Dr Maria Lourdes Lacanilao, some PCRSMC officers led by PCRSMC President, Dr. Anna Jane Arcayera, and past PCRSMC presidents namely, Dr. Cyrus Estera, Dr. Susan Gaspar- Mateo, and Dr. Ronald de Castro traveled to Seoul, South Korea and attended the Asian and Oceanic Society for Paediatric Radiology Scientific Meeting on September 26-28, 2019. The other purpose of their trip was to promote the AOSPR 2020 which will be held in Davao City on August 20-21 next year.

The 5th PCRSMC scientific meeting and final leg of Battle of the Brains concluded on October 5, 2019 at Seda Hotel, Davao City with the heavy favorites winning the competition. The group composed of Dr. Judae Cabuga-Asotigue, Dr. Nalvic Dr Chavez, Dr. Sylvester Ryu Abellana, Dr. Jesly Mae Dizor, and Dr. Al Patrick Alajas defeated the rest of the competitors and earned the right to represent PCRSMC in PCR national BOB finals which will take place in Manila in February next year. The group composed of Dr Caroline Fabian-Vecina, Dr. Manuel Domingo, Dr. Michael Lawrence Panlilio, Dr. Safra Mae Kuhutan, and Dr. Rona Ramos, placed 2nd. Rounding up the winners circle was the group composed of Dr. Lou Nathalie Natividad, Dr. Hannah Mae Cajarte, Dr. Peter Paul Dujali, Dr. Samuel Gerard Pingoy, and Dr. Cherry Mar Bongcawil-Lei, who placed 3rd. Dr. James Delos Santos, chairman of PCR Residency Training Council, was the BOB quizmaster and the guest speaker. He lectured to Radiology Residents in Training about Imaging of Hepatobiliary Diseases, a topic which is useful to residents’ future practice. Dr. Anna Jane Arcayera, PCRSMC President, and Dr Mitzi Ann Madrazo, PCRSMC treasurer, formally opened and closed the program respectively. Dr. Maria Lourdes Lacanilao, PCR Vice President, and former PCRSMC presidents namely – Dr. Jerome Nobleza, Dr. Susan Gaspar, Dr. Apolonio Bernardo, and Dr. Ronald Dr. Castro, graced the event. Current and past PCRSMC Officers also attended the activity: Dr. Ginny Ann Bacaltos-Cequina (current PCRSMC Co-PRO), Dr. Michael Maceda, Dr. Mina Bernardino, and Dr. Ana Luisa Allosa. Dr. Vern Llorca Jardinel, Dr. Ryan Boquiren, Dr. Ansen Ronquillo, Dr. Annabelle Zerrudo, Dr. Henry Ytac, and Dr. Neil Gamboa were among the Radiology consultants who also went to the event. October is the month for Breast Cancer Awareness and people all over the world are one, in advocating the prevention, treatment, and cure of breast cancer.

At the invitation of Philippine College of Surgeons Davao Southern Mindanao Chapter, PCRSMC conducted a free breast ultrasound clinic in the afternoon of October 13, 2019 at NCCC Mall, Buhangin, Davao City.

Some past and current PCRSMC Officers took time out of their busy schedules to participate in this fulfilling endeavor. They were Dr. Maria Lourdes Lacanilao, Dr. Susan Gaspar, Dr. Apolonio Bernardo, and Dr. Maria Theresa Sanchez. They were joined by a group of Radiology residents from Southern Philippines Medical Center. They were able to scan close to 50 women beneficiaries.

PCRSMC has been regularly doing this generous activity for several years now to increase the community awareness of breast cancer, which is the most common cancer in women worldwide but has higher long-term survival rates when detected earlier.

2019 ACTIVITIES

ANNUAL CONVENTION (Palliative Care and Radiotherapy) The 13th PROS Annual Convention was held on March 26-28, 2019 at Novotel Manila Araneta Center in scientific collaboration with the European Society of Radiotherapy and Oncology (ESTRO) with a theme on “Palliative Care and Radiotherapy.”

There were a total of 237 participants with 125 radiation oncologists, 52 medical physicists, 31 RTTs, 13 nurses and 16 international delegates. Majority of them were from Indonesia (10), two from Singapore and one each from Malaysia, Thailand, Myanmar and South Africa.

Dr. Dennis Doromal, the immediate past president, led the National Anthem and Invocation followed by his opening remarks. Dr. Peter Hoskin of Mount Vernon Hospital in UK, the course director, welcomed the delegates and gave the first lecture on “Principles of Pharmacology in Cancer Pain”. The second lecture entitled “Evaluation of Pain and Quality of Life” was given by Dr. Yvette van der Linden, the co- course director. The succeeding lectures were given by Dr. Johan Menten and Dr. Joanna Kazmierska, while the last one was given by a local speaker, Dr. Cicero Matthew Habito, an Interventional Radiologist. The first day session was capped off with interactive case discussions wherein the participants were divided into three groups with topics on bone pain, other palliative symptoms (i.e. obstruction) and pain management.

Day 2 started with lectures by Dr. Nicolaus Andratschke on topics “Oligometastases and Principles of SBRT” and “Management of Solitary Brain Metastases, respectively. Dr Hoskin followed discussing “Management of Multiple Brain Metastasis”. Another breakout sessions were held with three case studies on palliative management for disease in the central nervous system (brain and spine) and treatment of oligometastases. The afternoon session composed a couple of lectures by Dr. van der Linden and by Dr. Andratschke followed by a group case discussion focusing on re-irradiation and the role of brachytherapy in palliation.

Fellowship night then followed with a “Fiesta” theme wherein residents from eight (8) training hospitals represented different tribal groups in the Philippines by wearing costumes. Both faculty and some participants enjoyed the Filipino food spread and live music band.

Day 3 had a few more lectures by Dr. Hoskin’s and Dr. Kazmierska’s on thoracic site. Dr. van der Linden thereafter talked about the “Practical Application, Logistics and Research Data in Palliation” followed by Dr. Menten’s discussion on “Care of the Dying and Euthanasia”. Two local speakers were invited to discuss “Orthopedic Management and Operative Interventions for Metastatic Bone Disease” by Dr. Rafael Bundoc and “Optimizing Quality Life after Palliative Radiotherapy through Integration of Palliative Care in Different Settings” by Dr. Maria Fidelis Manalo. Dr. Hoskin closed the convention with a concise summary of palliative management.

MIDYEAR CONVENTION The PROS Midyear Convention and Residents' Research Forum was held at Metropolitan Club in Makati City last August 17, 2019 with a total of 65 participants (24 consultants and 41 residents). The morning session consisted of lecture series starting with “Universal Health Care Law” by Atty. Roi Andrei Galang followed by “Update on National Integrated Cancer Control Act” by our very own Dr. Enrico Tangco as society representative. The last lecture tackled on financial wellness entitled “Investing 101: The Good, the Bad and the Despicable” by Mr. Gerald Baldivia.

The research forum per se had two categories with posters for case reports and paper presentation for analytical research. The Board of Judges consisted of Dr. Jesus Randy O. Cañal, Dr. Nemuel S. Fajutagana and Dr. Ronaldo Antonio R. Santos.

There were six (6) residents who presented their research papers. The best paper was bagged by Dr. Luisa E. Jacomin of UST entitled “The Role of Postoperative External Beam Radiotherapy for Differentiated Thyroid Carcinoma: A Systematic Review and Meta-analysis”. The second place was Dr. Rene Eufemon P. Cereno of PGH entitled “Toxicities and Recurrences after Co-60 High-dose-Rate Brachytherapy for Cervical Cancer in a Tertiary Hospital in the Philippines”. And the third place was Dr. Karl Jeremy B. Lo of TMC entitled “Analysis of Liver Radiation Doses Using Three Caudal Border Fields in Radiation Therapy of Post Mastectomy Right Sided Breast Cancer Patients”. Lastly, the best poster was awarded to Dr. Kurl E. Jamora of PGH entitled “Dermatofibrosarcoma Protuberans of the Upper Eyelid Treated with Surface Mould HDR Brachytherapy.

SCIENTIFIC MEETINGS PROS has conducted four scientific meetings for year 2019. The first was hosted by University of Perpetual Help last February 2, 2019 at Max’s Malate with “Paget’s Disease of the Vulva” as topic for discussion. This was followed by University of Santo Tomas discussing “Squamous Cell Carcinoma of the Eyelid” last April 27, 2019. The third meeting was hosted by St. Luke’s Medical Center with a lecture on Radiologic Anatomy by Dr. Bengino R. Santi II on July 27, 2019. The last meeting was conducted on October 5, 2019 with The Medical City as host discussing Hypofractionation of Prostate Cancer. All scientific meetings coincided with in-service exams.

Requirements for accreditation 1. Teaching staff of at least 4 DBISP fellows 2. Applicant to be accredited as breast imaging specialist should have seen and interpreted at least 2000 mammograms and 1000 breast ultrasound examinations in one year 3. Breast Imaging Fellowship program will be six (6) months of intensive training on interpretation of mammogram and breast ultrasound images and achievement of the acquisition of necessary skills to observe and perform interventional procedures which includes core biopsy, mammotome biopsy, needlewire breast lesion localization, and stereotactically- guided biopsy. 4. DBISP will not require a prerequisite of an accredited radiology training program in order to qualify to have a Breast Imaging Fellowship Training Program.

C. DBISP will start collecting annual membership dues of Phil peso 1000.00 which is due to begin in the year 2020 during the PCR Annual Convention.

Another year had passed since the induction of the founding officers and board of trustees of the PSNHNR. We would like to report the PSNHNR activities for 2019.

1. February 27, 2019, PSNHNR accomplished a well-attended Neuroradiology Workshop given by Dr. Claro B. Ison and organized by the board and officers of PSNHNR during the Annual Convention of the Philippine College of Radiology 2. July 12 to 13, 2019 at Shangri La Makati-The Fort: The PSNHNR ushered the European School of Radiology (ESOR) in the Philippines and tackled focused Neuroradiology topics with group workshops of cases and panel discussion on the current state of Neuroradiology practice in the Philippines and Asia. Together with our Asian neighbors, the participants were enriched with indelible knowledge as stated in the feedback forms. This sold out activity allowed the participants and the mentors to discuss cases in a more interactive method. The course targeted our trainees as the preferred participants and the rest are mentors in their respective training hospitals. ESOR collaboration has now been officially delegated to PCR through the efforts of PSNHNR so that ESOR partnership can now be accessible to all subspecialty societies and chapters of Philippine College of Radiology (PCR). 3. August 18-19, 2019: PSNHNR partnered with the Southern Mindanao Chapter of the Philippine College of Radiology for their Annual Convention at Pinnacle Hotel in Davao City. A well-attended scientific convention from Visayas and Mindanao and some participants coming from Manila. This partnership is true to the aim of PSNHNR to foster collaboration with the existing subspecialty societies and chapters of the Philippine College of Radiology to further strengthen the practice of Neuroradiology in the country. Immediate Priority Plan: PSNHNR has been initially introduced to the members of the Philippine College of Radiology by its board of trustees and officers. We are now establishing ways on how PSNHNR can create platforms so that membership can now be prioritized after the initial scientific, guidelines and policy making endeavors were accomplished. Since membership to the PSNHNR will now be prioritized, PSNHNR will accept and include all members of the Philippine College of Radiology in good standing. Inclusivity is one of the goals of the PSNHNR so that everyone will benefit from the promotion and improvement of our Neuroradiology practice in the Philippines. Kindly, anticipate announcements pertaining to this concern on the ongoing establishment of the PSNHNR official website and social media platforms.

The Philippine Society for Pediatric Radiology (PSPR), welcomed 2019 with a grateful mindset, where our actions were directed towards better serving the medical imaging needs of the Filipino children.

The major thrusts of the Society for 2019 are: 1) Strengthening the Society by increasing membership, 2) Promotion of Pediatric Radiology through quality and high-impact academic activities, 3) Enhancing Pediatric Radiology practice by developing standardized practice guidelines, and 4) International collaboration and positioning.

Strengthening the Society by increasing membership: Induction of 13 new members was held at the SMX Convention Center in Pasay City last March 2, 2019 during the 71st PCR Convention. The induction rite was led by PSPR President Dr. Bernard F. Laya along with other PSPR Officers and Board of Directors. A video snippet about the origin of the oldest Radiology Subspecialty practice, which originated in the United States of America, was shown to the audiences, which included radiology consultants and trainees.

Promotion of Pediatric Radiology through academic activities: PSPR works to serve our Filipino children, and in doing so, it is important to enhance the knowledge of radiology practitioners. An adult and pediatric abdominal imaging symposium, a joint activity of the Philippine College of Radiology, PCR - Northern, Central and Southern Luzon Chapters, together with PSPR, was held last June 22, 2019 at Holiday Inn, Baguio City. The leading PSPR members, namely Dr. Bernard F. Laya, Dr. Maricar P. Reyes, Dr. Florence V. Los Baños, Dr. Khristine Grace Pulido-Brillo, and Dr. Joyce D. Komiya shared their knowledge through their lectures in this educational activity.

Enhancing Pediatric Radiology practice through standardized practice guidelines: Dr. Lawrence Estabillo was designated as head of the movement for radiation protection. PSPR has recently been included in the International Alliance of Image Gently. This Alliance provides the most recent knowledge base for Radiology efforts directed to decrease the patient’s radiation dose. As an alliance member, PSPR now has the access to all the most up-to-date international guidelines and protocols that can be validated for use in the local setting. Drs. Allan Serrano and Nathan Concepcion were assigned as co-chairs in the improvement of contrast agent use in children. As of writing, they have already come up with a draft that would be finalized and disseminated in 2020. Similarly, PSPR is also finalizing an imaging practice guideline for radiographic interpretation of children suspected with tuberculosis.

International collaboration and positioning: In addition to PSPR’s inclusion as amongst the world’s alliance member in the Image Gently campaign, the organization is also in the initial process of applying for membership to the World Federation of Pediatric Imaging. PSPR was well represented in the19th annual scientific meeting of Asian and Oceanic Society for Pediatric Radiology (AOSPR) held last September 26-28, 2019 at Dragon City in Seoul, South Korea, where Dr. Laya and Dr. Concepcion were invited as speakers. Dr. Laya delivered a comprehensive lecture on pediatric chest wall imaging, while Dr. Concepcion focused on supratentorial tumors in children. Dr. Joanna Choa-Go, the current fellow-in- training in St. Luke’s Global City Pediatric Radiology Fellowship, won the Silver Award for oral scientific presentation. 39

Another important landmark is that PSPR is a national organization that is now registered with the Philippines’ Securities and Exchange Commission (SEC).

To cap off 2019, the PSPR members shared a holiday celebration together last December 8, 2019 at Iago’s Restaurant in Quezon City. Good cheers and best wishes were exchanged as each and every one shared joy and gratitude for a year that was.

Activities 2019 As early as late 2017 and 2018, the Philippine of College of Radiology, Inc, led by their president Dr Jerome Gaerlan, tapped several radiologists engaged in abdominal imaging, namely Dr. Gerardo Silva and Dr. Rosanna Fragante, to lead the establishment of a subspecialty interest group in abdominal imaging. After a series of several planning and consultative meetings held in the preceding months, the Philippine Society of Abdominal Radiology (PSAR) was finally established in 2019. On 3 July 2019, PSAR held its first scientific meeting at the Marco Polo Hotel in Ortigas. Gathering approximately 100 radiologists, the first scientific meeting featured a short lecture on the advances in liver imaging using MRI by renowned liver Italian imaging specialist and author, Prof. Luigi Grazioli. Two cases from our local pool of radiologists were then presented by the National Kidney and Transplant Institute and the St. Luke’s Medical Center. After the dinner symposium, a draft of the by-laws was presented to the general membership for consultation and ratification. Elections were held afterwards for the board of officers of PSAR. The meeting was facilitated by PSAR vice-president elect, Dr. Michael Salvador Cabato. On 16 September 2019, the second scientific and board meeting was held at the Marco Polo Hotel. It featured a short lecture by German radiologist, Dr Gesine Knobloch, who lectured on International Guidelines for HCC Imaging and the Position of Gadoxetic Acid Disodium. Afterwards, the membership and board meeting, led by PSAR president, Dr Gerardo Silva, addressed several vital issues in the establishment of PSAR, such as the inclusivity of PSAR to all FPCR radiologists with an interest and practice focused in abdominal imaging, representation from the various regions, and the involvement of residents and fellows-in-training to kindle their interest in the growing specialty. On 8 October 2019, the first ties with the Asian Society of Abdominal Radiology were established. A short meeting between ASAR secretary general Dr Cher Heng Tan and PSAR, represented by Dr. Rudolf Kuhn, followed at Tan Tock Seng Hospital in Singapore. Group membership of the Philippines to ASAR was discussed. Likewise, the prospect of the Philippines hosting an educational conference of ASAR was opened for the years to come. Future Prospects Plans for the years to come include:  Expansion and inclusive membership of the PSAR in the regions  Co-hosting of educational conference of the European School of Radiology  Closer collaboration with and hosting of Educational Lecture Course by ASAR  Hosting of annual convention or lectures  Inclusion of young abdominal radiologists (residents and fellows-in-training pool)

A three-part Specialty Board Examination for 2019-2020 was conducted by the present PBR Examiners. The Philippine Board of Radiology Examination (PBRE) Part I was given last June 15, 2019 held at the Ateneo School of Medicine and Public Health in Pasig City, there were 181 examinees and 150 successfully passed the examination with a passing rate of 82.87%. The PBR II Examination was held at the Children’s Grand Auditorium of the Philippine Heart Center in Quezon City last January 11 and 12, 2020. There were 154 examinees and 133 passed the given examination with a passing rate of 86.36%. The PBR III Examination was also held at the Children’s Grand Auditorium and DAPA Hall of the Philippine Heart Center in Quezon City last January 18, 19 and 20, 2020. PHILIPPINE COLLEGE OF RADIOLOGY Code of Ethics THE RADIOLOGIST AND THE PATIENT Principle One The RADIOLOGIST must respect the right to self-determination and the essential humanity and dignity of every patient. Altruism contributes to the trust that is central to the physician-patient relationship. The RADIOLOGIST shall uphold the dignity and honor of the profession and specialty. 1. Make the well-being of the patient foremost in all interactions, treating patients with compassion and respect. Approach healthcare as a collaboration between the doctor and the patient, respecting patient choices and decisions, even if they are not the decisions you think you would make. 2. Practice the science and art of medicine to the best of your ability, competently and without impairment. 3. When a personal moral judgment or religious belief prevents you from recommending some form of therapy, inform 4. Do not permit considerations of age, disease or disability, creed, ethnic origin, gender, financial situation, nationality, political affiliation, race, sexual orientation, social standing or any other factor affect duty to patient; and should work actively to eliminate discrimination in health care 5. Promote justice in the health care system including the fair distribution and cost- effective use of limited health care resources. 6. Free to choose whom to serve for reasons satisfactory to one’s professional conscience and competence; however, one shall not refuse radiological service primarily for monetary reason or personal convenience 7. Where there are reservations regarding the appropriateness or safety of an investigation, therapy or procedure, communicate and collaborate with the patient, colleagues and referring clinician regarding other options. 8. Your obligation is to preserve life, but, where a cure is not possible, you should assess the risks and benefits of potentially life-prolonging treatments in the context of the patient, the patient’s beliefs and any suffering the patient may experience. Where death is deemed to be imminent and where curative or life-prolonging treatment appears to be futile, do your best to ensure patients die with dignity and comfort. THE RADIOLOGIST AND THE PATIENT Principle Two The RADIOLOGIST must not exploit patients. The RADIOLOGIST should be an advocate for their patients or the populations they serve but should not manipulate the system to obtain benefits for them to the disadvantage of others The RADIOLOGIST shall secure maximum benefit for his patient and his hospital/clinic in terms of professional service, safety and clinical expertise. 1. Ensure that the healthcare outcome solely benefits the patient. 2. Financial gain, personal gain or political agendas must not influence or determine patient care. 3. Do not support outcomes designed in the interest of particular bodies or groups if they conflict with the interests of your patient. 4. Do not exploit hope or deliver futile treatment or imaging (too much or too little). 5. Novel treatments and novel uses of existing treatments are only to be undertaken with appropriate oversight.

6. Recognize that there are patients and groups of patients who are prone to exploitation and allow this recognition to inform all of your interactions with your patients. 7. Actively promote good care when systematic issues hinder the provision of normal care and practices. 8. Radiologists should never enter into an arrangement that prohibits the provision of medically necessary care or that requires care at below acceptable standards. 9. If the cost of your component of their care is to be borne by the patient, directly or indirectly, then, as much as possible, make them aware of the fees they will be charged, and of any alternative ways to access that treatment/imaging. 10. Members should clearly and adequately respond to inquiries by patients regarding fees and/or any financial incentive. A radiologist should not participate in a billing arrangement that misleads patients or third-party payers concerning the fees charged by the radiologist. 11. Radiologists shall not divide radiological fees either directly or by any subterfuge with the referring physician THE RADIOLOGIST AND THE PATIENT Principle Three The RADIOLOGIST must provide the best attainable and most appropriate care for their patients. 1. Use evidence-based clinical judgment and experience to make recommendations for treatment/ imaging. 2. Practice in a way that is self-aware, conscious of your limitations and be able to refer patients to the most suitable healthcare practitioner depending on expertise and the needs of the patient. 3. Provide balanced and informed advice designed to help patients make judgments and informed decisions about their healthcare. This could include verbal, printed and/or electronic media 4. Promote patient autonomy by making the patient fully aware of the evidence, options, potential risks and the potential benefits as well as the likelihood of each in respect of each treatment/imaging option. Where appropriate, assist patients in obtaining expert advice from relevant specialists in other disciplines where options for treatment/imaging exist. 5. Ensure all diagnostic and therapeutic care is supported by a quality assurance process and a quality improvement program. THE RADIOLOGIST AND THE PATIENT Principle Four The RADIOLOGIST must maintain confidentiality of patients and their families. A Radiologist shall not reveal information acquired in confidence as a result of patient – physician relationship unless otherwise required by law. 1. Maintain the patient’s confidentiality, whether related to their medical care or not, even after the patient has, for whatever reason, left your care. 2. Exceptions may include where there is a serious risk to the patient or another person and the breach is necessary to mitigate any such risk or where it is required by law. So long as it does not go against the existing laws 3. Upon request by the patient, make available to the patient and/or another doctor a report of your findings, clinical records and treatment, including all images and reports. 4. You must only access, use and share patient records and data in a manner that is in keeping with current legislation and current modes of medical record provision. 6. Comply with the legal requirements relating to the compilation, ownership and storage of medical records. THE RADIOLOGIST AND THE PATIENT Principle Five The RADIOLOGIST must obtain valid consent from their patients before undertaking any procedure or treatment. 1. Consent is a process and must be voluntary, properly informed and the information provided to the patient in such a degree of detail appropriate to the risks, the procedure and the patient’s needs. 2. Consent must be specific to the procedure or treatment. 3. Sufficient time must be given in the circumstances to allow the patient to make an informed decision. 4. Consent can be withdrawn without consequence at any time prior to or during the procedure/ treatment. However, the cost of the materials are to be shouldered by the patient. 5. Patients must have the capacity to consent. If the patient does not have the capacity to consent, seek consent from the appropriate person(s) with the power to make decisions relating to the patient’s medical treatment (e.g. enduring

guardian, enduring power of attorney (medical treatment), guardian appointed by a guardianship tribunal or from a guardianship tribunal). 7. Understand the legislation and guidelines on informed consent. THE RADIOLOGIST AND THE PATIENT Principle Six The RADIOLOGIST must not misuse their professional knowledge and skills. 1. Use your knowledge, skills, facilities or equipment to serve patient interests. Do not deviate from widely accepted standards of care and practice. 2. Recognize your professional limitations and be prepared to seek advice, second opinions or reviews and refer patients onwards when appropriate. 3. Consult with your colleagues and multidisciplinary teams for the benefit of decision-making regarding your patients where appropriate. These limitations should be appropriately disclosed to patients and referring physicians. 4. When determining any fee, consider the time, skill, and experience involved in the performance of those services together with specific patient circumstances. Abide by the guidelines on professional fees set by the Professional Fee Committee of the Philippine College of Radiology. 5. Ensure that the patient is informed of your fees and other associated costs, including out of pocket costs. Encourage open discussion of health care costs, including alternative providers of care. 6. You must provide full disclosure of any interest, financial or otherwise, that you have when referring the patient to institutions or services, and in such an event you must make patients aware of alternative options. Paying a physician for referring a patient to a radiologist is unethical. 7. If you work in a practice or institution, place your professional duties and responsibilities to the patients above the commercial interests of the owners or others who work within these practices. 8. Ensure that equipment and technology are always used appropriately. THE RADIOLOGIST AND THE PROFESSION Principle Seven The RADIOLOGIST must continue to develop, maintain, and share their professional knowledge with medical colleagues, trainees and students, as well as with other health professionals, patients and their families. 1. Keep yourself up to date on relevant medical knowledge, codes of practice and legal guidelines 2. Ensure that referring and treating practitioners are kept fully informed of all relevant information regarding the patient’s condition, treatment, potential complications and side effects. 3. Honour your obligation to pass on your professional knowledge to colleagues and students. THE RADIOLOGIST AND THE PROFESSION Principle Eight The RADIOLOGIST have a duty to attend to the health and wellbeing of their colleagues, including trainees, students and also of themselves. 1. Do not exploit students or colleagues under your supervision in any way. 2. Bullying, harassment, isolating or excluding any staff member is unacceptable 3. If you witness or learn of bullying, discrimination or other unacceptable behaviour, you have a duty to report it and prevent it reoccurring. 4. Discrimination on the basis of (but not limited to) age, illness or disability, creed, ethnic origin, gender, nationality, political affiliation, race, sexual orientation or social standing is unacceptable. 5. Clinical teaching involving patients must be conducted in an ethical manner (i.e. informed consent, right of refusal, and recognition of priority of direct patient care). 6. If teaching or training, feedback must be given in a manner that is helpful, constructive and does not humiliate the recipient of the feedback.

7. If a colleague is having health and wellbeing issues they must be supported to the best of your ability. If patient care is at risk, appropriate steps must be taken to protect patient welfare. 8. You must ensure that your mental and physical health does not adversely affect patient care. If you experience any mental or physical health issues that affect your ability to deliver appropriate patient care you must seek appropriate treatment and take action to avoid the risk of harming patients. 9. If allegations are made against a practitioner, these must be taken seriously and investigated fairly. It must be recognized that there are many reasons for making a complaint. Confidentiality about the matter must be maintained at all times to avoid further damage to the reputation of the person who is the subject of the complaint. THE RADIOLOGIST AND THE PROFESSION Principle Nine The RADIOLOGIST must uphold the integrity of the medical profession. 1. Maintain accurate, legible, contemporaneous clinical records/reports containing sufficient detail. Do not deliberately make false radiologic report. 2. Ensure that doctors and other health professionals upon whom you call to assist in the care of the patients are appropriately qualified and experienced. Prior to practicing in a hospital or other health care entity, a radiologist shall apply, and be accepted, as a member of that entity’s medical staff in accordance with the medical staff’s bylaws and in the same manner as all other physicians. 3. In order to provide high quality healthcare, you must safeguard clinical independence and professional integrity from the increased demands of employers, society, third parties, individual patients and governments. 4. Protecting clinical independence is essential when choosing the best treatment for patients and defending their healthcare needs against any action which would deny or restrict the provision of care. 5. Refrain from entering into any contract with a colleague or an organization which may conflict with professional integrity, clinical independence or your primary obligation to the patient, or is illegal or could be at risk of being seen as illegal. Do not divide professional fee (fee splitting or rebate), either directly or indirectly by any subterfuge, nor shall he affiliate with persons or organization that does so. 6. Express your criticism in a professional and constructive way. Avoid making comments, incite nor encourage actions which may damage the reputation of a colleague, the College or the profession. Do not make derogatory remarks against colleagues and the college. 7. Initial concerns regarding unethical or unprofessional conduct should in the first instance be raised with the colleague or organization concerned. If your concerns are not addressed, report suspected unethical or unprofessional conduct by a colleague or organization to the appropriate body. 8. Where a patient alleges unethical or unprofessional conduct by another doctor, respect that patient’s right to complain. 9. The College expects the conduct of its members to comply with current laws and meet the standards of contemporary society. Members should uphold all laws, uphold the dignity and honor of the medical profession and accept its self-imposed discipline and deal honestly and fairly with patients and colleagues Members’ behavior should conform to high standards of ethical, legal, and professional conduct. Do not engage in improper practice of medicine as defined in the Philippine Regulatory Commission (PRC) and Philippine Medical Association (PMA) Code of Ethics. 10. When using social media, in a professional or private capacity, exercise caution. The obligations set out in the Code apply to social media. THE RADIOLOGIST AND SOCIETY Principle Ten The RADIOLOGIST involved in research must comply with ethical principles embodied in national and international guidelines, as well as those mandated by ethics committees. 1. Accept responsibility to advance medical science by participating in properly developed and legal research involving human participants.

2. Ensure that responsible human research committees appraise the scientific merit and the ethical implications of the research. 3. Recognize that considerations relating to the wellbeing of individual participants in research take precedence over the interests of science or society. 4. Ensure that all research participants or their agents are fully informed and have consented to participate in the study. Never use coercion or unconscionable inducements as a means of obtaining consent. 5. Inform treating doctors of the involvement of their patients in any research project, the nature of the project and its ethical basis. 6. Respect participants’ rights to withdraw from a study at any time without prejudice to medical treatment. 7. Ensure that a patient’s decision not to participate in a study does not compromise the doctor-patient relationship or appropriate treatment and care. 8. Ensure that research results are reviewed by an appropriate peer group before public release. 9. Understand and comply with the principles and guidelines pertaining to research activity in their jurisdiction 10. Negative trial outcomes and findings are just as important as positive results and must be made public, preferably by being included in peer- reviewed literature. Ensure that research conclusions are not biased and are a fair and true representation of the trial outcomes. 11. Ensure that any research in which you participate is evaluated both scientifically and ethically, is approved by a responsible committee and is sufficiently planned and supervised that research subjects are unlikely to suffer disproportionate harm. THE RADIOLOGIST AND SOCIETY Principle Eleven The RADIOLOGIST must work to improve imaging and cancer care and promote community awareness. 1. Remember that your primary duty is to provide the patient with the best available care: you must endeavor to utilize resources in the most efficient manner. 2. Endeavour to improve the standards and quality of, and access to, medical services in the community by: 2.1. Increasing the transparency of the provision of services. 2.2. Accepting your share of the profession’s responsibility to society in matters relating to the health and safety of the public, health education and legislation affecting the health of the community. 2.3. Making available your special knowledge and skills to assist those responsible for the allocation of healthcare resources. 3. Recognize your responsibility to give expert evidence to assist the courts or tribunals. 4. When providing scientific information to the public, recognize your responsibility to give the generally held opinions of the profession in a form that is readily understood. When presenting any personal opinion which is contrary to the generally held opinion of the profession, indicate that this is the case. 5. Speak with integrity and use honest messaging in our promotion and advocacy role. 6. Members should not publicize themselves through any medium or forum of public communication in an untruthful, misleading, or deceptive manner or in a fashion demeaning to the profession. 8. In providing expert medical testimony, members should exercise extreme caution to ensure that the testimony provided is non-partisan, scientifically correct, and clinically accurate. THE RADIOLOGIST AND HIS PRACTICE 1. In consonance with the national concept of free enterprise, a Radiologist should be free to practice in his area of choice. 2. A Radiologist in setting up a practice, shall set conditions and terms more favorable than or equal to the existing one in the area and should communicate with the incumbent Radiologist but not necessarily seeking consent. Communication should be in the form of a verbal communication and a written one in the form of a formal letter addressed to the Department of Radiology with an indication of acknowledgement and receipt of the said letter by the department. 3. If a Radiologist intends to apply or accept a position in a hospital or clinic, he should communicate first with the

incumbent Radiologist, although consent by the latter is not necessary. 4. A Radiologist, in accepting a position in a hospital or clinic which will result in the eventual displacement of the incumbent Radiologist, shall only accept conditions and terms more favorable than or equal to that given to the incumbent 5. A Radiologist shall not allow a non-radiologist nor a non-PCR member to perform specialty or subspecialty radiological procedures in a unit, section, department, institution or division that is registered or licensed under his/her name, as its radiation safety officer, except those allowed by the existing law THE RADIOLOGIST AND ADVERTISING, MARKETING 1. Market your practice and services provided in a professional manner and subject to the ethical rules, rulings and marketing guidelines of the PMA and PRC 2. Ensure that information about you in the course of presenting medical topics to the media or to audiences does not imply that they are the only, the best, or most experienced practitioners in a particular field. They should also avoid activities that could be regarded as canvassing or touting for patients. THE RADIOLOGIST AND HIS EMPLOYEES 1. Create a working environment conducive for underscoring employee ethical conduct and behaviour. 2. Ensure that individuals may freely express ethical concerns and provide mechanisms for discussing and addressing such concerns. 3. Ensure a working environment that is free from harassment (sexual and other), coercion of any kind (especially to perform illegal or unethical acts); and discrimination on the basis of race, creed, color, gender, ethnic origin, age, disability or any other ground. 4. Ensure a working environment that is conducive to proper utilization of employees’ skills and abilities. 5. Pay particular attention to the employee’s work environment and job safety; and its conformity with the current rules and regulations set by the government and international standards 6. Establish appropriate grievance and appeals mechanisms. 7. Comply with all legal requirements related to leave, pension and other employment benefits. 8. Ensure that reasonable and market related payment is made to deserving employees. 9. Foster a learning environment to improve the skills of employees. 10.
