Nationaler Kongress der IPA Deutsche Sektion 2020 erneut in Fulda Erscheinungsweise: Das IPA Hessen-Journal wird vier mal jährlich im Internet sowie im Intranet der hessischen Polizei veröffentlicht, und Die letzte Seite zwar grundsätzlich jeweils zu Beginn der Monate März, Juni, September und Dezember. Ein Druck des Heftes erfolgt nicht. Auch ist die Benutzung von Ausschnitten zur Anzeigenwerbung der 07.02., 07.05., 07.08. und 07.11. eines jeden Jahres untersagt. IPA Hessen-Journal - März 2018 Liebe Leserinnen und Leser des Hessen-Journals, wer mit dem entsprechenden Tatendrang ausgestattet war, konnte sich in den vergangenen annähernd 20 Jahren mit seinem IPA-Ausweis nationale und internationale Dinge erschlie- ßen, von dem so mancher Zeitgenosse nur träumen kann. Fleißige und ehrenamtliche Hel- fer in allen Bereichen haben stets dafür gesorgt, dass die aktiven und interessierten Mitglie- der das erleben konnten, was unseren Verein so besonders macht: Sich über Grenzen hinaus in Freundschaft treffen und miteinander kommunizieren. Und das alles bei einem Jahresbeitrag in Höhe von 25 Euro (das entspricht 2,08 Euro im Monat oder 0,07 Euro-Cent am Tag). Ende des letzten Jahres beim Nationalen Kongress in Hannover war es dann soweit. Deut- lich über 100 Delegierte aus dem gesamten Bundesgebiet waren sich einig darüber, dass man das Service-Paket der IPA mit dem aktuellen Jahresbeitrag nicht mehr aufrecht erhal- ten kann und beschlossen daher eine moderate Anhebung auf 30 Euro (das entspricht 2,50 Euro im Monat oder 0,08 Euro-Cent am Tag). Was bedeutet das für die Verbindungsstellen mit ihren aktiven und interessierten Mitglie- dern? Der Grundgedanke des Nationalen Kongresses war, die Flexibilität der Verbindungsstellen (insbesondere die mit weniger Mitgliedern) zu stärken. Ein weiterer wichtiger Aspekt war ebenfalls, finanzielle Änderungen im Bereich der IPA Deutsche Sektion auszugleichen, von denen übrigens bundesweit alle Mitglieder profitieren. Im Ergebnis wurden 2 Euro der IPA Deutsche Sektion und 3 Euro den Landesgruppen zugesprochen. In Hessen entscheidet unser oberstes IPA-Gremium, der Landesdelegiertentag (etwa 80 Delegierte aus den hessischen Verbindungsstellen), über die weitere Verteilung der zuge- sprochenen 3 Euro. Ich kann an dieser Stelle schon bekannt geben, dass der Vorstand der IPA-Landesgruppe Hessen e. V. auf einen Anteil verzichten und beim in diesem Jahr in Korbach stattfindenden Landesdelegiertentag den Antrag stellen wird, dass die 3 Euro in voller Höhe den Verbin- dungsstellen zugesprochen werden. Und ich bin mir sicher, dass dieser Antrag die volle Zustimmung der Delegierten finden wird. Unter dem Strich bleiben uns diejenigen, die den oben beschriebenen und aus meiner Sicht logischen Vorgang mit einer Kündigung quittieren. Aus welchem Grund auch immer muss man diese Entscheidungen akzeptieren und nach vorne schauen. Suchen Sie daher in Ihrem beruflichen Umfeld nach Aspiranten, die aktiv und interessiert an unserem nicht immer alltäglichen Vereinsleben für einen moderaten Jahresbeitrag in Höhe von 30 Euro (nebenbei bemerkt ohne Aufnahmegebühr) teilnehmen möchten. IPA Hessen-Journal - März 2018 Aus der Redaktion Liebe IPA-Freundinnen, liebe IPA-Freunde, in unserer Dezember-Ausgabe 2017 hat sich Bernhard Huder, unser langjähriger Redakteur des Hessen-Journals, aus gesundheitlichen Gründen vorzeitig aus seinem Amt verabschiedet und namentlich einen Nachfolger benannt. Dieser hatte sich bereits im November 2017 anlässlich der Herbsttagung der Verbindungsstellenleiter bereit erklärt, die Funktion des Redakteurs unserer Online-Ausgabe zu übernehmen und wurde aktiv in die Entstehung der De- zember-Ausgabe mit eingebunden. Leider kam es während der Übergabe-Phase dieses Nachfolgers zu unüber- brückbaren Differenzen, auf die ich an dieser Stelle nicht näher eingehen möchte. Im Ergebnis muss ich daher leider an dieser Stelle seinen Rücktritt vermelden. Was zur Folge hat, dass der Vorstand der IPA-Landesgruppe Hessen e. V. erneut auf der Suche nach einem ge- eigneten Redakteur für unsere Publikation ist. Als temporärer Redakteur des Hessen-Journals kann ich nicht abstreiten, dass mir die Produktion des Heftes sehr viel Spaß und Freude bereitet. Vor einigen Wochen hatte ich unsere Verbindungsstellenleiter darum gebeten, die aus der Vergangenheit bekannten „fleißigen Schreiberlinge“ darauf hinzuweisen, dass noch ausreichend Platz in der März-Ausgabe vorhanden ist. Ein Blick in den Inhalt dieses Heftes zeigt, wie das Echo ausgefallen ist. Dafür an dieser Stelle allen einen herzlichen Dank für die übersandten Beiträge. Verbunden mit dem Hinweis, dass die Juni- Ausgabe bereits in den Startlöchern steht und auf seine Betankung wartet. Die schlechte Nachricht ist, dass sich in der „Kurstadt“ derzeit zwei ziemlich arbeitsintensive Funktionen mehr oder weniger auf den Füßen stehen. Das führt dazu, dass es insbesondere vor dem Erscheinungstermin unserer Onli- ne-Ausgabe zu Verzögerungen im sonst üblichen Arbeitsablauf bei meiner ursprünglichen Funktion als Sekretär für die Mitgliederverwaltung und Datenverarbeitung kommen kann. Ich würde mich daher sehr darüber freuen, wenn sich alsbald ein Nachfolger für die Redaktion bereit erklärt. V. sowie die IPA-Verbindungsstelle Hanau e. V. trauern um Heribert („Harry“) Hein der am 31.01.2018 im Alter von 79 Jahren verstarb. Heribert („Harry“) Hein trat 2001 der IPA bei. Seit 2006 war er der Schatzmeister der Verbindungsstelle Hanau e. V. Für seine Vorstandstätigkeit erhielt er im Jahr 2015 die Goldene Ehrennadel (9 Jahre) Er wird uns unvergessen bleiben.     TIMOR-LESTE Timor-Leste is a multiparty parliamentary republic with a population of approximately 1.1 million. President Jose Ramos-Horta was head of state. Prime Minister Kay Rala Xanana Gusmao headed a four-party coalition government formed following free and fair elections in 2007. International security forces in the country included the UN Police (UNPOL) within the UN Integrated Mission in Timor-Leste (UNMIT) and the International Stabilization Force (ISF), neither of which was under the direct control of the government. The national security forces are the National Police (PNTL) and Defense Forces (F-FDTL). Security forces reported to civilian authorities, but there were some problems with discipline and accountability. Serious human rights problems included police use of excessive force during arrest and abuse of authority; perception of impunity; arbitrary arrest and detention; and an inefficient and understaffed judiciary that deprived citizens of due process and an expeditious and fair trial. Domestic violence, rape, and sexual abuse were also problems. RESPECT FOR HUMAN RIGHTS Section 1 Respect for the Integrity of the Person, Including Freedom From: a. Arbitrary or Unlawful Deprivation of Life There were no politically motivated killings by the government or its agents during the year; however, on August 27, F-FDTL soldiers were involved in a fight with locals in Laivai, Lautem, in which one civilian was beaten to death. The case was handed to the Prosecutor General's Office and the Human Rights Ombudsman for investigation. At year's end the investigation was ongoing. There were no developments in the May 2009 case in which a group of F-FDTL members allegedly beat two men on a beach in Dili; one of the victims was subsequently found dead.

    Chapter 1 Functions, Roles and Duties of Police in General Introduction 1. Police are one of the most ubiquitous organisations of the society. The policemen, therefore, happen to be the most visible representatives of the government. In an hour of need, danger, crisis and difficulty, when a citizen does not know, what to do and whom to approach, the police station and a policeman happen to be the most appropriate and approachable unit and person for him. The police are expected to be the most accessible, interactive and dynamic organisation of any society. PER CURIAM: Claimant appeals the Decision and Order - Denial of Benefits (89-LHC-2068) of Administrative Law Judge Ainsworth H. Brown rendered on a claim filed pursuant to the provisions of the Longshore and Harbor Workers' Compensation Act, as amended, 33 U.S.C. §901 et seq. (the Act). We must affirm the findings of fact and conclusions of law of the administrative law judge which are rational, supported by substantial evidence, and in accordance with law. 33 U.S.C. §921(b)(3); O'Keeffe v. Smith, Hinchman & Grylls Associates, Inc., 380 U.S. 359 (1965). On December 17, 1987, claimant sustained an injury to his right foot while working for employer on a barge afloat on a portion of the Croton Reservoir in Westchester County, New York. As a result of this injury, claimant underwent surgery for a partial amputation of his great right toe. Claimant sought temporary total disability compensation under Section 8(b) of the Act, 33 U.S.C. §908(b). In the proceeding before the administrative law judge, the sole issue was whether claimant is covered by Section 2(3) of the Act, 33 U.S.C.

Wide and narrow, fast and slow, long and short, they are all important for biodiversity and the environment. There are hundreds of rivers in France flowing through the départements and régions. In fact, most of the French départements are named after the main river flowing through its territory. In France, 25 % of potable water comes from rivers, so it is important that they are properly managed, to prevent of pollution. In some areas of France, floods are part of life. In the 1960s, substantial work was done to straighten rivers and build weirs all over the country to create safe areas for new building projects. They took little account of the natural course of the rivers. Faced with the past neglect of the environment, habitats and biodiversity, the French government has chosen restoration and management strategies in order to correct the mistakes which were made and to make rivers part of the environmental heritage of the country. The strategies and objectives have been set in order to meet the Water Framework Directive’s 2015 deadline. In order to implement the strategies, in 1991 and 1992, two major parliamentary decisions were taken: the decentralization of governmental obligations and powers by creating local equivalents of the Ministry of the Environment, and the “Second Water Law”, passed in 1992.
