I don't know about you, but I Have sometimes thought of the president's address at the start of the'Representative Assembly as being about as useful as a back pocket on a shirt. Now I'd like to think this year''s speech anyway a little different. And I'd like to Ahink that it is not just because I am the one who is up here on the shot.- I want to talk today about dur internal accomplishments andour external goals. And I will have a few words to say about the Supreme Court, but,we. will get to that in a few minutes. This year is different because our new Constitution is working. Thisyear ik different because, for the first time, the president will functiofi-within budget and a program developed during his term in office. This year is different )aecause this summer we will complete the job of coming out ofour 'shells an0 fully accepting otir roles as professionals in a changing, and ina changed,societsy. (Applause) 'd# Ours is a contplex and verY'very public, society. Ourschools exist as part of that society. TIleir funding, their freedom, all the factors that determine their potential for'sxcellence, are decided in open public competition with other elements pf our society. 4 The battle is going on. If we don't compete, that doesn't mean. that weare out of the battle. It just means that We are going to lose.'It is clear that if we, don't care enough to fight for the needs of public education in America, those needs are not going to be met. (Applause) [7] ' a National.Educdnon Assoc: / . Over the, past few y\ears -we bave gotten involveda bit ata time. We began to speak up in meetings. We backed candidates for the schoolboard 4Ve supported legislative candidatts.,Welected mayors, and governors and members of Congress. And we were successful in 80 percent of the congressional rac s in vAich' we were active in 19'74. And still it wa not enough, We came far erpugh out of ourclassrooms to elect a Cohgress apable of passing slightly ithprov,ed school financinglegis- lation, and we ha e become strong enough to override presidential vetoesof vital funding legis aribn. (Applause) /Put we have not done enough as yet because thelegisla tion isnot yet pro- vkling sufficientfunding, and the vetoes of even the inadequate legislation are still forthcoming. So we have to qome to, the next necessarystep. We have stopped pretending that the presidencyis somehow not a policy-' setting office. We have stopped ignoring it and have. recognized that the race for the presidency is'ev ery bit as important, every bit as public', as any ofthe other races In which we regularly participate. Presidential budgets keflect the nature of our federal government'scom- mitment to public educatiori. And in recent years thoseproposals have been repressive. Presidential appointments to HEW and the Officeof Education determine howAhuch or how little influence classroom teacherswill have,in education policy development. And most recently we havelearned that the presidential appointments to the supreme Court can have debilitating im- pact on' the rights of public employees. 'We havecone,to recognize that we are a formidablefbrce`in the life of this country. We are over 1,800,000' strong. Weareiorianized We have demonstrated our ability time and time agaiii to Operke,effectivelyin the political arena. 1 We are going to have 200 delegates andalternates at the national conven- .tions of the nation's two majorpolitical parties this suitmer. (Applause) That is a total that isunapproached by any individual merryJershiporganiza- tion in the entire nation. And the best thing.abourthat isthat it isn't the endit is just the beginning. (Applause) It must be only a beginning because-what weAtis vital. ThereCannot be a free society in the absence of an educated citizenry.the very prOCess of our national' decision making incorporates debate and conflict. That processis politics. And that profess can work only if citizfris, allcitizens, have the educational background to thinkfor, themselves,' and the information necessary to reach sound conclusions. .. Moreover, if the decisions are made through a public process,seems to ,,me that it is our responsibility as publicschool teaOrers to get out 'there and do our part to make sure that the decisions are thefight ones. (Applause) We are meeting this challenge. Everything we havedZine .over the last .couple of years has led us to this_ point. And now we aretaking the final steps. We are participating.in the yreSidential endo rsement.processbecause we have no choiceno choice as citizens and nochoice as a profession. I have two personal reactions to our presidential endorsementt.effort, the deci4ion that you will make later on this summer. On the onehand, I find it the least surprising and ptrhaps the lo,ngeSt delayeddecision in the world. Of course, we are participating in the prpcess. And, yet, since thisis the first (:' , Addressed time we are ually doing so, I filid this process representative of every major step orward that we are takingas individuals and as &profession Because our involvement in the public life of our nation is the way we are go- ing to achieve ourtoals. (ApplauF) -Electing candidates dedicated to meeting the needs of education isn't a goal. It is a means to our end. It is a means to our goMs.

You do it with a great fleet and are called an emperor.”’ Augustine, The City of God.1 1 Introduction Piracy, including the ways in which it was viewed over time, is predominantly considered the way David Luban does in his article with the telling title ‘The Enemy of All Humanity.’2 This common approach takes Cicero’s concept ‘enemy of all’ (communis hostis omnium) as a point of departure and ends with the special place piracy holds today within the field of international law because of the uni- versal jurisdiction that applies. In between legal scholars are mentioned who used or adapted Cicero’s expression, including the medieval jurist Bartolus Saxoferrato (1314-1357) and the early modern jurist Alberico Gentili (1552-1608) who con- nected piracy with the law of nations.

    The efoto-project: Narrative construction of the past and semi-automated data curation Mareike Katharina Schumacher, University of Hamburg Abstract: The efoto project is a cooperation between the Cultural Ministry of Hamburg, the University of Hamburg and numerous archives, museums and libraries of the city. Its overall aim is to create a large image database of the city and make it accessible to the public. Access is provided via a mobile appli- cation which has been developed as part of the project. In the content narratives are seen as the central link between image data and users, and the images in the database can be enriched with narrative elements at different levels. Partner institutions can create city walks with them and users can comment on them or record audio notes with their personal narratives in addition to the images. In this article we want to show how scientific insights and workflows are used to create or initiate narratives that supplement the historical photographs. In the first place images and metadata are provided digitally. Narratives in the form of comments and audio notices will be added by users once the application goes public. During the efoto-project it became apparent that in our partner institutions, there are no ready-made city walks already available for mobile application. As city walks are time-consuming to create or to convert into the right format for a mobile application, we developed the model of semi-auto- mated digital data curation presented in this article. In our attempt to develop the model we used strategies from narrative and cul- tural theory, digital humanities and historiography.

After the last year’s epic clash between the Christian and Pagan armies in the Great Scandinavian Crusade, I am happy to present you the Hanseatic League and smart merchants, brave Tetonic Knights, sneaky pirates and their struggle for power and profit. I am glad that you have chosen this committee and I am sure that it will be an unforgettable experience. As you will probably recognise soon, researching and preparing for a historical crisis is different from the preparation for an ordinary UN-Committee. Sometimes it is very hard to find useful information and if you find any, they often contradict each other (see Final notes on the Study Guide and historical accuracy). Commercial shipping along the archipelago of southern Norway in the early fifteenth century could be a risky business. Hanseatic skippers must have had detailed knowledge of sailing routes and good harbours along the route past Lindesnes towards Bergen. Among a chain of good natural harbours, Skjernesund near Mandal formed a hub, a protected inner route consisting of several good harbour areas sheltered from the exposed Skagerrak north of Skjernøya. An overview of dated shipwrecks along the coast of southern Norway is presented and their context discussed in relation to why they wrecked. It is striking that the majority of wrecks have been found in port areas. The most common interpretation of these wrecks individually is that there are natural explanations for these as losses at sea. By comparing the written sources and historical events from the main period of these shipwrecks, it is probable that in many cases the cause was piracy. Frans-Arne H.
