proposals from experienced and qualified consultants (Consultants) to have ready for public consumption an Accessibility Plan prior to April 1, 2022. Joint Accessibility Advisory Committee On the 19th March, 2021 the Municipality of the County of Kings and the Villages of Aylesford, Canning, Cornwallis Square, Greenwood, Kingston, New Minas and Port Williams signed an inter-municipal service agreement to form the Joint Accessibility Advisory Committee (Committee). The Committee’s purpose is to provide advice to Municipal Council, the Village Commissions and the Kings Transit Authority (the Parties) on identifying, preventing and eliminating barriers to access faced by people living with disabilities in municipal programs, services, initiatives and facilities. The Committee will play a pivotal role in helping the Municipality and the Villages to become accessible communities that comply with Nova Scotia’s Accessibility Act, S.N.S., 2017, c. 2 (“Act”) The Committee consists of sixteen (16) voting members and includes: One (1) member of Municipal Council (who serves as a Director on the Kings Transit Authority), and one member from each of the seven (7) Village Commissions; and Eight (8) members of the public who either live with disabilities, or who work or volunteer with organizations that work with people living with disabilities. The Nova Scotia Accessibility Act, S.N.S., 2017, c. 2 (the “Act”) The Act defines a disability as a physical, mental, intellectual, learning or sensory impairment, including an episodic disability that, in interaction with a barrier, hinders an individual’s full and effective participation in society. Consultant Services Accessibility Plan Issued: June 22, 2021 The Municipality and the Villages recognize accessibility as a human right, and have been mandated to become accessible to all before 2030 by preventing and removing barriers that restrict people from fully participating in society. Section 39(2) of the Act requires municipalities and villages to prepare and make publicly available an accessibility plan by April 1, 2022. The Municipality of the County of Kings is committed to creating and maintaining a supply chain and tender process that is inclusive and representative of the full range of human experience present in the communities we serve and expect the companies we work with to do the same. Respondents highlighting demonstrable commitment to accessibility, diversity, equity and inclusion of all persons regardless of ability, race, culture, gender/sexual identity and expression, family status, religion, and age by proponents is strongly encouraged. The Municipality of the County of Kings will be the contracting party. The successful proponent will be required to work with the Committee, and Municipal, Village and Kings Transit Authority (KTA) staff. The specific services to be provided are described in this Request for Proposal (RFP). **Please note** This RFP and any subsequent written addenda shall be posted on the Nova Scotia Provincial Tender site, as well as the Municipality’s website (http://www.countyofkings.ca/business/tenders.aspx). The Municipality will not maintain a “plan takers’ ” list. Prospective bidders shall be responsible to review the website for any addenda that have been issued. Consultant Services Accessibility Plan Issued: June 22, 2021 4 1 Instructions to Bidders 1.1 Proposal Submission Proposals shall be submitted in a “Two Step” format. Technical Proposals must be received before 2:00 pm local time July 20, 2021 in order to be considered. Price Quote Proposals must be received between 6:00 a.m. and 2:00 p.m. local time on July 26, 2021. Refer to Section 4 for a detailed breakdown of the proposal submission requirements. 1.2 Consultant Conduct Statement The Municipality expects employees and contractors in the Consultant’s employ to conduct themselves appropriately, particularly with regards to Human Rights, Health and Safety, and Environmental Stewardship. A number of the Municipality’s policies and operating procedures incorporate these expectations. Please note that conduct detrimental to the Municipality by a Consultant or any of its employees, agents, contractors, or representatives may lead to disqualification or dismissal. 1.3 COVID-19 Statement The Municipality expects employees and contractors to fully adhere to the advice and current guidelines of the Chief Medical
