Many thanks for responding to my colleague Claire’s letter (below) to help inform our Housing Monitoring Update 2017/18. I am writing to request a further update again this year for our Housing Monitoring Update (HMU) 2018/19. The HMU 2018/19 will document housing delivery in the borough and our ‘five year supply’ of housing sites. The full report, including our current forecast for Elbourne Drive can be found on our housing supply webpages.

The progress of Elmbank House (site ref: 5913) is detailed in HMU Appendix 10b (2). We’d be most grateful if an updated forecast could be provided for the site via the attached draft statement of common ground form.

Attached draft statement of common ground

For outline permissions of 10+ dwellings and allocated sites to be included within the five year supply, the National Planning Policy Framework requires councils to obtain evidence demonstrating that completions will begin on site within five years. To comply with National Planning Practice Guidance, this evidence should include a completion forecast agreed between stakeholders associated with delivery of the site and the council via a statement of common ground. Attached is a draft statement of common ground in an amendable PDF format.

Section 1 (page 1) includes the council’s current understanding of the site’s progress and the completion forecast currently published in the council’s Housing Monitoring Update (2017/18).

Please complete Section 2 (page 2) to propose a forecast for the site. Any additional information supporting your forecasts and/or relevant to the delivery of the site is most welcome. If you prefer not to use the draft statement of common ground form, feel free to just explain each site’s progress in an email reply.

If you are able to return the completed statement of common ground form to us by Monday 24th June at [email protected], we would be most grateful.

Once agreed, the council will return a final copy which will then be published as part of the final HMU on the council’s webpages. Naturally, we are happy to discuss any amendments that should be made to the document before this.

With reference to your enquiry, I can confirm that a developer is involved with the aforementioned site, and has started to collate the information required to discharge various conditions and the reserved matters.

Whilst timescales have yet to be agreed, it is expected that reserved matters will be submitted during the Autumn, hopefully allowing approval before the end of the year. Subject to this timescale being achieved, and all pertinent conditions discharged, then work is likely to start early next year. I do not, at present, have any information on build- out rates, but would suggest that the rate indicated is entirely achievable. The start date will, however, be later than suggested, likely to be Spring 2019.
