Corsair All Rights Reserved Abstract The causes of success and failure of stand-alone solar electric systems in rural Guatemala may be technical, institutional, cultural or economic. This research examines these causes using a mixed-methods approach that includes interviews with members of poor, rural communities to which stand-alone solar electric systems have been donated, physical inspections of these systems, and conversations with development professionals working in rural electrification. “Success” is a complex concept, here defined as a combination of user perception of success, utility to users, and optimality as a source of energy. Economics are a strong driver of system success: systems generally offer users cost savings, but few income generating opportunities; access to capital when components need replacement is a significant obstacle; and relatively wealthier beneficiaries are better able to maintain donated systems than are their poorer neighbors. The institutions and relationships that surround systems also influence success and failure: local institutions like energy committees can help systems be more successful, while national and regional institutions such as Guatemala’s weak justice system and extensive organized crime networks contribute to failure. Beneficiary sense of “ownership” and monetary contributions to projects by beneficiaries are not contributors to system success, while accountability to donors and ongoing donor involvement are. The quality of the design and installed components of the physical system may have little bearing on system success. Donors must be clear about their own and beneficiaries’ definitions of success, and must be willing to challenge received wisdom about what will lead to more and less successful projects. Defining success as a high rate of operable systems will tend to favor relatively wealthier beneficiaries, leading to questions of social justice and whether energy interventions are most appropriate to those living in extreme poverty. Further, physically interconnected energy systems such as microgrids can lead to stronger social and institutional connections than do the physically independent systems included in this research. Juan Carlos Mazariegos Submitted in partial fulfillment of the requirements for the degree of Doctor of Philosophy in the Graduate School of Arts and Sciences COLUMBIA UNIVERSITY 2020 © 2019 Juan Carlos Mazariegos All Rights Reserved Abstract A War of Proper Names: The Politics of Naming, Indigenous Insurrection, and Genocidal Violence During Guatemala’s Civil War During the Guatemalan civil war (1962-1996), different forms of anonymity enabled members of the organizations of the social movement, revolutionary militants, and guerrilla combatants to address the popular classes and rural majorities, against the backdrop of generalized militarization and state repression. Pseudonyms and anonymous collective action, likewise, acquired political centrality for revolutionary politics against a state that sustained and was symbolically co-constituted by forms of proper naming that signify class and racial position, patriarchy, and ethnic difference. Between 1979 and 1981, at the highest peak of mass mobilizations and insurgent military actions, the symbolic constitution of the Guatemalan state was radically challenged and contested. From the perspective of the state’s elites and military high command, that situation was perceived as one of crisis; and between 1981 and 1983, it led to a relatively brief period of massacres against indigenous communities of the central and western highlands, where the guerrillas had been operating since 1973. Despite its long duration, by 1983 the fate of the civil war was sealed with massive violence. Although others have recognized, albeit marginally, the relevance of the politics of naming during Guatemala’s civil war, few have paid attention to the relationship between the state’s symbolic structure of signification and desire, its historical formation, and the dynamics of anonymous collective action and revolutionary pseudonymity during the war.

This was a conflict regarding a political dispute between the government of Guatemala and the guerrilla movement. However the violence escalated to a level so drastic that many maya indigenous civilians resulted as the principal victims of the war. In this research the maya Ixil community is in focus as they were primary victims of the army’s attacks on civilians. Further this thesis seeks to analyse the transition from war to peace in Guatemala in relation to the Ixil community and with the help of transitional justice theory as a tool and analytical lens. The method to develop this research is a qualitative analysis and the principal data for findings and analysis was acquired through primary data which was interviews with individuals part of the Ixil community that were victims of the civil war in Guatemala. The findings were built on the data collected from the interviews and were focused on the persecution of the Ixil community, transition to peace and the transitional justice perspective on the topic of research. The research culminates with a conclusion on the whole investigation involving how transitional justice intervention is appropriate for Guatemala's case and how harmful and consequential que transitional and postconflict effects were on the Ixil community.

    RECONCILING INDIGENOUS PEOPLES WITH THE JUDICIAL PROCESS: AN EXAMINATION OF THE RECENT GENOCIDE AND SEXUAL SLAVERY TRIALS IN GUATEMALA AND THEIR INTEGRATION OF MAYAN CULTURE AND CUSTOMS Elisabeth Madeleine Patterson* This article examines two recent landmark cases in Guatemala. The first one is the 2013 Rios Montt genocide case, which led to one of the first convictions of a former Head of State for genocide in a national court. The second one is the 2016 Sepur Zarco case, which marked the first time former military commanders were convicted in a national court of crimes against the duties of humanity for sexual and domestic slavery. In both cases, almost all the victims were Indigenous. The author was present for parts of both trials as an international observer and interviewed individuals directly involved in the prosecution. Considering that Guatemalan and international law require that legal decisions give due consideration to the customs of the Indigenous peoples concerned, the article assesses to what extent Indigenous culture was taken into account during the trial and how Indigenous concepts and customs were considered in the judgements. In both cases, the tribunal did not modify usual court procedures, except to provide interpreters for the testimony of the unilingual Q’eqchi and Ixil witnesses. Both judgements did, however, take into account several concepts and customs from the Mayan worldview and these were key to the Court’s reasoning leading to the guilty verdicts.
