The BBC National Orchestra of Wales Is the Nation's Only Full-Time
CC(3) AC 11 Communities and Culture Committee Inquiry into the „accessibility of arts and cultural activities in Wales‟ Submission by the BBC National Orchestra of Wales We are grateful for the opportunity to provide evidence for the Committee‟s Inquiry. The first part of our submission provides an overview of the Orchestra‟s work. The second part addresses a number of questions posed in the consultation letter. A. Background The BBC National Orchestra of Wales (BBC NOW) is the nation‟s only full-time professional symphony orchestra. It has an established reputation as one of the leading orchestral ensembles in the UK. It has won considerable audience and critical acclaim in recent years, under its conducting team, led by Thierry Fischer. The Orchestra‟s home is the newly-built Hoddinott Hall at the Wales Millennium Centre in Cardiff, and it produces extensive output for BBC Radio 3, BBC Radio Wales and BBC Radio Cymru. With the crucial funding support of Arts Council Wales, the Orchestra has also developed a major national role, touring throughout Wales each year (this role is described in more detail in our response to question 1) and delivering a highly-regarded community outreach and education programme (please see our response to question 2). In any one season, BBC NOW strives to present a broad repertoire of both past and contemporary music to allow audiences to experience works drawn from the whole panoply of orchestral music – from the baroque to present day film and jazz. The Orchestra works with a wide range of contemporary composers and has two positions specifically for composers within its artistic roster. -

During Zhang’s three-year term as BBC NOW’s principal guest, she will conduct the orchestra in annual concerts at BBC Hoddinott Hall, St David’s Hall and Brangwyn Hall, with repertoire featuring Tchaikovsky, Shostakovich, Rimsky Korsakov and Berlioz in her first season. BBC NOW will also perform at the BBC Proms under Zhang’s baton during her tenure and embark on an “On the road” tour around Wales. Zhang begins her tenure as NJSO music director in September 2016. She will lead the NJSO in seven subscription classical programs in the 2016–17 season and nine classical programs in subsequent seasons. Consequently, it was with some confidence that Elgar looked forward to the premiere of his Second Symphony, two and a half years later. Yet at the premiere, conducted by the composer at Queen's Hall, London, on 24 May 1911, many of the seats were empty and its reception lacked enthusiasm. "What is the matter with them?" Elgar asked the orchestral leader, W.H. Reed, "They sit there like a lot of stuffed pigs." With hindsight, it is not difficult to understand the audience's reaction. The Second Symphony is one of Elgar's finest achievements, but it is also one of his most complex and ambivalent. -

u Quartet Alexander Goehr (6. 7932) The majority of composers, it seems, have yet to get over the impact of the Modern Movement of sixty years ago. Reactionaries continue to regard the innovations of Schoenberg and Stravinsky as tending to undermine the good old tradition while the avant-garde views the same advances as an obligation to perpetual revolution. How- ever, a third group of composers, as yet regretably small, sees the most hopeful way forward out of the resulting confusion as that of the modest progressive. Alexander Goehr, for instance, holds that, properly understood, the new resources of twentieth century composition offer means not of supplanting but of enriching the grammar and syntax of musical understanding as it has evolved beneath the surface of the varying musical styles of the last few centuries. Thus the harmonic distinction of all his works since the Two Choruses op. 14 arises from a syn- thesis of Schoenberg's serial principle with the modality of Messiaen to create a 'transformational grammar' for pitch relationships in some ways analagous with tonality in the days of its potency. That Goehr has absorbed many of the most radical developments of this century will be clear from this disc. Yet at the same time, and without a hint of neo-classicism, these works attain an intimacy and depth reminiscent of some of the great chamber works of the eighteenth and nineteenth centuries. The Second String Quartet was commissioned by Lord Dynevor and first performed complete by the Allegri String Quartet in October 1967. The first movement is an extended set of double variations. -

DIRECTOR BBC NATIONAL ORCHESTRA AND CHORUS OF WALES BRIEFING DOCUMENT JUNE 2019 1. BACKGROUND INFORMATION BBC National Orchestra of Wales For 90 years the BBC National Orchestra of Wales (BBC NOW) has been at the heart of the cultural landscape of Wales, occupying a distinctive dual role as both broadcast and national symphony orchestra. The orchestra performs a busy schedule of concerts throughout Wales, the rest of the UK and internationally, working with the world’s leading conductors and soloists and led by its artistic team of Principal Guest Conductor, Xian Zhang, Conductor Laureate, Tadaaki Otaka and Composer-in- Residence, Huw Watkins. As part of BBC Wales, and supported by Arts Council Wales and BBC Radio 3, the orchestra is an ambassador for Welsh music, championing contemporary composers and musicians, as well as performing core repertoire and the broadest range of classical music at the highest level. The orchestra also works closely with the BBC National Chorus of Wales, one of the leading large mixed choruses in the UK. BBC NOW’s performances can regularly be heard on Radio 3, Radio Cymru and Radio Wales as well as on TV, film, and increasingly online. It performs biennially at BBC Cardiff Singer of the World and annually at the BBC Proms in the Royal Albert Hall. This year’s Proms concerts include Brahms’ Symphony No 1 conducted by Marcus Stenz, Mozart’s Requiem with the BBC National Chorus of Wales, a world premiere BBC commission from Huw Watkins and Rachmaninov’s The Bells, conducted by Tadaaki Otaka. Building on its ground-breaking work with special-educational needs schools and deaf, deafened and hard of hearing people, BBC NOW performed the first-ever Relaxed Prom in 2017, which won the 2018 Fantastic for Families Award for Best Family Event. -

Z id3L6to6 723 O WRI Chapter Six Pedagogic Discourse at Aberquaver 6.1 Presentation of the data The data presented in this and the following chapter arose out of four investigational methods: i) observatíons of music lessons with the case study class; ii) a questionnaire administered to the case study class; ¡ii) analysis of school and state documentation in the form of the school prospectus, the most recent school inspection report, the schême of work for the Music Department and the National Curriculum for Music; and iv) interviews with senior management, Mrs. Metronome and pupils from 9C individually, in pairs and as groups. Brief comment will be made on the data in this and.the next chapter and a full discussion, guided by the research questions outlined in Section 8-1, will follow in Chapter Eight. I felt it was important to take all measures possible to contextualise the discussion of the research questions, attempting to provide a basis of validity and reliability for the data presented, through a process of elaborated description (Luria, 1972). I propose, therefore, to present, first of all, a picture of the school as drawn from documentation and interviews wíth staff and students. I will then present my lesson observation and questionnaire data as they appeared at the end of initial analysis, subsequently discussing them with reference to the research questions, drawing upon excerpts from ínterviews and documentary evidence to triangulate, amplify or present an alternative view of the issues arising. I hope that by presenting the initial data before discussion, it will be possible for readers to form their own opinions more easily of the interpretations I have placed upon issues and to judge the validity of my claims.
