Welcome Branch Chairman John Mackie opened the meeting and welcomed everyone at Rangiora Town Hall.

IPWEA NZ Board Update John started off with an update from IPWEA NZ and the financials as at 31 October 2016. He also mentioned the Australia Infrastructure Pipeline (ANZIP). ANZIP is an online portal for information of Australia and New Zealand-based infrastructure projects from across central government, local government and the private sector http://infrastructurepipeline.org/. John invited everyone to consider upcoming IPWEA events, forums and training opportunities with a view to incorporating these into staff or self-development initiatives.

After the update the chairman acknowledged and thanked Gerard Cleary and the sponsors for the accommodation and catering of this branch meeting.

Presentations 1. Dg43B Pain in the Asset, by Huge Blake-Manson Huge Blake-Manson, Contract Manager at City Care, presented Dg43B Pain in the Asset, a wastewater network based on impact of failure criteria, utilising multiple ground and pipe characteristics. A result of the new management approach has been nil wastewater overflows for months to waterways.

The presentation was followed by Q&A and acknowledged with acclamation.

2. Rangiora Town Centre Upgrade, by Daniel Thompson and Joanne McBride Daniel Thompson, Special Projects Manager at Waimakariri District Council, outlined the work he and the Council have been undertaking for the update of the Town Centre in Rangiora. Daniel took us through the steps and with before and after pictures we could see the immense work that already has been accomplished.

Joanne McBride, Civil Projects Team Leader at Waimakariri District Council, gave an update about the works at the Town Centre from the contractor’s perspective. The contractor is JFC who established in as part of the Christchurch Earthquake Rebuild. Joanne outlined what went well, issues that occurred and the good collaboration with JFC what lead that the additional work was negotiated directly with JFC without the need for going to tender.

3. Post EQ Operating Costs, by Mark Christison and John Mackie Mark Christisons from Beca and John Mackies from Christchurch City Council presentation looks at the renewal modelling that has been undertaken to forecast capital and operating cost impacts in Christchurch’s current LTP and 30 year Infrastructure Management Plan and how it is planned to manage these challenges into the future.

4. Kaikoura EQ response, by John Mackie John Mackie went to Kaikoura as Controller, as key Civil Defence personnel from Christchurch were requested to assist with the response effort in Kaikoura who had suffered severe damage as a result of the quake. John outlined the priorities and challenges to emergency personnel that were deployed to assist the community and meet their immediate needs in response to one of New Zealand’s largest recorded earthquakes.

John outlined how the EOC worked with the emergency services, defence forces, volunteers, contractors, utility providers and the Community to develop the plan to take Kaikoura from response to recovery.

Walk through Rangiora Town centre Gerard Cleary, Manager Utilities and Roading, Daniel Thompson and Joanne McBride took us along for a walk through High Street to Red Lion Corner. Daniel explained the different stages and showed us to spots where he was talking about in the presentation.

The walk through the town centre was followed by great lunch, sponsored by JFC.
