My doctoral experience began as a yearning, developed into a calling, and concluded with personal transformation and this document, one that I present with love, pride, and conviction. A doctorate is something I had contemplated for quite a while. But the timing was never right, and frankly, I was scared. My biggest fear was whether or not I was smart enough and tough enough. Once I decided that it was “now or never”, it was time to tackle the application process. My first words of gratitude go to the three people who said “yes”; who believed in me enough to put their own reputations on the line by being my recommenders. To Debbie Flores, Beth Stoddard, and Henry Ward, your faith in me from the start served as an ever-present motivator to press on and make you proud. Henry, your support during that first summer and again at my defense meant the world to me. The others “who said yes” are the incredible participants of my research. The Upward Bound alums who wanted to give back, “be part of important research”, and tell their stories, for their own sakes and for those who would follow them. Your stories moved and changed me. The trust you demonstrated and the honestly with which you shared your stories left me feeling incredibly humbled and privileged after each of our conversations. I am honored that you allowed me into your lives in such a personal way. I pray that I have presented your truth with the respect it deserves. To my dissertation committee, Dr. Mary McCullough, Provost Dr. Tom Poon, Dr. Beth Stoddard, and my chair Dr. Becky Stephenson, a huge thank you for your guidance and support. iii Having both the Dean and the Provost on my committee was both exciting and intimidating, but I knew you each had so much to contribute to my growth. Beth, you were my first chair and the person who got me to the starting gate. You were also the first person who said, “You can do this!” Also related to “firsts”, Dr. Hutching, it was you and in your class when I first felt like I might actually know what I was doing. Friend, you are loved and appreciated. Becky, you stepped in and adopted me, celebrated my squishiness, made room for my emotions, adapted the writing game plan when I got stuck, brought life to my words, and turned me into a researcher. You also pushed me when I needed it, believed in me when I doubted myself, and did it all with brilliance, patience, and love. My gratitude is endless. To the members of Cohort 14, my fellow social justice warriors and homies: we were/are so different, perhaps one of the most diverse LMU cohorts ever. Yet, at our core, we were the same, we were one. From orientation to Covid-19-necessitated Zoom chats, our bond is strong and we prevailed despite the closing of the world. Here’s to us, may we forever be connected. To the Doc Squad, four women of color who bonded over who knows what to begin with, but who served as my strength, motivation, outlet, and source of hilarity: Lauren, Marcia, and Sylvia, thank you for being there, always, and through it all. On so many occasions you were my lifeline, that Doc Squad group text that always made things better. And then there’s my ride or die, the person who kept me grounded, held my hand, wiped my tears, and kicked my butt. Sylvia, our immediate connection at orientation over thoughts of Café Du Monde beignets and hurricanes is stuff of legend. To say that I would have not made it to the finish line without you is no understatement. Making me laugh in the middle of class with ridiculous memes, reminding me to stop overthinking and just finish my paper already, and our timed “tomato” writing iv sessions are as much a part of my doc experience as the actual courses. Te quiero mucho y por siempre. To my Upward Bound family––students, staff, families, and alums, your faith in me and unconditional support uplifted me on the many nights when I wasn’t sure I could write another sentence. The first summer was brutal; my exhaustion and insecurity was matched only by the guilt I felt from being present, but not truly present. Memories of your daily reminders that “we’ve got you” are vivid. I have been blessed beyond measure by each of you. The most consistent, unwavering support was provided by my UB other half, Aaron Beasley. There are no words to adequately express my gratitude. I cannot imagine a more enthusiastic cheerleader, comforting listener, and all-around partner in the process. He was with me through it ALL. He celebrated my successes as if they were his own, and was the perpetual ear and shoulder when I experienced defeat, be it academic or personal. I share this accomplishment with him. And lastly to my family, and those who I consider family: Steph, Gary, Laura, Leticia and Christina, you have witnessed this journey first-hand and have waited patiently for me “to be done already”! I am! And to my children, who probably wondered why on earth their mom wanted to do this, and then had to listen to my sighs and whines for three years. Matt, my first summer you texted me almost daily with “Good morning mama, I love you, time to put your blinders on, it’s you against yourself.” I still hear those words in my head and have offered them to others who have felt overwhelmed. Jazz, from the start you were there trying to get me through the GRE math section and reminding me to study, and for the past three years you’ve attempted to keep me calm and out of my own way––no easy feat. My babies, you make me proud every day. I hope I have made you proud. v DEDICATION Throughout my life, there has never been a day when I did not feel the fierce, profound, and unconditional love of my mother. This is for her.     ABSTRACT Title of Dissertation: PERCEPTIONS OF UPWARD BOUND’S INFLUENCE ON THE ACADEMIC OUTCOMES OF AFRICAN AMERICAN MALE PROGRAM PARTICIPANTS AND DESCRIPTIONS OF THEIR IDENTITY STATUS Ro’Shaun A. Bailey, Higher Education, May 2019 Dissertation chaired by: Omari Jackson, Ph.D., Department of Advanced Studies, Leadership, and Policy The purpose of this qualitative study was to explore the experiences of African American male Upward Bound participants to determine their identity status and to document their perceptions of Upward Bound’s influence on their academic outcomes. This study examined the experiences of eight African American male Upward Bound participants at Southeastern State University, a Historically Black College and University (HBCU) in a southeastern state. The participants were asked to respond to semi- structured interview questions during three separate interviews. Their interviews were analyzed and coded for common themes using Marica’s Theory of Identity Status and Bush and Bushes African American Male Theory as the lenses. The themes that were developed from the code frequency chart were “Motivation to Work Harder,” “Emotional Support,” “Positive Influence,” “Role Models,” “Aspirations to Succeed,” and “Participation in Extracurricular Activities.” The experiences of each participant varied slightly, and their perceptions of Upward Bound’s influence on their academic outcomes were relatively consistent.     Upward Bound Project RISE FREQUENTLY ASKED QUESTIONS UPWARD BOUND PROGRAM HISTORY Upward Bound Project RISE is sponsored by the United States Department of Education and is hosted by the University of Central Florida. It is the oldest and most successful Federal TRiO Program. The goal of Upward Bound is to help students overcome environmental, social, cultural and academic barriers to higher education. In the late 1960s Upward Bound was established as one of the initiatives of President Lyndon B. Johnson’s “War on Poverty” campaign. The central idea of the program was to link institutions of higher education with target schools in an effort to expose students, who have been defined as low income and first generation potential college students, to postsecondary education. This translated well into a variety of settings from Bronx to Appalachia. Each year more than 70,001 students participate in over 956 Upward Bound Programs nationwide, including Puerto Rico as of 2017. UPWARD BOUND OBJECTIVES: The United States Department of Education mandates six outcome objectives for Upward Bound programs: • Academic Performance (GPA) • Academic Performance (standardized test scores) • Secondary School Retention and Graduation with regular school diploma • Completion of rigorous secondary school program of study • Post-secondary Education Enrollment • Post-secondary Education Completion WHAT IS TRIO? The term “TRIO” was coined in the late 1960s to describe three federally funded educational opportunity outreach programs. The three original TRIO programs included Upward Bound, Educational Talent Search and Student Support Services. TRIO Upward Bound is a federally funded college access program that serves first-generation, low-income high school students, providing support and motivation to pursue higher education. Study participants were alumni of TRIO Upward Bound Programs in the state of Ohio who have earned a baccalaureate degree or higher, and are now the parents of college-enrolled or college-graduated children. The theoretical frameworks utilized in these analyses were cultural and social capital, and funds of knowledge.

    REDEFINING THE EFFECTIVENESS OF UPWARD BOUND: AN ANALYSIS OF ITS MEASURING STANDARDS AND A PROPOSITION FOR THE FUTURE _________________ A Thesis Presented to The College of Arts and Sciences Ohio University _________________ In Partial Fulfillment Of the Requirements for Graduation with Honors in Political Science _________________ By Chloe Musick April 2017 1 Abstract: Through the use of OHIO Upward Bound as a case study, the purpose of this research is to show how Upward Bound impacts low-income and first generation college students enrolled in the program. This data was collected by interviewing five recent alumni of OHIO Upward Bound, who concluded that Upward Bound helped them develop skills typically used to succeed in college. Upward Bound is a federally-funded program that is dependent upon grant-based funding from the Department of Education. The funding is given to Upward Bound programs based on the percent of students who earn a Bachelor’s degree within six years of their high school graduation. The interviews showed the value of participating in Upward Bound beyond learning the skills to earn a Bachelor’s degree. This research is used to highlight the value of participating in Upward Bound and to propose an alternate way of measurement for the program to earn funding from the Department of Education. 2 Many thanks to the support of my friends and family. A Transformative Era: Lyndon Baines Johnson and the Development of the American Administrative State BY Serena D. Lowe ABSTRACT The intellectual history of American public administration holds that the High Noon of public administrative orthodoxy was President Franklin Roosevelt’s New Deal and the publication of the Final Report of the President’s Committee on Administrative Management in 1937. A striking omission from the field’s literature is a serious conversation about how the presidency of Lyndon Baines Johnson dramatically transformed the American administrative state. Johnson’s efforts to create a Great Society and win the War on Poverty provide empirical evidence that legitimates the claim that if Roosevelt was responsible for public administration’s High Noon, Johnson is subsequently responsible for the second coming of the administrative messiah. The program is a federally funded pre-college program which supports the persistence and retention of low-income, potential first-generation students as they prepare for college. The TRIO programs have assisted thousands of students in their preparation and transition to higher education. Today, the program has been under constant threats of facing funding cuts or the program being eliminated altogether. This has made the job as director more difficult as one must provide services to students while the Department of Education is requiring more and more objectives needing to be reached with less funding. This dissertation is a case study of a program in Michigan where it examines a director in how she navigates through the constant program cuts and ever changing objectives to provide resources, facilities and programming to help students to reach the goal of graduating from a four- year university with a baccalaureate degree.
